Purpose This unit standard is intended for people undertaking compliance activities for the New Zealand Transport Agency (NZTA).
People credited with this unit standard are able to: demonstrate and apply knowledge of road transport legislation for compliance situations; demonstrate and apply knowledge of legislation that is non-road-transport specific and that impacts on delegated powers of an NZTA employee; and work with other compliance agencies or entities in a road transport compliance context.

3 Definition
Organisational requirements refer to instructions to staff on policy and procedures which are documented, available in the workplace, and consistent with applicable legislation and any other applicable compliance requirements.
Element 1
Demonstrate and apply knowledge of road transport legislation for compliance situations.
Range two of – Land Transport Act 1998, Transport (Vehicle and Driver Registration and Licensing) Act 1986, Road User Charges Act 1977; three Land Transport Rules.
Performance criteria
1.1 Delegated powers provided under the legislation are identified, and are confirmed in accordance with organisational requirements.
1.2 Actions and/or omissions that comprise offences or non-compliance under the legislation are identified, and are confirmed as being an offence or noncompliance in accordance with organisational requirements.
Range two examples per piece of legislation.
1.3 Application of delegated powers is consistent with legislation. Application of delegated powers, where applicable, takes into account case law.

Demonstrate and apply knowledge of legislation that is non-road-transport specific and that impacts on delegated powers of an NZTA employee.

2.1 Legislation that is non-road-transport specific and that impacts on delegated powers is identified and is applied to road transport compliance situations in accordance with the legislation.
Element 3
Work with other compliance agencies or entities in a road transport compliance context.
Range may include but is not limited to
– Police, Occupational Safety and Health, Local
Government, other NZTA section.
Performance criteria
3.1 Work with other compliance agencies or entities in a road transport compliance context ensures lead agency or entity protocols are followed during road transport compliance operations involving more than one agency or entity.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
