Bilingual Programming Options
For the 2014-14 school year, Northwest ISD will offer the
following second language support/bilingual programs:
Northwest ISD Dual Language Two-Way Program – Grades K-5
For the 2014-15 school year, Northwest ISD will offer a Dual Language Two-Way Program of English and Spanish instruction for
English speaking students who will be entering Kindergarten and Spanish speaking students (eligible as Limited English Proficient) in
grades K-5. Dual Language Two-way students receive grade level instruction in the core content areas using the Northwest
Independent School District's Curriculum for math, science, social studies, and language arts/reading.
Allow English dominant children into the Two-Way Dual (Bilingual) Kindergarten class.
Allow Spanish dominant children into the Two-Way Dual (Bilingual) Kindergarten class.
Provide an opportunity for students in the class to become truly proficient in both English and Spanish.
Provide learning activities that include learning about different cultures.
Northwest ISD will provide a safe and caring environment at Roanoke Elementary where students can experiment with language use
until they have achieved success in a second language for social development and academic learning. The district, in collaboration with
state and federal agencies, will provide the time, materials, and resources to support the Dual Language Two-Way program.
The program team strives to have a 50/50 balance of English and Spanish-speakers. First and second language instruction will take
place in the classroom. This program offers the opportunity for native English speakers and native Spanish speakers to learn to read,
write and speak in both languages. From Kindergarten through the fifth grade, students in the Dual Language Two-Way Program
develop strong literacy skills in both English and Spanish.
Acceptance into the Dual Language Two-Way Program is limited to the space, availability, and appropriate enrollment balance of
languages and gender. Parents have a vital responsibility in the social, emotional, and educational development of their children. It is
crucial that parents and teachers form a home-school partnership to enhance the likelihood of each child reaching his/her
developmental potential.
The Dual Language Two-Way program is a required program for our English Language Learners (ELL) who are eligible for services as
Limited English Speaking students. Bus transportation will be provided for the English Language Learners who are eligible and enrolled
within the Dual Language Two-Way Program.
English Language Learners/Spanish Speakers





Students entering Grade K-5 may consider the Dual Language Two-Way Program as a bilingual/second language service
option and may express interest to participate in the program through the Language Proficiency Assessment Committee
(LPAC).
Each Spanish speaking student must score Non-English Speaking or Limited English Speaking on the English IPT-I Oral
Language Proficiency Test to be considered as Limited English Proficient.
If the student is Fluent English Speaking/Non-LEP, the student may apply for entry into the Dual Language Two-Way
program as a Non-LEP English speaker (see criteria noted above).
Enrollment is based on space availability, and Dual Language One-Way Bilingual or ESL services will be offered if the
program is full.
Registration paperwork at the home campus must be complete to participate in the Dual Language Two-Way lottery.

Students entering Kindergarten in the fall may apply to participate in the Dual Language Two-Way program.
English enrollment is based on space availability.

Spanish speaking students (eligible as Limited English Proficient) only who will be entering Kindergarten for the 2014-15 school year.

Northwest ISD English as a Second Language (ESL) Program
All Campuses, Grades K-12
English as a Second Language (ESL) Programs are a part of the regular educational program for Limited English Proficiency students
of the Northwest Independent School District (NISD). ESL programs are intensive programs of instruction designed to develop
proficiency in the comprehension, listening, speaking, reading, and composition in the English language.
Instruction in ESL is commensurate with the students level of English proficiency and his/her level of academic achievement. Through
the recognition of the students cultural and linguistic differences, appropriate instructional approaches will ensure a students academic
growth and build a positive self-image. The primary purpose is to provide institutional support in such a way that the learner will no
longer need language support to succeed.
