This policy statement lists out recommendations for states and
early childhood systems to help create a vision for providing
access to inclusive high-quality early learning opportunities for all
children.

Rights*
The Civil Rights Data Collection (CRDC), conducted by OCR,
has demonstrated that students of certain racial or ethnic groups
tend to be disciplined more than their peers.
Preschool suspension data was collected for the first time in the
2011–12 CRDC. In over 1 million preschool students, nearly
5,000 students suspended once, and over 2,500 students
suspended more than once.

Indicator #5 SPED Regular Early Childhood Program Rate is the
measure of the percent of students ages 3-5 served in special
education who were placed in a regular early childhood program.
This determination is based on Instructional Arrangement Codes
and PPCD Location Codes. The standard for a PL 0 is 30% or
more of your PPCD population.

The Child Outcome Summary Process is used to determine the
success of special education services provided to students ages
3-5 in the PPCD Program. The data from individual Child
Outcome Summary Forms is entered into the SPP 7
TEASE/TEAL system.

NOTES
Currently the progress data of students in the Region 4 service
area is below the state cut points.
There are three major components of this legislation: statewide
public prekindergarten program requirements (new data
collected), a high quality prekindergarten grant program (funds to
improve the quality of the district’s PK program) and requirement
of TEA (identify PK assessments and rules and grant
application.)
CLI engage was designed in partnership with UTHealth,
Children’s Learning Institute and Texas School Ready. CLI
Engage is a comprehensive professional development and progress
monitoring platform for pre-k teachers in Texas public schools,
charter schools, Head Start programs, and eligible childcare
programs. CLI Engage offers free access to professional
development and child progress monitoring tools and resources
originally developed for use with preschool teachers participating in
the Texas School Ready Project (TSR).
The Collaborative Project is a 4 day training project to support
classroom teams of teachers that are in collaborative or coteaching classrooms. Priority is given to districts with a PL 1, 2,
or 3 on PBMAS Indicator 5. See the attached application.

This series is geared towards those who want to learn the basics
of how to increase structure in their classrooms. During this
series, participants will 1) learn the components of high-quality
structured classrooms; 2) identify an area in their own
classrooms in which to add these components; 3) create the
materials to be used; 4) receive direct instruction on how to apply
these components in their classrooms; and 5) receive feedback
following a period of implementation
Learn how to support emerging language and literacy using and
adapting books for all students. Videos and adaptations will be
appropriate for students on the autism spectrum, students with
language and learning difficulties, students with cognitive
impairments and students with severe and multiple disabilities. In
this session, we will look at the early literacy levels of
engagement and practical ideas to support those levels within
the preschool. Participant will learn the how, when, what, and
why of using visual supports with students within book-based
reading and other supportive activities
Learn to analyze and breakdown preschool behaviors in a
meaningful and comprehensive way. Participants will learn to
determine why behaviors are occurring and how to tackle them
with resources and hands-on strategies. Join us as we explore
what the "Much ado" is all about
Mathematics is so much more than just counting.
Classifying, seriating, comparing, and developing number
sense are skills our preschoolers can do. Making math
concrete is critical for the diverse learners we teach. During
this training, we will discover ways to teach preschoolers to
talk about and demonstrate math concepts. Gain activities
to use tomorrow in your classroom as we delve into how to

help our students understand the BIG math ideas that will
build a foundation for later success.

Preschool Early Language
and Literacy Training

Read It Again-PreK! provides a systematic, explicit, and flexible
approach to building children's skills, in vocabulary, phonological
awareness and print knowledge through the use of storybooks.
This session will provide you with 30 weeks of mini-lessons that
can be used to support struggling learners in prekindergarten
classrooms.
Learn how to be part of an effective preschool team. Paras and
Teachers will leave with practical strategies to improve team
communication, effective collaboration and positive classroom
management. Participants will receive a variety of materials to
support team work in the PPCD and PK classrooms.
Participate in the Early Language and Literacy Training Program
developed by the Center for Improving the Readiness of Children
for Learning and Education-University of Texas Medical School.
This training is based on the most recent scientific research, is
interactive, and provides hands-on activities which teachers can
immediately implement in their classrooms. Each participant
receives a manual containing resources preschool teachers or
literacy specialists need to help promote early language and
literacy development in young children
