My role is to negotiate, establish, maintain, renew and provide end-user support system-wide software agreements.
I work on a mix of administrative and academic software license agreements, including: the Microsoft Enrollment for
Education Solutions, (formerly the campus agreement) Symantec, Lumension “patch mgmt,” & Secunia “patch &
vulnerability mgmt.”
On the academic side: Adobe Systems CLP, Autodesk (CAD), ESRI (GIS), along with the mathematical software suites:
Maplesoft-Maple, and Wolfram Research-Mathematica, and Atomic Learning,
Microsoft EES
1)
Microsoft - Enrollment for Education Solutions, EES (FY15)
The Microsoft EES is a three-year agreement (FY13-FY15). FY15 is the third of this agreement.
The MnSCU system-wide EES includes the “Core Server Platform” which enables institutions to deploy “Core Platform”
servers in unlimited quantity, along with their associated standard external connectors. This removes the need to count &
license the servers listed below.






System Center Configuration Manager Server
SCCM Server ML (standard & enterprise).
Core Server Platform & Microsoft System Center Endpoint: Faculty/staff and student licensing for Microsoft
Endpoint Protection is included under the Microsoft Core Server Platform. This benefit enabled 18 institutions to drop
Symantec Endpoint Protection in the fall of 2013.
Renewal Process:
The first phase of the annual MS-EES renewal; verification of faculty/staff & student FTEs has been completed.
Faculty/staff numbers will remain the same as last year for all institutions.
Student FTEs slightly increased at two schools. Both schools have been updated.


Phase-Two will start next week: Campus CIO’s & key Software Asset Managers will receive up-to-date
Quotations from Insight Public Sector, along with a spreadsheet detailing all product/quantities/prices on
their campus enrollment(s).
TO-DO items for phase-three include scheduling a call with Insight for a consultation with a Microsoft
Licensing Specialist before finalizing your institution enrollment quotation. A SharePoint calendar will be
provided for scheduling appointments.

Purchase Orders or Letters of Commitment for the Microsoft EES renewal will be sent directly to Insight
Public Sector. This is a big change in the procedure as we have always collected these POs at the System
Office in the past. (Instructions will be sent to CIOs.)
Microsoft Student Advantage: Microsoft announced their Student Advantage program in November. It provides
cost-free Office 365 Subscription for Students.


Microsoft Premier Support
The System Office has a Microsoft Premier Support agreement for a pre-paid pool of support hours that may be used for
either reactive or proactive work. Campuses may use these hours at a bill-back rate of $214/hour. Details of the MS

3) Adobe Systems -Adobe Cumulative Licensing Program, CLP & Enterprise Term Licensing Agreement, ETLA
The MnSCU System-wide Adobe (CLP): two-year master agreement was renewed in 2014. Nineteen institutions have
renewed as self-enrolled affiliates under the CLP parent agreement.

Participation: 19 MnSCU institutions - Adobe CLP “Cumulative License Program”
Enterprise Term Licensing Agreement (ETLA): In February 2014, ten MnSCU institutions signed-up under the new
Adobe ETLA for Adobe Creative Cloud. This customizable option enables broad deployment of Creative Cloud for
Enterprise across campus. It minimizes license management and compliance issues and can be tailored to meet an
institution’s needs.

Autodesk, Inc. Education Suites Academic VAR- License Agreement
MnSCU has had an agreement with Autodesk since 1999, with the Autodesk-designated Minnesota academic reseller,
MasterGraphics, Inc, as our reseller. Autodesk recently announced that they are moving to a free distribution model.
MasterGraphics will no longer be needed as a reseller, although they will continue to offer classes and workshops.
An official announcement from Autodesk is scheduled for May 7, 2014. (to be posted and sent to mailing lists)

Novell Inc. Academic License Agreement
FY14 will be the final year of the MnSCU Novell ALA agreement, although M│State will continue using the ALA and
will work directly with Novell.

Lumension "patch management & remediation"

A system-wide agreement for Lumension “patch management and remediation” was established in 2010. Thirteen schools
currently participate in the agreement. During the months of May through July, Mark Thomas will work with Lumension
Rep., Comer Wadzeck, to coordinate the FY15 renewal. We will schedule a webinar to discuss Lumension technology
and the renewal in the coming weeks.
Pricing is “per node,” or based on the number of machines. Schools can license a number of nodes less than their total
number of machines. Note* Dual-boot machines require one license for each operating system.
Pricing will remain the same as last year and is posted on the IT Contracts & Purchasing SharePoint

Secunia provides IT security solutions to manage and control vulnerability threats, risks across their networks,
and end-points. Secunia includes "Patch directly from Microsoft System Center 2012 with the CSI"

Twenty-five schools had participated in the FY11-FY13 Symantec ELA, provided AntiVirus protection for campusowned machines, faculty/staff & students. Seven schools renewed for SymEd Bundles in September 2013.
Licenses for Microsoft System Center Endpoint Protection included for all MnSCU institutions under the system-wide
Core Server Platform enabled 18 schools to switch from Symantec to Microsoft Endpoint Protection in 2013.

