Approval of Meeting Notes
Record of meeting for February 07, 2014 was approved as presented.
Measure E Construction Update
Ron Martin reported on the following projects:
 Tank Replacement – Project should commence the first of April and conclude the end of May.
Anticipate no impact to the campus.
 Manzanita – The hazardous materials abatement is in progress and should continue for about two
more weeks. There have been a few electrical issues which caused some clock errors across campus.
The project bid appears to be under budget. The present low bidder is Boyer Construction. Anticipate
construction to commence in May and conclude around May 2015. The fencing plan will soon be
implemented. Karin questioned elevator access as there were some reports it had been blocked. Ron
and Judy confirmed access will always be maintained to the elevator downstairs and to the ramp to
Cedar upstairs. Judy will investigate. Discussion occurred on any needed precautions to avoid a
power disruption to the lower level switch room or the need for a temporary backup generator. Judy
reported there will be a time during construction when the electrical panel will be taken down and
moved. However, this will likely occur during off-hours and evenings. Judy cautioned there can be a
time power may be disrupted if unexpected wiring is encountered that was not identified on plans.
Patrick asked that IT be notified when there are plans to take electricity down. Laurie asked that the
campus be notified if there is a propane disruption. Judy confirmed there is no planned propane take
down. Shut off values have been identified and str operational to the area. Judy would notify the
campus of such an event.
 Roadways – The roadway/parking project will be in phase II this summer. There is a plan to add tendisabled parking stalls near Student Housing. This project was submitted to DSA this morning. The
staging area will be near student housing to avoid disruptions. Anticipate project to commence the end
of April and conclude the end of August. Judy announced that DSA has been unresponsive on the
proposed pathway along the Madrone road. Efforts will continue; and, if resolved, the project could
begin later this summer or postponed to phase III. Judy clarified the road to Alder and the student
parking areas are in phase II with the staff parking and road to Juniper in phase III. Projects are
coming in under bid.
College Facilities Projects
Judy Lanchester reported on the following projects:
 Manzanita restroom – had a few reports the path was not lit. Upon investigation, most people were not
turning on the hallway lights. Facilities will be installing new lighting fixtures – half that will remain on at
all times and the other half on a motion sensor. Custodians are cleaning three times per day.

College Facilities Projects - continued
 ADA Paths of Travel – Facilities is planning some signage and change out of door handles as a result
of the recent Office of Civil Rights (OCR) inspection. It was noted that while we are in compliance, the
OCR voiced some concerns our building signs are posted away from the building. There was
considerable group discussion on signage, inclusion of signage in the ADA Transition Plan and maps
identifying ADA accessible pathways and restrooms.
 Carkeet Park is being prepped for graduation
 Planter boxes have been moved to the new location behind Sugar Pine. Panes of glass from
Manzanita will be retained for the earth bench once it is approved. Gary reported the design will be
reviewed with College Council at their meeting this afternoon.
 The Hospitality/Culinary area in lower Manzanita will be painted and thoroughly cleaned in preparation
of their accreditation visit.
 Willow exterior will be painted in May. The group discussed the paint choices included in the Master
Plan. Laurie requested a deep cleaning of the building as well.
 Road painting (entrance, speed bumps and stops) will occur during the summer
 Asphalt repairs are in process
 Laurie reported issues with the ADA parking stall at Sequoia. Access is impeded when a vehicle is in
the stall. Judy will investigate.
Safety Sub-Committee Report-Out
Gary Whitfield reported the following issues were discussed at the Safety Committee meeting:
 No student concerns
 Risk Management is working on the annual Hazardous Materials Business Plan certification to the
California Environmental Reporting System (CERS) that is due by the end of March.
 Security reported 13 incidents to date; 5-criminal and 8-events.
 Health Services continues to develop CCAT – Columbia College Alert Team. Some intervention has
already occurred and reports are coming in.
 Reviewed a photo of new temporary fencing installed by the bridge outside Manzanita to avoid persons
tripping or wheelchairs driving into the ditch.
Other
Signage – Discussion continued on campus-wide signage. Referring back to the recent OCR visit,
most building signs are small wooden signs placed away from the building. This is not as intuitive or
clear. There have been two views on signage for the campus, 1) to improve way-finding and 2) signs
must blend into the environment. Often, it results in poor visibility. It was pointed out the sign at the
Student Center is only visible in one direction. Signage should be a balance of positive aesthetics in a
beneficial location. Specific comments or inquires on signs included:
 Lower level Manzanita restroom – a sign or map indicating other restroom locations
 Permanent sign at Tamarack on the new AAC location – Judy stated there is no plan at
this time as signs have been for buildings, not departments.
 Inclusion of braille – It was noted the OCR felt the College is well advanced in the
inclusion of braille on signage.
It was suggested by Gary the group may want to consider a sub-committee to review campus signs.
