About the SACPCMP Conference
“Towards growth, development and transformation in the Project and Construction Management
Professions”
Infrastructure development lies at heart of the stimulatory fiscal package of the South African government and
is pivotal to the New Growth Path. One of the objectives of the conference is to promote the role of registered
professionals in the delivery of quality infrastructure projects in South Africa and in the continent. This
conference will also be a forum where government and private sector would engage on proactive and
constructive approaches to develop public-private partnerships for the development and management of
economic infrastructure in South Africa and the entire continent.
The President of the Republic of South Africa unveiled a multi-billion rand infrastructure programme during his
2012 State of the Nation Address in parliament. This has led to the establishment of the Presidential
Infrastructure Coordinating Committee (PICC) that consists of various Ministers who have identified seventeen
(17) Strategic Integrated Projects (SIPs). Furthermore, the President of the Republic of South Africa has also
been appointed the Head of NEPAD Infrastructure Development in the African continent. This infrastructure
programme in South Africa and in the continent will assist in the growth, development and transformation of the
construction industry in South Africa as well as in the continent.
To this end, the Project and Construction Management Professions Conference intends to bring all
stakeholders in the infrastructure sector to develop and agree on a minimum programme that would unlock the
opportunities and further encourage the establishment of public private partnerships towards the growth,
development and transformation of the construction industry in the delivery of quality infrastructure projects on
budget and on time.
The conference will be addressed by various high level national and international speakers which will include,
Ministers and Senior government officials responsible for Government’s infrastructure and the built
environment; Heads of State Owned Enterprises; Private sector industry leaders and academics from leading
institutions.
Key public and private financial sector institutions will present on their minimum requirements for establishing
public-private partnerships, another key instrument for funding infrastructure development in South Africa and
in the continent. Representatives from SADC and other African countries would also be invited to speak on the
infrastructure needs of their countries.

Objectives of the Conference
Who Should Attend?
The objective of the Project and Construction
Professions Conference is to create a platform for
discussing and developing strategic intervention
programmes
on
growth,
development
and
transformation of the industry, namely:
•Expose industry players and potential new entrants
to the huge government opportunities for
infrastructure development over the next ten (10)
years. These opportunities will stimulate economic
growth that would contribute to the growth,
development and transformation of the built
environment industry;
• To facilitate knowledge management and
skills transfer in the sector;
• To contribute to improvement of standards
and benefits to registered persons;
• To lay the basis for development and
implementation of a growth path of the
industry
• To demonstrate the role of the sector in the
national developmental agenda
• Create a platform for government to engage
industry on key infrastructure projects for
regional (SADC) integration;
• Create a platform for all stakeholders to
discuss ways and means to roll-out a
seamless mentorship programme and skills
development in support for new entrants in
the industry.
This conference will be addressed by several
Ministers within the Presidential Infrastructure
Coordinating Committee, Director-Generals, Deputy
Directors-Generals, Municipal Managers, CEOs and
Chairmen of the financial institutions, key international
speakers from RICs and CIOB as well as key industry
players, academics and leaders of civil society. Given
the strategic nature of this conference, the following
may attend:
 Registered professionals with in the built
environment;
 Construction health and safety practitioners;
 Captains of the infrastructure industry;
 Contractors and Consultants;
 Academics;
 Government officials at national, provincial and
local government;
 Leaders of key government institutions within
the built environment;

 International perspective on Project and Construction Management;

The conference will be addressed by various high level national and international speakers which will include
Ministers and senior government officials responsible for Government’s infrastructure and the built
environment; Heads of State Owned Enterprises; Private sector industry leaders and academics from leading
institutions.
Secondly, this will be a platform to develop new working relations with major players in government, private
and in the financial sector on short and medium term infrastructure projects. The funding for this massive
investment is not only from the State therefore it is necessary that the private sector is provided with the
requisite information on opportunities for public-private partnerships that could stimulate and help the
government in its transformation agenda.
Finally, your attendance will also present you with an opportunity to know where you could benefit and also
contribute to the growth, development and transformation of the project and construction management
professions. SACPCMP registered professionals will earn 7 CPD points.

Conference outcomes
At the end of conference, the SACPCMP intends to get all stakeholders to agree on strategic
interventions/programmes which would contribute to growth, development and transformation of the Project and
Construction Management Professions. To this end, resolutions will be linked the government’s national
developmental agenda so to ensure that resolutions are implemented.
Key issues that should be on the conference outcomes are:
 How to ensure that government uses registered professionals in the delivery of quality infrastructure
projects;
 How to leverage funds from the private sector (financial institutions and the construction industry) to fund
other infrastructure projects that government deems critical but cannot fund in the short term via MTEF
cycle;
 How to report to government on employment creation on privately funded projects as part of industry
commitment to addressing inequality, unemployment and poverty;
 Practical and measurable programmes where registered professionals and industry could assist with
skills development, mentorship, enterprise development and job creation;
 The roll-out and implementation of the Construction Health and Safety Accord and related programmes;
 How to improve standards and benefits to registered person’s as well as the growth and role of the
Professions in the national developmental agenda.
