NEW BUSINESS:
1. Discussion of Council meeting start time (verbal)
The Administrator proposed that Council discuss starting the Council and COW
meetings earlier than 7:00 PM.

Whole receive the information re: Council meeting start time.

regards to starting Council and COW meeting start time be deferred to a meeting
that both the Mayor and Councillor Wright were in attendance.

2.
Anti-discrimination policy
Councillor Kilsby proposed that the District of Wells draft a vision/value statement
in regards to discrimination, stating the following: ‘The District of Wells does not
and shall not discriminate on the basis of race, religion, gender, gender

expression, age, national origin (ancestry), disability, marital status or sexual
orientation in any of its activities or operations. We are committed to cultivating
an inclusive and welcoming environment for all community members and
visitors.’
MOVED Councillor Wilkins Seconded Councillor Kilsby THAT Committee of the
Whole receive the information re: Anti-discrimination policy.

MOVED Councillor Wilkins Seconded Councillor Kilsby THAT that staff
investigate the possibilities of developing an anti-discrimination value statement
or policy.

Wells-Barkerville Community Forest Board update
The Administrator noted that the Community Forest Board is comprised of
Councillors Wilkins and Kozar; Katrina Leckovic, CAO; John Massier from the
CRD and Greg Lawrence of Community Futures. The Community Forest Board
will be hosting an information meeting in Wells on April 2nd, 2015 at the Wells
Community Hall which will provide a background on the Community Forest (CF),
the location of the CF, the management plan and the guiding principles of the CF
Board, followed by a Q & A period. The Administrator also noted that a website
would be established for the Community Forest where the public could have
input. The Administrator further noted that the CF Board would be conducting
meetings on a regular basis for six months to establish a plan for the next five
years and to update the Board’s Policies and Goals & Objectives. Lastly, the
Administrator noted that the outcomes of the meetings will be presented at a
future community meeting.

Whole receive the information re: Wells-Barkerville Community Forest Board
update.

CORRESPONDENCE:
1. 15.03.08 Claire Kujundzic re: Tax on women and girls’ feminine hygiene
products.
Ms. Kujundzic reviewed the petition that a number of Wells residents had signed
in regards to tax on hygiene products and requested that Council also write a
letter to the federal government requesting that the tax be removed from women
and girls’ feminine hygiene products.

received.

REPORTS:
1.
PlanH- Wells Wellness Plan Report
Sherry Hunter thanked Council and the District for the opportunity to work on the
PlanH Wells Wellness project. Mrs. Hunter provided a verbal overview of the
Wells Wellness Plan, particularly the 10-Step Plan, which talks about the
problems and possible solutions. The Marketing and Economic Development
Officer (EDO) noted that the information that was gathered is a basis for moving
forward. The EDO also noted that she is looking into funding for a larger, more
inclusive sustainability plan for Wells.

Marketing and Economic Development Officer.

Wellness Plan report be forwarded to the Education, Health & Housing
Committee for further discussion.

District Heating System Report
The Marketing and Economic Development Officer (EDO) provided a verbal
overview of her report in which she recommended an independent feasibility
study before July 2015. The EDO also noted that a private company may be
willing to partner with the District in regards to funding for the bio mass heating
system, which could be provided by the community forest.
MOVED Councillor Wilkins Seconded Councillor Kilsby THAT Committee of the
Whole receive the District Heating System report submitted by the Marketing and
Economic Development Officer.

MOVED Councillor Wilkins Seconded Councillor Kilsby THAT the Marketing and
Economic Development Officer investigate options for a presentation from a
private company in regards to a biomass heating system for the District of Wells.

3.
Fitness Centre Survey Report
The EDO provided a verbal overview of the Fitness Centre Survey report. The
EDO noted that recommendations by the survey takers included regular
maintenance of the machines and possible orientation sessions. Councillor
Kilsby asked if more security measures could be taken to track users of the
Fitness Centre. The Administrator noted that the grant funding received for
renovations to the Wells Barkerville Community School would be partially used
to implement security upgrades to the School including reader cards and a
separate gated entrance to the Fitness Centre.

Northern Health re: Improving Health Care Services in Rural Areas.

INFORMATION AND ANNOUNCEMENTS:
1. Council Members:
Councillor Kilsby noted that there was a benefit dance for Dennis Manuel and
Wanda Johnstone at the Legion in Quesnel on March 27th, 2015.
Councillor Wilkins congratulated Julie Fowler on the publication of her book
which Councillor Wilkins noted was a very well researched and a good read.
2.
Staff:
The Marketing and Economic Development Officer requested that the
15.02.23 letter from Monika Croft, Senior Administrative Services Clerk, CRD re:
2015 NCLGA Resolution be added to the agenda of the April 21, 2015 Council
meeting.
3.
Public Gallery:
Eric Anderson inquired about creating a bylaw to use the existing snowmobile
corridor as an ATV corridor in the summer. The Acting Mayor noted that Mr.
Anderson must submit a written request to be placed on the agenda and that
submissions for Council or COW meetings are due by noon on the Thursday
previous to a Council meeting.
Lindsay Read noted that the Wells and Area Community Association (WAACA)
would hold their AGM was on March 29, 2015 at 6PM in the Huckleberry
Daycare.
Claire Kujundzic noted that she brought another petition, which all are welcome
to sign, in regards to an inquiry into the deaths of aboriginal women.
Bill Horne noted that the Wells Area Trails Society (WATS) AGM was on
Sunday, March 15, 2015 at noon. Mr. Horne also thanked the EDO for talking to
the Wells Community School students about the Community Forest as he is
doing an art project with the students. Lastly, Mr. Horne congratulated Karen
Jeffery for a job well done on Arts and Culture at the Canada Winter Games.

Karen Jeffery noted that a large number of Wellsians were involved in the
Canada Winter Games as artists, performers, staff and supporters.
