Welcome to Graham Housing Authority (GHA) Public Housing-Affordable Low Rent and Ralph Clayton/Cates
Circle Homes neighborhoods. Our mission is to provide safe, decent, sanitary and affordable housing. The
HOUSE RULES listed below are not intended to inconvenience anyone, but to aid in making your home more
enjoyable. The instructions contained in these policies are important and become a part of your lease agreement. If you
ignore and/or violate these policies, the Housing Authority will take immediate action to cancel your lease.

Graham Housing Authority (GHA) may assign a larger unit (or Handicap unit) than the Tenant needs only if
the Project experiences marketing problems with the unit and the Tenant agrees (before the assignment has
been made) to transfer to the correctly-sized unit when a unit is available and the marketing demands the unit
which they occupy.
Tenants must notify GHA immediately if guests are to be accommodated more than (2) days/nights.
Accommodations should not exceed 2 weeks without special permission from GHA.
Allowing anyone from the No Trespassing List in or around your unit is grounds for termination of the lease.
No Trespass List is available from the property manager and is given out at move-in and is updated
periodically.
Quiet should be maintained at all hours of the day and night. Loud parties or any other kinds of disturbance
will not be tolerated. You are responsible for the behavior of your guests. Repeat complaints will be
considered grounds for eviction.
Rental Payment:
- Money Order or check only (NO cash; No checks accepted if retuned for non sufficient funds)
- Include rent statement with payment to ensure proper credit to your account
- Use 24 hour drop box outside front door at 109 E. Hill Street or Mail Payment to PO Box 88, Graham
NC 27253
- Late after the 5th (mailed payments must be postmarked the 5th or before)
- Late payments must include the late fee; partial payment will not be accepted.
- Late payments in excess of five (5) in a 12 month period will result in 30 day notice of lease termination.
Other Charges:
- Other maintenance charges will be included in monthly rent statement; refer to your lease for payment
due date.
The GHA will pay for all repairs except damages caused by the Resident’s negligence. All requests for nonemergency service work orders should be made during office hours. Tenants are responsible for cost of
repairs or replacement of equipment where damages result from careless acts, abuse or negligence by the
Tenant, family, guest or other visitors. Tenant will be charged for removal of chalk on building. See
maintenance charge list.
Damages in excess of $250 as a result of Work Orders and/or Annual, UPCS, REAC or Special Inspections
of the unit will result in 30 day notice. (NOTE: it may take up to 90 days from inspection date to determine
all costs of damages.)
Tenant will be charged for nonemergency after-hours maintenance calls. See Resident Emergency Services
form on back of front door and handed out at move-in.
After office hours, for emergency repairs only call the office number, listen to the prompts or Press 5 for
Public Housing Maintenance Emergency; a message will be forwarded to the maintenance person on call.
All other non-emergency calls should wait until the following business day.
Tenant will be charged for any cost of repair incurred for walls that are damaged due to excessive use of
nicotine in the unit.
Smoke Detectors are not to be removed or tampered with by Tenant, family, guest or other visitors.
Violation of this House Rule will result in a mandatory 30 day notice for health and safety. If smoke detector
is beeping due to low battery, call housing authority for regular work order to have batteries replaced.

Waterbeds are not allowed on 2nd floor of units; building structure will not accommodate the weight of
waterbeds on 2nd floor.
Tenant may supply a freezer, washer and/or*dryer; tenant shall not supply refrigerator, stove or air
conditioner unit. *Dryers in the unit must be properly connected. The housing authority does not supply
dryer connections; if the tenant wishes to have a dryer connection installed; it must be done by a licensed
contractor & pre-approved by the housing authority before the work is done. Dryers are not allowed in the
unit unless properly connected.
All Residents are responsible for the proper care of the unit they occupy, both inside and out. Reference
lease for additional housekeeping instruction. Viewing of the Housekeeping Video is required of all adult
residents.
Tenants are to report roaches or other vermin seen in the apartment to Graham Housing Authority main
office; treatments/sprays are done on Thursdays, calls made after 3:00pm on Wednesday will be scheduled
the following week. Tenant must be prepared as instructed for GHA or other pest control agency to treat unit
for roaches or other vermin.
Bed Bug Compliance: Recurring, Excessive & Continual treatment is a serious and repeated violation of the
terms of the lease and may be grounds for the GHA to terminate a resident lease.
Flammable liquids are not allowed inside of the unit or on porches. They must remain outside and safely
stored at all times.
Gas powered vehicles such as but not limited to mopeds are not allowed inside of the unit nor on porches.
They must remain outside at all times and cannot be parked on grass or sidewalk areas.
The following items are not allowed on porches (front or back)
- Gas Grills
- Bagged trash or clutter
- Charcoal grills may be STORED on
- Car batteries
- Gas or other flammable liquids

