This position performs advanced technical and analytic work in the review and (re)design of business processes and configuration for LSO and HR cross applications. LSO utilizes SAP Learning Solution as the framework for the Commonwealth's enterprise training system. HR cross applications include Employee Self-Service (ESS) and other applications used across multiple HR functionality components. The Commonwealth's SAP ERP installation integrates the central administrative functions of the executive branch of government. Human resources functionality encompasses over 100,000 positions with over 80,000 active employees. The incumbent in this position supports the objectives of the IES LSO/Cross Apps Team by providing a single point of accountability for the responsibilities listed above. The incumbent: Leads the (re)design, development, testing, implementation, maintenance, documentation, and support of new and/or revised business processes in the assigned area of responsibility. Evaluates business requirements to determine the most efficient solution considering the impact of standard software on existing business processes and the costs of custom user enhancements. Evaluates how to incorporate changes to legislation, collective bargaining, and policy into the enterprise software. Works closely with OA Bureau of Systems, Policy, and Program Planning, agencies, and external parties to gather business requirements. Ensures the system's design satisfies functional and operational requirements. Identifies transition needs between old and new processes to the LSO/Cross Apps Team Lead and business process owner, OA Bureau of Systems, Policy, and Program Planning. Coordinates design and configuration activities with other project functional teams to ensure all enterprise needs are met in an integrated software approach. Applies business process knowledge and technical aptitude to support, enhance, and develop systems solutions which may span multiple technical environments. Creates and modifies Detailed Functional Specifications that describe custom requirements to the applications development staff. Participates in work groups formed to address short-term or ongoing issues. Works independently and as part of a subgroup to define issues as problems or enhancements. Designs test scripts to represent business scenarios. Executes functional unit, integration, systems, and regression test scripts. Validates test results to ensure development objects satisfy systems requirements. Considers all systems post-audit requirements to be satisfied during blueprint phase of methodology. Requests promotion of objects to testing and production environments. Identifies user roles to ensure business process needs are satisfied, reviews the assignment of transactions to roles for appropriateness, and provides guidance to the LSO/Cross Apps team lead for role-mapping considerations. Prepares and presents reports and statuses identifying operational and system strengths and deficiencies. Technical functions: Configures SAP software. Creates SAP variants to execute programs. Executes programs in the respective environments. Identifies relevant technology issues and develop alternative solutions, as necessary. Designs processes for inbound/outbound interfaces between SAP and external systems, including data definition formats. Executes tasks relative to SAP maintenance activities in the areas of support packs, OSS notes, and software upgrades. Communicates with SAP via OSS messages for items relative to standard SAP development. Support Functions: Provides systems expertise for any problems or projects that affect this area of responsibility. Meets with Business Process Owners to resolve difficult and sensitive issues or problems. Prepares or assists in the preparation of training materials and scenarios. Develops user documentation such as Business Process Procedures and End User Procedures. Provides functional support and technical assistance to end users in coordination with OA- Operations division. Discusses and coordinates relevant information with staff of other agencies under the governor's jurisdiction, independent agencies, and external business entities. Assists in the preparation of procedures, standards and manuals and provide input in policy development by the OA business process owners. Assists the OA business process owners with the implementation and consistent application of policy within Commonwealth agencies. Provides ongoing production support by ensuring prompt resolution to mission critical application problems. Performs related work as required.
