Safeguarding Adults Board News
Welcome to the first issue of the Isle of Wight
Safeguarding Adults Board Bulletin. The Board has
been reformed following a peer review late last
year and will meet every quarter; meeting minutes
will be available when the improved Safeguarding
Adults web page goes live.
For the first time, the Board has an independent
chair (read her report on the next page) who is
employed by the member partners of the Board
and paid through the Local Authority. Part of the
role of the independent chair is to hold partner
services to account to ensure they make agreed
improvements to their processes and practices.

The Board has three sub-groups; one which deals
with Serious Case Reviews, on which is monitoring
quality and performance and one which joins with
neighbouring Local Authorities and sometimes with
the Children’s Safeguarding Board to support
training in Adult Safeguarding.

CHAIR’S REPORT
As a society we do not react as emotionally to abuse
or neglect of vulnerable adults as we do to that of
children; children are more dependent on us than
adults and, in a sense this is right. Adults who have
mental capacity have the right and responsibility to
make lawful lifestyle choices. There are, however, a
growing number of adults with learning disabilities,
mental health disorders and physical disabilities
needing varying degrees of support to retain their
independence or who cannot live alone. A few
people have not got mental capacity and need
others to make decisions for them. For some their
mental capacity varies depending on their
circumstances or the issues they need to make
decisions about.
The Isle of Wight Safeguarding Adults Board is here
to raise awareness about the ways in which adults
who need the support of others are more
vulnerable to abuse. By knowing more about the
issues, local people can help identify when
vulnerable adults are at risk of abuse, offer
appropriate support and advice or simply adopt a
more understanding and inclusive approach. The
Board is also here to ensure that those agencies
whose role it is to support adults, improve services
as a result of learning lessons after investigations
into those cases where abuse has happened to
reduce or eliminate the risk of the same abuse
happening again.
Nothing stands still and the world of Health and
Social Care is having to adapt to a number of serious
challenges; risks can arise as services change and
Government is increasing pressures on Health and
Social Care to join up service delivery. This is
happening in a context in which we are all living
longer and more of us are experiencing multiple
disorders with 1 in 3 of us who are older battling
with dementia. In this context Adult Safeguarding
has to be everyone's business. I and all the members
of the Board wish to ensure that if you live on the
Isle of Wight you have the safest services possible.

2014 and fully funded by the IoW SAB was
extremely well attended. Victoria Butler-Cole,
a barrister and Stephen Ward, the MCA and
MHA Lead for the IoW Council gave
informative and very useful talks. Please

A training session for members of the IoW
Safeguarding Adults Board was scheduled for
the afternoon. Jane Hughes of Making
Connections Ltd. and Maggie Bennett, the IoW
SAB representative for Residential Homes
presented an extremely useful session on
lessons to be learned from a case that had
recently been considered by the Serious Case
Review Sub-Group of the IoW SAB.

Policy and Practice Updates
A Gilded Cage is Still a Cage On 19 March 2014 the
Supreme Court delivered a landmark ruling on the
Deprivation of Liberty Safeguards (DoLS). All people who
lack the capacity to make decisions about their care and
residence and, under the responsibility of the state, are
subject to continuous supervision and control and lack the
option to leave their care setting are to be considered to be
deprived of their liberty. The ruling throws out previous
judgements that had defined deprivation of liberty more
restrictively. Giving her judgement Baroness Hale said: ‘’the
fact that my living arrangements are comfortable, and
indeed make my life as enjoyable as it could possibly be,
should make no difference. A gilded cage is still a cage.”

Care Act Parliament has approved the Care Act 2014,
ushering in significant reforms to adult social work. The Act
introduces numerous changes including putting personal
budgets on a legal footing and placing a duty on councils to
provide preventive services to support people’s health. The
legislation also introduces a national minimum eligibility
threshold council-funded social care and a limit on the
amount people will have to pay towards their own care
costs. Under the Act Safeguarding Adults Boards become
statutory.

‘Clare’s Law’ Domestic Violence Disclosure Scheme (DVDS)
and Domestic Violence Protection Orders (DVPO’s):
Clare’s Law – the Domestic Violence Disclosure Scheme
(DVDS) is designed to provide victims with information that
may protect them from an abusive situation before it ends in
tragedy. The scheme allows the police to disclose
information about a partner’s previous history of domestic
violence or violent acts. From, next month Domestic
Violence Protection Orders (DVPOs) will go live across
Hampshire and the Isle of Wight. This new power will enable
police and magistrates’ courts to provide protection to
victims in the immediate aftermath of a domestic violence
incident.

raising campaigns each year.
June 2014
An invitation to submit poetry, short prose pieces
and line drawings on the subject of surviving
domestic abuse for inclusion in an anthology to be
launched at an event in November 2014 went out
locally and we were very impressed with the quality
of the entries received.
September 2014
The LSAB/Domestic Abuse Forum will have a
presence at Bestival this year alongside Island
charities for survivors of domestic abuse and sexual
violence; the Bestival’s theme is ‘Desert Island
Disco’ and the inspiration for our interpretation of
that is the film Muppet Treasure Island. We will be
making jewellery (charm bracelets, key rings etc.)
using beads, buttons and plectrums printed with
positive affirmations and the numbers of Rape
Crisis, IW ISVA, Island Women’s Refuge and the
National DV Helpline.
November 2014
There will be a launch event for the Surviving
Domestic Abuse anthology with speakers and
monologue performances.
