STORMWATER PROGRAM TECHNICIAN
DISTINGUISHING FEATURES OF THE CLASS: Responsible for compliance with federal, state and local regulations
governing the management of stormwater related to Albany County’s permit requirements. The position involves
technical/administrative work for all environmental engineering responsibilities for the Albany County Department of Public
Works (ACDPW). An employee in this title is also responsible for reviewing stormwater management plans and reports
that pertain to construction site plans, performing site inspections and enforcing regulations for erosion, sedimentation and
run-off controls, waste management and illegal discharges. Work is performed under the general direction of the
Commissioner of Public Works or higher level engineer and in coordination with other county departments and the
Stormwater Coalition of Albany County with supervision exercised over field staff. The position directs Albany County’s
stormwater management program including public outreach and education, public participation, illicit discharge detection
and elimination, construction and post construction management, and best management practices at county facilities.

TYPICAL WORK ACTIVITIES:
 Reviews development plans and county projects for stormwater impacts and compliance with applicable stormwater
laws and permits as requested or as needed for GML239 Review, County Department of Health and SEQRA
Reviews;
 Conducts and supervises field inspections for compliance with stormwater management requirements;
 Provides technical engineering and administrative support services for Albany County in compliance with federal,
state, and local stormwater regulations;
 Maintains records and submits necessary reports as required for compliance with the stormwater permits;
 Organizes and conducts workshops, trainings, meetings and consultations for county staff on stormwater
management requirements and procedures;
 Represents the Department at meetings with other county agencies, government officials, the Stormwater Coalition of
Albany County and the public;
 Responds to, and is the contact person for, the New York State Department of Environmental Conservation
compliance inspections and violations for stormwater management;
 Coordinates the development, implementation and enforcement of Albany County’s Stormwater Management Plan
and Program in compliance with federal, state and local laws including preparation of reports, procedures and any
and all documentation required for compliance with the MS4 permit;
 Prepares required Stormwater Management Program annual report for submittal to NYS Department of
Environmental Conservation for Albany County;
 As Stormwater Management Officer, carries out enforcement duties including investigating complaints, conducting
site inspections, issuing violations and other related duties as specified in Local Law 7 of 2007;
 Participates in technical studies using GIS, GPS for mapping of infrastructure and other analytical, produce maps,
reports etc.
 Oversees and coordinates storm system mapping and maintenance;
 Conducts facility audits including inventories, inspections, record keeping, staff training and reports;
 Manages compliance with SPDES General Permit for Stormwater Discharges from Construction Activity for county
projects including preparation of stormwater pollution prevention plan, notice of termination, and subsequent
monitoring and maintenance of post construction practices;
 Participates in Stormwater Coalition activities in coordination with County Office of Natural Resource Conservation.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
 Thorough knowledge of the principles, practices, and procedures of municipal engineering as it relates to design,
review, and inspection of stormwater management and erosion and sediment control;
 Good knowledge of stormwater management regulations and the principles, practices, and procedures used in
stormwater management and watershed planning;
 Working knowledge of federal, state, and local environmental laws, permits, and procedures;
 Working knowledge of physical geography concepts including soils, hydrology, watersheds, aquatic systems, ecology;
 Working knowledge of GIS and GPS technology and equipment and database management;
 Technical skills including basic Microsoft Office, hydro CAD or other runoff calculation methods,
 Excellent communication, coordination and organizational skills;
 Ability to plan and direct the work of others;
 Ability to secure the cooperation of others and to deal effectively with a wide variety of governmental agencies,
municipalities and individuals;
 Ability to prepare and present complex written and oral reports;
 Initiative; tact; courtesy; resourcefulness;
 Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATONS: EITHER:
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in
Civil Engineering, Hydraulic Engineering, Environmental Engineering, Natural Resource Management, Regional
Planning, Stormwater Management, Environmental Planning, Environmental Science, Conservation Biology, Physical
Geography, Geology, Landscape Architecture, Physical or Natural Science and two (2) years of experience
developing and implementing a stormwater program and/or civil engineering for the design, installation and
maintenance of stormwater systems; OR,
B. Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree
from a NYS registered or regionally accredited college with specialization in engineering, landscape architecture,
natural resources, soil science, hydrology, or environmental studies, construction technology, or civil engineering
technology and four (4) years of experience developing and implementing a stormwater program and/or civil
engineering for the design, installation and maintenance of stormwater systems.
SPECIAL REQUIREMENT: Candidates must either possess at the time of appointment or obtain within two (2) years of
appointment a certification as a Professional in Erosion and Sediment Control (CPESC); Must possess at time of
appointment a valid NYS driver’s license and maintain throughout employment.
