PLACES AND FORM OF SUBMISSION:
Personally by the applicant, addressed to the Foreign Office in the province where you want to stay
or to settle or, in failing that, to the Police Station.
DOCUMENTATION (shall be accompanied by original documents, which will be returned once
collated copies):
In every case be submitted on the official application (EX 16), original and copy
• Certificate of registration as a citizen of the Union:
1. Passport or identity card valid and in force. If expired, a copy of it and the request for renewal.
2. Except in cases of NIE not be assigned in advance to request written proof of payment of the fee
by issuing a certificate (in the remaining cases, the administrative body before which the application
is made after NIE allocation will hand out the forms for the payment of the fee, for this to be made a
matter prior to the issuance of the certificate).
• Modification or-registration as a citizen of the Union:
1. Passport or identity card valid and in force. If expired, a copy of it and the request for renewal.
2. Certificate of record to modify or terminate.
3. Written proof of payment of the fee for issuing a certificate.
• Family Residence card of non-EU citizen of the Union:
1. Valid and current passport. If expired, a copy of it and the request for renewal.
2. Proof, if properly translated and annotated or authenticated, of the existence of link
family, of the validity of marriage or certificate issued (with a maximum of three months before the
date of filing) by the national partner in charge of registering for registration as a couple.
3. Certificate of Registration of Community citizens who are accompanying or going to join,
presented alongside the passport or identity document, in effect, it (or document in which the EU
citizen consents to the verification of such information by the General Administration).
Where the right arising from a Spanish citizen, identity card of this or authorization to electronically
verify their dentity data.
4. If descendants of 21 years or older or direct ancestors: accreditation by any means test

or certificate of registration as a citizen of the Union stating a minimum period of five years of
residence continued in Spain (or document in which the person consents to the verification of such
information by the General Administration).
o The worker who has stopped working, self-employed persons, having reached the age laid down by
Spanish rules for retirement with pension rights, as well as having lived in Spain so
continuously for more than three years and carried on business for the past 12 months in Spain:
a. Proof of access to retirement.
b. Working life certificate issued by the Social Security stating that the past 12 months
performed their activities in Spain (unless the spouse or registered partner of the EU citizen is
Spanish citizen or has lost their nationality after marriage / registration as a partner with the citizen
Community).
c. Certificate of registration as a citizen of the Union (or document in which the person consents to
the verification of such information by the General Administration) stating a period
minimum of three years of continuous residence in Spain (unless the spouse or registered partner of
the citizen Community is a Spanish or lost their nationality after marriage / registration as a couple
with the EU citizen).
o The worker who has stopped working as an employee on the basis of early retirement:
a. Proof of access to early retirement.
b. Working life certificate issued by the Social Security stating that the past 12 months
performed their activities in Spain (unless the spouse or registered partner of the EU citizen is
Spanish citizen or has lost their nationality after marriage / registration as a partner with the citizen
Community).
c. Certificate of registration as a citizen of the Union (or document in which the person consents to
the verification of such information by the General Administration) stating a period minimum of
three years of continuous residence in Spain (unless the spouse or registered partner of the citizen
Community is a Spanish or lost their nationality after marriage / registration as a couple
with the EU citizen. In this case must provide documentation proving this
circumstance).
o The worker who has stopped working, self-employed persons, as a result of a disability
Standing:
a. Proof of permanent disability.
b. Certificate of registration as a citizen of the Union (or document in which the person consents to
the verification of such information by the General Administration) stating a period
minimum of two years of continuous residence in Spain (except permanent disability resulting from

Work after 3 years of continuous employment and residence in Spain, will play its activity in another
Member State and continues to reside in Spain, returning the least once a week:
a. Certificate of registration as a citizen of the Union stating a minimum period of three years of
residence continued in Spain (or document in which the person consents to the verification of such
information General State Administration).
b. Working life certificate issued by the Social Security stating that the last three years has
performed their activities in Spain.
c. Proof that performs a job in a Member State.
d. Proof that returns at least once a week to the Spanish territory.
• Permanent Resident Card citizen family member of the Union:
1. Valid and current passport. If expired, a copy of it and the request for renewal.
2. Proof, if properly translated and annotated or authenticated, of the existence of link
family, marriage or registered partnership.
3. Three recent photographs in color, white, passport size.
4. Document proving payment of the fee for issuing the card.
5. Depending on the specific circumstance shall, in addition:
o The family of an EU citizen entitled to permanent residency: a resident registration certificate
EU citizen's permanent (or document in which the EU citizen consents to the verification
of such information by the General Administration).
o The family of an EU citizen who died in course of his working life prior to accessing the right
permanent residence:
a. Card family residence of Union citizens (or document in which the person consents to
the verification of such information by the Central Government), derived from having lived with
EU citizen died.
b. Depending on the specific circumstance, shall, in addition:
� Certificate of registration as a citizen of the Union of the deceased, stating a
minimum 2 years of continuous residence in Spain;
� Proof that the death was caused by accident or occupational disease;
or
� Proof that the surviving spouse was a Spanish citizen, having lost the
nationality as a result of her marriage to the citizen's death.