NO LITTERING: this includes but is not limited to: trash left on porch, trash in yard or on grounds, cigarette
butts, bottles, wrappers, toys, furniture, etc. Tenant will be charged for debris in the yard that is picked up by
yard care crew or excessive debris picked up by housing authority staff. If you are not sure of your yard area,
contact the maintenance department and one of our employees will identify your boundaries.
Trash Disposal: Tenant must dispose of trash properly and not allow trash to build up. If large dumpsters are
provided, bags must be placed in the dumpster and doors to dumpster closed. Do not leave trash or bags of
trash on the ground. Tenant may be charged for improper disposal of trash.
The following items are not allowed in yard and grass areas:
- Swimming pools & any water recreation equipment such as slip n slides
- Grills (may use in yard, store on porch, Gas
- Vehicles of any type
grill not allowed anywhere)
- Swing sets
- Picnic tables
- Any other item deemed to obstruct mowing sites
Only vehicles mechanically sound with current license tags, registered in tenant’s name and with G.H.A.
issued parking sticker shall remain on the property. All vehicles parked in parking areas must display a valid
GHA parking permit; only one parking space is allowed per family. All visitors or secondary vehicles with
stickers must park along the curbside on the public street without obstructing the dumpster, traffic flow,
cluster box areas or fire hydrants. Unauthorized vehicles are subject to being towed at owner’s expense.
Tenant, family, guest or other visitors are not to drive or park any vehicle or bike on grass at any time; this
also applies when moving furniture in or out of the dwelling. Tenant will be charged for damage of grounds
due to improper vehicle parking and/or driving on unpaved areas.
Only those Tenants listed on the Lease are allowed to use water paid for by GHA for washing clothes, cars,
etc. Do NOT bring in other peoples clothes or cars for washing purposes.

At no time will vehicle maintenance or repair be allowed on G.H.A. property.
Car washing is exclusively for GHA resident’s vehicles that are registered with the housing authority and
ONLY on paved grounds. No other vehicles are allowed to be washed on GHA property.
28. The resident agrees to maintain all utility services (Electric and Gas, where gas is in units), separately billed
to the unit. Alternate heat sources and window air conditioning units are not allowed.
29. Commercial baby-sitting is prohibited on premises.
30. Pets: No pets/animals can be on Graham Housing Authority property without prior permission from the
housing authority; refer to the Pet Policy for additional information.
32. Residents must not change the lock on their door(s) or add additional locks to the door(s).
33. Lost keys will be replaced through the housing authority at a charge to the tenant. If you have locked
yourself out during office hours and need to have your door opened by GHA Staff, you must be able to
provide proper identification and there will be a service charge. If keys are not returned at move-out, GHA
may charge the Resident for the actual cost of materials and labor for changing or re-keying each lockset as
specified on the Schedule of Maintenance Charges.
34. In order to be eligible for return of security deposit, a written notice of your intent to vacate your apartment
must be received in the office 30 days prior to moving. For your convenience, vacate forms are available at
the office on 109 East Hill Street. Refund of deposit will be dependent on receipt of 30 day notice and
condition of unit after move-out.
35. Keys must be turned in to office staff by the tenant and tenant must sign the 2nd half of Vacate form when
returning key(s). Keys left in drop box are not an acceptable method for return of key and does not result in
tenant surrendering possession of unit to the housing authority; when keys are left in drop box, GHA will
still file with court for possession; cost of court will be charged to tenant’s move out balance.
NOTE: Renters Insurance: Tenant’s personal property is not covered under GHA insurance; tenant is
encouraged to get renters insurance for coverage of their belongings.
The House Rules are not inclusive of all Graham Housing Authority rules, regulations, policies, and practices. The
House Rules are supplemental to the Lease Agreement. For response to a specific question you may have about your
occupancy, please see your Property Manager.

my/out residency. I/We understand them fully and that not following these rules is a violation of my/our
lease and may result in 30 day notice, Termination of Assistance and eviction.
