1. General provisions
The International competition in research projects Eurasia Green (further referred to as
competition) is run by the Ural State University of Economics (USUE) and the Autonomous
Non-Commercial Organization “Big Eurasian University union”.
Participation is open for undergraduates, master students, postgraduates, PhDs, young
scientists aged up to 35 years representing Universities of Eurasian countries and business
entities (further referred to as the participants).
Research projects can be submitted for participation both from individual authors and
group of authors.

The Competition aim is to reveal and encourage the participants’ creativity and interest in
scientific and research activities, to support young scientists, to promote scientific knowledge, to
involve scientists and practitioners of the same scientific field into cooperation with the young
people, to form talented staff for research work, administration, production, and
entrepreneurship.
The competition’s mission is to motivate young people of the Eurasian community to
innovation and technical creativity development for the protection and efficient use of natural
resources.
A participation fee is not levied.

3. Procedure for competition organizing and conducting
3.1. Stages of the competition
The competition includes three stages.
Stage 1: internal selection. The best research papers/projects are selected within the
organizations responsible for sending the research projects to the next stage.
Stage 2: evaluation of the projects selected at the first stage of the competition.
Stage 3: presentation of the research projects; selection of the competition winners.
The first (internal) stage is conducted by universities, academic institutions and other
organizations according to the competition’s theme directions/competition topics.
At the second stage the research projects are assessed by the expert board / judges in
accordance with the chosen topic or with the assessment methodology and criteria. Also the
expert board decides the winners at this stage. The expert board includes highly qualified
lecturers, leading scientists and specialists from among the competition’s organizers as well as
external experts from universities, academic institutions and other organizations.
The final third stage is a public presentation of the key points by the authors of the best
research projects selected at the second stage in accordance with the competition’s theme
directions/topics.
3.2. Implementation procedure of the competition stages
Preparation for the competition includes the following steps:
1) sending of information letters to universities and other organizations in Russia and
abroad not later than 2 months prior to the competition’s final stage;
2) selection of research projects within participating organizations (the first stage) not later
than 1 month prior to the second stage of the competition;
3) projects collecting and processing, registration of the participants’ compulsory and
optional documents not later than 15 days prior to the third (final) stage;
4) assessment of the research projects by the expert board / jury not later than 10 days
prior to the third (final) stage;
5) sending of information letters to universities and other organizations in Russia and
abroad notifying the finalists of the competition (participants of the third stage);
6) preparation of the program and the collection of research projects;
7) competition’s program publishing;
8) competition (the third stage);
9) winners’ awarding;
10) discussion of the issues arising during preparation and realization of the competition
within a month after the event.
3.3. Procedure for conducting the competition
The procedure for conducting the competition includes the following activities:
1) communication with universities, academic institutions, and other organizations of
Eurasian countries regarding the competition realization, processing of the received projects,
registration of the participants’ compulsory and optional documents;
2) expert board forming, assessment of the research projects by the expert board;
3) competition’s program preparation;
4) competition’s program publishing;
5) conducting of the competition, work organizing of the theme sections/directions;
6) coordination of winners awarding;
7) discussion of the issues arising in the course of the competition.
The Ural State University of Economics is responsible for carrying out the above
mentioned activities.
The university is supposed to be the venue for holding the competition.
3.4. Competition’s frequency
The competition is an annual event and is carried out during the spring term, from
January,1 to July,1. The final dates are to be determined by the order of the Rector of the Ural
State University of Economics.
4. Procedure for research project submission
Research projects are to be submitted for participation in the following categories/topics:
“Rational nature management model” – balanced development of the regions and human
settlements, natural resources and territory development for the present and future generations
ensuring economic and ecological safety.
“Waste turning into profit” – legal, technological and economic aspects of waste
collection, recycling and safe disposal;
“Clean Water of Eurasia” – scientific, technological and economic aspects of water
resources conservation and efficient use (equipment, technologies, tools and methods of
purifying water ponds, potable water, discharged water; drainless water supply systems).
The participants may present research projects in all three categories. There is no limitation
on the number of the research projects. If the projects meet the requirements of the competition
(after it is checked by the expert board) the author of several projects can take the 1 st 2nd or 3rd
place with only one project in each theme direction (the project that gained the highest scores).
The projects can be submitted to the competition’s organizing committee using a
registration form (register on the web site http://nirs.usue.ru)
Beside that the participant have to register on the web-site of the EYEF www.eurasiaforum.ru and on the web-site of the Young Economist Congress of the competition.
The following documents are to be submitted for participation:
1) Research project (content) in electronic form and the front page (as per Appendix 1);
2) Author’s application for participation in the competition (Appendix 2);
3) Thesis (article) containing the basic points of the research project. For evaluation of
projects the expert board/jury is formed. All the expert board decisions are record-kept and
signed by the chairman, secretary and the expert board members (Appendix 3).
