Background:
The public safety and the protection of environment are essential conditions for the current development of the society. Safety in emergency situations means a condition of protection of people, society and the environment from extreme harmful effects of technological, natural and environmental factors.
Prospects for the socio-economic development of the Republic of Kazakhstan are largely dependent on the level of safety of its population and territories.
Recent events in the Almaty oblast and other regions of the South Eastern region caused by heavy snowfalls and snowdrifts on roads, ice coating of power lines, floods and natural fires clearly demonstrate these prospects.
These facts require to search for new solutions in protection of population and territories from emergency situations, predict future threats, risks and hazards, develop methods of forecasting and warning.
In order to take measures to reduce risks and mitigate effects of emergency situations in the Almaty oblast it is necessary to review major risks and levels of threats, analyze preparedness for emergency response, and develop proposals for enhancing capacity of disaster risk management.
In this regard, in the framework of development of the oblast situation analysis, there is a need to engage a national consultant with appropriate qualification.
Objective:
The objective of the national expert is to develop methodological and regulatory framework of the oblast situation analysis.
Scope of work:
1. Development of the concept of methodological and regulatory framework of the regional situation analysis in the field of prevention and response to natural and man-made emergency situations on the territory of the Almaty oblast.
2. Development of integrated proposals for arranging and conducting the situation analysis.
3. Preparation of the final version of the oblast situation analysis to be considered at the oblast commission on prevention and response of emergencies in the fourth quarter of 2014.
4. Development of a draft regulation of the akimat of the Almaty oblast on approval of components of the oblast situation analysis in 2015.
5. Preparation of proposals for development of training modules on issues and components of the oblast situational analysis for the staff of the territorial subdivisions and subordinate organizations of
MES of RK.

Duty station: home-based. Missions are foreseen when required, however, not less than 3 missions to
Astana during contract duration. Duration of each mission is considered to be 2 days; final dates of travel will be agreed after contract signing.
Responsibility:
The Expert coordinates his (her) activities and accountable to the Project Manager.
The assignment shall be conducted in accordance with technical requirements specified in the
T&R, on schedule and at a high quality level.
All requirements specified in individual contracts must be executed unconditionally.
Deliverables of the project shall be provided to the project manager for agreement and approval.
Knowledge and skills:
Higher education in natural and technical sciences, public administration (academic degree in the specified fields will be considered an advantage)
At least 10 years experience in state and R&D institutions of Kazakhstan on development of regulatory documents, and also delivery of trainings will be considered an advantage.
Experience in development of methodological, regulatory, research and technical documentation, and also training modules in national and international projects.
Knowledge of English will be considered an advantage.
Documents to be included when submitting proposals:
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
(1) Offeror’s letter to UNDP confirming interest and availability for the IC assignment with Financial
Proposal;
(2) Filled and signed P11 form;
(3) Detailed CV, including past experience in relevant field/area.
Financial Proposal:
The financial proposal shall specify a total lump sum amount, with travel-related costs, planned in ToR.
UNDP will pay in installments upon delivery of the services specified in ToR.
Travel:
All envisaged travel costs must be included in the financial proposal. UNDP do not accept travel costs exceeding those of an economy class ticket. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the Project Manager and Programme Officer and Individual Consultant, prior to travel and will be reimbursed.
Evaluation:
Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70% would be considered for the Financial Evaluation
Criteria
