NAME James Mark Conde eRA COMMONS USER NAME JMCONDE POSITION TITLE Director, Information Technology Assoc Director, CMPH Informatics Track Emory/Rollins School of Public Health EDUCATION/TRAINING (Begin with baccalaureate or other initial professional education, such as nursing, and include postdoctoral training.) INSTITUTION AND LOCATION Hiram College, OH DEGREE (if applicable) B.A. MM/YY 05/80 FIELD OF STUDY CHEMISTRY, BIOLOGY A. Personal Statement With my involvement with informatics programs and research in public health, I recognize the need to engage technology to meet many of the challenges of field data collection, laboratory data and specimen tracking, and driving efficient information collection from cohorts of participants as well as support complex analytics. As we collect more sensitive and private data, we have a responsibility to ensure that the data is secure but available to drive the program goals. I have worked with CDC, state and local organizations and specialize in laboratory informatics as well as supporting the Rollins School of Public Health with informatics needs on global projects. As the Director of IS for RSPH I am responsible for all the secure data systems we provide for our research community. We have a number of systems that contain data collected from international locations, Federal government sources, as well as many forms of Private Health Information (PHI) secure data. All of the development of these systems follows the HIPAA standards for access control and in a few cases we have systems that are FISMA moderate compliant. With a couple of the programs we have adjusted our handling of data that is sourced from sensitive countries to make sure we are following the jurisdictional policies of that country. That may mean that we cannot move the data from that country and have to create analytical systems that can work on the data remotely. We also work with the researchers to extract data at appropriate levels of anonymization or de-identified based on the country or jurisdictional policies. Often working with sensitive and secure data has to balance environment, computing, and localization parameters set by the owners of the data while still being useful to the intent of the research. This means that we work through variances of how the data is used throughout a program to meet the need and protect the sensitive information. With my role as the Associate Director of our CMPH Applied Public Health Informatics I am building a program to expand the work force capacity with training in informatics. B. Research Support Ongoing Research Support Vicki Hertzberg (PI) 10/07-current National Institute of Health The Influenza Pathogenesis & Immunology Research Center (IPIRC) The study required a centralized research data handling system and specimen tracking biorepository. I advised and designed a system that the informatics team implemented to meet the requirements. Role: Informatics Advisor RSPH Research faculty 8/2007 - Current All organizations engaged with RSPH research endeavors General Informatics Advice and Program support Many of the research studies at RSPH require informatics advice through the full life cycle of the programs from the formulation of the grant submission though the award and execution of he programs. I provide support and advice on all aspects of informatics needs on these projects. I those cases where I engage fully on a project through the lifecycle of the program I have specifically listed these engagements. Completed Research Support Julie Gazmararian (PI) 01/08-10/2010 Centers for Disease Control (National Center for Chronic Disease Prevention and Health Promotion) Creating an Integrated, Flexible System for Systematic Reviews on Nutrition and Physical Activity The cooperative agreement is to enhance an existing system to create an integrated, flexible system for systematic reviews on Nutrition and physical activity I am providing advice in the systems development process and design approaches to advance and program the system. Role: Technical /Informatics Advisor Jim Buehler/Ruth Berkelman (PI) 11/08-12/2010 Centers for Disease Control (COTPER) Emory Preparedness and Emergency Response Research Center (ePERRC) Incident Command Systems and Emergency Operation Centers in Public Health Crises The goal of the study is to investigate the deployment of Public Health emergency operations centers across various Emergency response situations. I am concentrating on the information and data flow aspects of the investigation. Role: Co-Investigator