5. Research project requirements
The work submitted for participation is to meet the following requirements:
1) relevance of the issue being researched in the project;
2) academic novelty;
3) Scientific and innovative character, originality of the proposed solutions;
4) technological and economic foundation of the proposed solutions;
5) practical relevance and possibilities to test/implement the achieved results and put the
research into practice;
6) appropriate references to the quoted sources, figures, tables, graphs, diagrams, and
bibliography;
7) presence of necessary appendices, illustrations, explanatory notes, etc (in a good quality
of pictures, readable);
8) logic, style and grammatical correctness.
The format is to meet the following requirements: *.doc or *.rtf format, Times New
Roman, font size – 12, line spacing-1. Page margin – 20 mm. text alignment- full justification
without hyphenation. All the diagrams and tables should be involved in the content. Paragraph
indention – 1,25. Portrait orientation of the list. The bibliography is performed in accordance
with the GOST 7.1-2003. Reference notes in the text are to be given in square brackets with
indicating the source number in the bibliography list.
The typical structure includes introduction, three chapters (theory part, analytic part,
recommendations) conclusion and bibliography list.
For each research project the article with the thesis containing the main idea of the project
must be prepared. There are the following requirements: 1.0 line spacing, А4 paper format,
Times New Roman, font size 12, 2 cm margin on each side. The text must not exceed 2 pages.
For the projects approved for participation in the final of the competition the thesis in
English must be submitted not later than 5 days before the date of the project presentation.
6. The competition administration
The competition is administered by the Organizing Committee including:
Chairperson – Rector of the Ural State University of Economics;
Co-chairperson – Vice-Rector for Science of the Ural State University of Economics;
Organizing Committee members.
Chairman is responsible for:
- signing and approving of the competition Provisions, the Order on competition
conduction, appointing the expert board/jury members;
- provides a general guidance and management of the event.
Co-chairpersons and Coordinator determine the composition of the expert board/jury and
directly supervise the competition.
The expert board/jury appoints chairperson and the secretary of the expert board.
The working group consists of the university’s academic staff responsible for scientific and
research activities and the other staff directly involved in the competition.
Coordinator in cooperation with the assistant and working group is responsible for:
- maintaining the USUE web-page as far as the students’ research is concerned and
updating the information of the competition;
- developing provisions of the competition and presenting them to the Rector for approval,
making changes and additions to it;
- developing draft orders and instructions concerning the competition;
- developing scenarios of the competition theme panels;
- inviting the expert board/jury members;
- sending out letters of information to the universities of the RF and countries of Eurasia;
- collecting the research projects and publishing the thesis collection;
- organizing the work of the expert board/jury;
- providing organization and control over the competition realization;
- providing diplomas and winners’ awarding;
- preparing the competition report.
7. Procedure for summarizing the results
The Organizing Committee ensures that the research projects subjected to further
assessment comply with the following requirements:
1. Comply with the requirements indicated in the item 5 of the Provision and properly
structured, submitted within the specified deadlines.
2. Not plagiarized
The expert board/jury organizes the presentation of the research projects and determines 5
finalists of the competition in each theme direction and the winner of the competition what is
recorded in the minutes of the meeting (Appendix 3).
The competition participants taking places 4th and 5th places in each theme direction are
awarded with letters of recognition (and grateful letters).
The participants taking the 2nd and 3rd places are awarded with diplomas of II and III
degree and with presents.
Russian Federation citizen at the age from 14 to 25 including who gains the maximum
score for the date of the competition conduction is announced as the winner of “Olympiad and
other competition events the winner of which is awarded with the price for talented young people
support” and the money award is given to the winner. This is carried out in accordance with the
Government Order of the Russian Federation № 311 “About the financial award for talented
young people support” dated May 27 2006.
All the participants of the third stage (public presentation) gets the competition
participation certificate.
Prize winners of the competition (1st place) in each theme direction and the winner chosen
according to the Government Order of the Russian Federation № 311 “About the financial award
for talented young people support” dated May 27 2006 will get the opportunity to be included to
the list of participants in the World Youth Economic Competition and the Astana Economic
Competition (Astana city, the Republic of Kazakhstan).
Prize winners of the competition (1st place) in each theme direction and the winner chosen
according to the Government Order of the Russian Federation № 311 “About the financial award
for talented young people support” dated May 27 2006 whose who submitted the thesis in
English till the deadline becomes the candidate for the Youth Prize of the Astana Nobel Prize
Laureates based on the decision of the expert board and also gets the opportunity to publish the
article (thesis) in the “Izvestia USUE” magazine and “Upravlenec” (“Manager”) in accordance
with the requirements for publication.
