This unit standard is for infrastructure civil engineering
practitioners who have experience in, and candidates seeking
to demonstrate competence of, applying ethical standards
when evaluating tenders for an NZTA procurement contract.
People credited with this unit standard are able to: demonstrate
knowledge of ethical and professional standards and duties,
obligations, and conditions imposed by legislation, and relevant
codes of ethics when evaluating tenders for an NZTA
procurement contract; and demonstrate professionally ethical
behaviour within the context of evaluating tenders using
infrastructure procurement procedures.

Definitions
NZTA Procurement Manual means the Procurement Manual for activities funded
through the National Land Transport Programme.
RFP means Request for Proposal – the document prepared by a tendering authority
which contains the information on which the tenderers base their tender. Referred to
as tender documents in NZS 3910, these include the tender advertisement,
conditions of tender, General Conditions of Contract, Special Conditions of Contract,
specifications, drawings, and Schedule of Prices.
Professional association refers to any professional grouping related to the practice of
evaluating tenders to which the candidate belongs. Such groups could include but
are not limited to – Association of Local Government Engineers of New Zealand
(ALGENZ), Institution of Professional Engineers of New Zealand (IPENZ),
Association of Consulting Engineers of New Zealand (ACENZ).

The following requirements apply to the performance of all outcomes in this unit
standard:
a documented organisation quality management requirements;
b documented organisation health and safety and environmental procedures;
c recognised industry codes and practices;
d all activities are to be completed and reported within agreed timeframes and
delegated authority;
e all communications must be made in accordance with the organisation’s
documented procedures for content, recipient, timing and method;
f all activities must comply with any policies, procedures, and requirements of the
organisations involved; the ethical codes and standards relevant to professional
bodies; and any relevant cultural, legislative and/or regulatory requirements,
Treaty of Waitangi Act 1975, the Resource Management Act 1991, Transit New
Zealand Act 1989, and their subsequent amendments and regulations.

Assessment will be made on the basis of evidence of demonstrated performance in
actual work situations.

Evaluations demonstrate compliance with the requirements and intent of the
NZTA Procurement Manual and legal obligations.

Processing of requests for information or clarifications(s) comply with the RFP,
purchaser’s published policies and procedures and the requirements of the
NZTA Procurement Manual.
2.4
Compliance with the rules of the nominated professional association meets
professional association requirements.
2.5
Documentation of tender evaluation complies with professional association
requirements and demonstrates fairness in the tender evaluation process.
2.6
Tenders are evaluated in accordance with ethical standards, NZTA
Procurement Manual requirements and professional association requirements.

Please note
Providers must be granted consent to assess against standards (accredited) by NZQA, or
an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading
to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
