Gopal introduced the task force and provided the audience with the objectives and goals of the Task
Force. Attendees were introduced
Minutes of the last meeting Introduction:
Minutes of the last meeting (meeting 5, IEEE PES 2013 JTCM Jan 16, 2013 Memphis, Tennessee) were
reviewed and discussed. Minutes motion for approval by Gopal Padmanabhan and seconded by Wayne
Dilling.
Project Authorization Request (PAR) for a Design Guide
Discussion on a PAR (project Authorization Request) for a Design Guide for grounding for personal
safety was open. It was suggested that the PAR be submitted by end of year 2013 or as soon as possible in
2014. The draft document was discussed.

a) It was decided to make a common panel session with the Task force on the collections system. at
the T&D 2014 conference in Chicago, IL, April 2014 . at least two presentations at the Pannel
Session
o One presentation on soil electrical resistivity (to be prepared by Abdou Sana)

WPP soil resistivity and Ground Grid impedance calculations by Abdou Sana
It was recommended that these presentations be completed with additional work and presented at the
panel session in April 2014.
