TRANSFORMING VIETNAM'S ECONOMY INTO
AN EFFICIENCY-DRIVEN GROWTH TRAJECTORY
TO AVOID THE MIDDLE-INCOME TRAP

Abstract
The chief objectives of this paper are to investigate the fundamental sources of Vietnam’s GDP
per capita growth since 1986, and recommend some solutions for Vietnam to catch up with the regional
countries and avoid the middle-income trap. Key findings are as follows: (i) The most important source of
Vietnam’s GDP per capita growth has been the labor productivity growth, of which the special focus
given to the contribution of Intra-sectoral changes, Inter-sectoral shifts, total factor productivity TFP, and
the capital deepening K/L since 1986; (ii) The highest growth phase of Vietnam’s GDP per capita in the
nearly 30 years of “DoiMoi” had been resulted mainly from the highest contributions of the Intra-sectoral
changes and the total factor productivity in the context of ensuring the sound macroeconomic stability;
(iii) The significant downtrend of Vietnam’s GDP per capita growth has been chiefly caused by the
falling tendency of the labor productivity growth since Vietnam’s joining WTO; (iv) One of the important
sources of Vietnam’s GDP per capita growth has been the significant contribution of changes in the
demographic component.

THE SMALL AND MEDIUM ENTERPRISES DEVELOPMENT
IN VIETNAM

Abstract
A lot of empirical studies not only from industrial countries in past but also from recent
developing countries have showed the important role and the private business development plays
in rural transformation and the creation of off-farm livelihood. Since “renovation”in 1986,
Vietnam’s economy has experienced rapid growth through the transition from state to market.
Against a background of agrarian modernization, economic liberalization, international
integration and environmental change, the article researches on the diversity of entrepreneurial
activities and Small and Medium Enterprises (SME) development in typical urban and rural
setting in the area. The large majority of private business establishments in the area are microenterprises. Therefore, it is necessary to reconsider policy formulation for more sustainability in
the rural SME sector, because until 2015, 66,4% of Vietnam population lives still in rural.

CLAM FARMS MANAGEMENT
IN THAI BINH PROVINCE OF VIETNAM

Abstract
This research studies about the situation of clam farm management in Thai Binh
provinces of Vietnam including management of input, output and analyses some affecting factors
in the clam farming. Then, the paper recommends some solutions to improve the capacity of farm
management for farmers to help them enhance their farms ‘performance and efficiency.

CHINA’S PERIPHERY STRATEGY
AND POLICY IMPLICATIONS FOR VIETNAM

Abstract
The periphery always is a crucial focus in China’s foreign policy in order to generate a favorable and
secure international environment. Chinese Former leadership generations, however, still put more priorities
towards building friendly relations with major powers and advanced countries like the U.S., EU, Japan, NIEs for
the purpose of promoting China’s economic modernization. After the 18 th Chinese Party Congress, President Xi
Jinping’s generation made fundamental shifts which elevate the periphery as the first priority in their general
foreign policy framework. Along with enhancing periphery diplomacy, President Xi has launched series of
initiatives and plans for economic connection and cooperation to construct a China-centric regional economic
integration. Of which, all Beijing’s periphery diplomacy and mega connection and cooperation initiatives are
considered as means to realize the “Chinese dream” of the great rejuvenation of the Chinese nation.

INNOVATIVE GOVERNANCE FROM
PUBLIC POLICY UNITIES

Abstract
This paper analyzes innovative governance and public policy. It responded to a question
what are configurative conditions of public policy for innovative governance which are
substantially examined in comparative qualitative analysis. Thus, the research focused on
analyzing the sub-system conditions through a case of Vietnam. It can be observed the
qualitative comparative analysis (QCA) among the innovative governance and capacity policy
conditions in the policy system, the results of the research were explained through the minimum
configurations of key variable conditions.
