REGULATIONS
The aim of the festival:
To popularize traditional Latvian and other native culture, to develop, to improve and to take care about
folklore group, traditions of ethnographic ensembles, thus to ensure continuity of the work of collectives.
The time and place of the festival:
January 31st – February 2nd, 2014 in Daugavpils
The organizers of the festival:
The Daugavpils City Council Department of Culture in cooperation with the Latvian Centre of
Culture and in cooperation with folklore group “Svātra”
The participants of the festival:
Latvian and foreign folklore groups that take care and popularize their local traditions.

Programme of the festival will be clarified after receiving group applications.
Conditions for participation:
 All participants must prepare 2 different 10 – 15 min long programmes (1 for festival opening
concert and 1 for main concert)
 All participants must prepare 20 min long dance and game programme for night dancing
 Participant of foreign groups must prepare 45 – 60 min long programme for individual group
concerts
 During the performance are not allowed to use phonograms and electronic musical instruments.
 During the concerts groups must wear national costumes and must participate in all festival activities
(except ride around the Latgale).
 Foreign groups must have the flag of their country.
Festival accreditation:
 The applications for participation in the festival (application forms, 5 high resolution photos in jpg
format, audio or video presentation (CD/DVD) of the group or link to the source in internet) must be
sent till December 1st, 2013 to e-mail: sarmite.teivane@latgale.lv
 The organizers of the festival will process the applications till December 10th, 2013 and will send the
invitations to the X Daugavpils International Festival.
Organizers of the festival ensure:
 Latvian groups transport, accommodation and meal expenses covers by themselves. Organizers can
help with accommodation and meals reservation, ensuring decent living conditions.
 Foreign groups will be ensured with accommodation (in student hostel) and meals (3 times in a day),
transport during the trip around Latgale. Participants themselves must guarantee arrival into the Riga
airport, if travelling by plane, or to the nearest station/stop to Daugavpils city in Latvia territory, if
travelling by train or bus.




Participants themselves cover medical insurance and visa expenses. Organizers can with visa
preparation.
Group guide and English/Russian language translators for participants of foreign groups..
Group advertisement in mass media.
Premises and sound systems for process of events and disposition of the groups.
Special rules:

The organizers of the festival have the right to use the participants audio and visual materials in
printhouse editions, press materials, internet home page, TV, sound recording studios, public playing
with the aim of advertising the festival and the city of Daugavpils.
 The participant by sending the application accepts all the regulations.