ESRI - State of Minnesota Higher Ed. site license

In 2009 Mark Thomas finalized a State of Minnesota ESRI Higher Education Site License that covers all of MnSCU and
the University of Minnesota. This agreement is based-on the MnSCU ESRI customer number along with a Memorandum
of Understanding that enables the two systems split of the $100,000/year annual maintenance fee 50/50.
This inter-system collaboration provides unlimited access for ESRI software across, while saving $50,000 per year for
both MnSCU and the U of M. FY15 will be the sixth year of this cost-saving collaboration. (MnSCU saved $290K during
that time)
The ESRI renewal occurs each September. Mark Thomas will work with MnSCU schools and the U of M to collect tierbased payments, with the largest users providing the most financial support.

Mathematical software
Two mathematical software packages: Maplesoft - Maple and Wolfram Research -Mathematica are available to MnSCU.
Both provide licenses for all campus-owned machines as well as providing Faculty, staff, and students licenses.
During years 2009-2011 Mark Thomas was awarded Carl D. Perkins grants to support mathematical software. The grant
projects began in 2007 working with various System Office and the companies to provide grants and discounts totaling
over $330K. Grants eventually come to an end, so it was greatly satisfying that most schools, participated in per-studentbased funding of the FY13 and FY14 renewals.
Costs for Mathematical software will increase by $5,000 in FY15, as we’ve reached the end of a three-year agreement.
11) Wolfram Research - Mathematica 9
System-wide Site License www.wolfram.com
Mathematica v. 9.0.x introduced a context-sensitive predictive-interface providing computational options for the problem
at-hand. Version 9 expanded statistical packages and includes super-computing tools for parallel computing and
harnessing the GPU for linear algebra, Fourier transforms, analyzing Medical imaging and other graphic intensive uses.

12) Maplesoft Maple 18 System-wide Site License www.maplesoft.com
In March 13, 2013 Maplesoft rolled-out Maple 18. License key notifications were sent to the CIO or Software Asset
Mgrs. at each MnSCU school. Version 18 is the second release of Maple that was a digital download only, although
physical media kits may be obtained upon request.

13) Atomic Learning

Atomic Learning, a Minnesota-based company provides online technology training to campuses at a special discount for
MnSCU institution. Atomic Learning provides a customizable platform with access to step-by-step videos for common
"how to" questions on over 250 applications (including assistive technology).
Institutions that sign-up for Atomic Campus Integrate or Campus Integrate Plus (Plus version includes Custom
capabilities) through August 31, 2014, will receive a special MnSCU discount.

MnSCU doesn’t have system-wide agreement for lynda.com, although we do have a MN AGs Office “approved
addendum” for lyndaCampus available to MnSCU institutions.

Prices for Lynda.com increased slightly in 2014, although still discounted by over 90% compared to Individual Premium
Memberships at $375 annually. Incentives are available on multi-year agreements.

16) Respondus

MnSCU has a system-wide license for Respondus, for use by faculty and staff only. This ASA-funded agreement provides
for institution-owned computers as well as personally machines. Respondus is integrated into the MnSCU D2L platform.

17) Qualtrics

Qualtrics, online survey solutions is used at four universities. IT Procurement is currently working on a Master Agreement
to provide consistent terms & conditions for current and future participants.

18) Check Point (formerly Pointsec)

The Check Point agreement began as a State of MN Contract under the name “PointSec full-disk encryption.” PointSec
was later purchased by Check Point Software Tech, LTD. http://www.checkpoint.com/pointsec/
Costs for PointSec full-disk encryption had previously been covered by the System Office, but Microsoft “Bitlocker Drive
Encryption” is now the preferred choice. Bitlocker is a “cost-free” alternative provided as a component of the Windows
Core CAL & eCAL - Windows Enterprise Desktop bundles.
NOTE* Beginning in FY15 the System Office will no longer cover the costs for the Pointsec product.
Beginning in FY15 the System Office will no longer fund Pointsec. Schools may purchase support on their own, but may
need to do a support agreement as the State of Minnesota - Master Agreement has expired.
