The Government of Sri Lanka has applied for financing from the World Bank toward
the cost of the Sri Lanka Water Supply and Sanitation Improvement Project
(SLWSSIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of technicaland project
management support to the Project Management Unit (PMU) housed in the Ministry of
Urban Development, Water Supply and Drainage (MUDWSD) and to associate Project
Implementation Units (PIUs) in the districts ofMulaithivu and Kilinochchi in Northern
Province, Nuwara Eliya in Central Province, Badulla and Monaragala in Uva
Province andKegalle and Ratnapura in Sabaragamuwa Province. The total project
cost is around US$180Mn and theimplementation period is 5 years. The Services to be
provided include technical support to the PMU/PIUs in social mobilization, design,
bidding and supervision of urban, rural and estate sector water supply and sanitation
programme; quality assurance; progress monitoring and reporting; identifying and
implementing training needs; and overall support on project management.
TheMUDWSD invites eligible consulting firms to express their interest in providing the
Services. Interested consulting firmsshould provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services.The
shortlisting criteria are:experience of similar assignments in the past ten (10) years,
overall competence of the firm to undertake the Services and experience in South Asia
region.
The attention of interested consulting firms are drawn to paragraph 1.9 of the World
Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and
IDA Credits & Grants by World Bank BorrowersJanuary 2011Revised July
2014(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of
interest. In addition, please refer to the following specific information on conflict of
interest related to this assignment: The selected firm or any affiliate that directly or
indirectly controls, is controlled by, or is under common control with that firm, shall
be disqualified from providing consulting services, supplying goods, undertaking
works contracts, or providing non-consulting services financed by the Project.
Further, consultants, suppliers, contractors and service providers (including their experts
and other personnel, and sub-consultants) that have a close business or family relationship
with all staff assigned under this contract and the key personnel of the selected firm shall
not be financed by the project.

Consulting firms may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A consulting firm will be selected in accordance with theQuality and Cost Based
Selection (QCBS) methodset out in the Consultant Guidelines.
