HURRICANE CITY COUNCIL May 6, 2013 The Hurricane City Council met in regular session on May 6, 2013, with the following members present: Mayor: Recorder: Council: Scott Edwards Linda Gibson Reggie Billups Brian Ellis Marshall Ginn Steve Goff Gerry Spears Meeting called to order. The Pledge Allegiance was led by Mayor Edwards. Grace Pritt, State of WV Poetry Out Loud, Runner up was presented with a certificate for her accomplishments and also read poems for council. River Cities Youth Team 2 Cheerleaders were presented certificates for their accomplishments. Motion was made by Gerry Spears and seconded by Brian Ellis to approve minutes of the April 1, 2013, Regular Session. Motion carried. Motion was made by Steve Goff and seconded by Gerry Spears to approve the minutes of the April 16, 2013 Special Council Meeting. Motion carried. Motion was made by Gerry Spears and seconded by Steve Goff to approve the minutes of the April 24, 2013 Emergency meeting. Motion carried. Motion was made by Marshall Ginn and seconded by Brian Ellis to approve paying the bills from the General Fund. Motion carried. Motion was made by Gerry Spears and seconded by Marshall Ginn to approve paying the bills from the Coal Severance Fund. Motion carried. Motion was made by Steve Goff and seconded by Brian Ellis to approve the General Fund Budget Revision and submit to the State Auditor. Motion carried. Motion was made by Steve Goff and seconded by Reggie Billups to have the first reading of an AMENDMENT TO ARTICLE 101.99 GENERAL PENALTY. Motion carried. Motion was made by Marshall Ginn and seconded by Brian Ellis to have the first reading of an AMENDMENT TO ARTICLE 1721 BUILDING INSPECTOR SECTIONS 1721.01 ADOPTION; SECTION 1721.02 INTENT; SECTION 1721.03 BUILDING INSPECTOR; SECTION 1721.00 PENALTY. Motion carried. Motion was made by Reggie Billups and seconded by Gerry Spears to approve the DEP Resolution. Motion carried. Motion was made by Marshall Ginn and seconded by Reggie Billups to approve the quote from CIS Insurance for the city liability insurance with a 3 percent increase. Motion carried. Hurricane Fire Department Report Rob Savage reported that the department had 84 calls for service; 35 of them were EMS; 9 car wreaks; 5 structure fires. Fire School went well. Hurricane Police Department Report Chief Mike Mullins reported that the department had 551 calls for service. 18 drug arrest; 42 open cases; 29 cleared; 8 under investigation and 5 open. The department held a warrant sweep for CAPIS collected $1300 in fines and 8 arrest. City Manager’s Report Ben Newhouse, City Manager was not present. The mayor informed council that Ronnie Woodall was promoted to oversee the Water Plant and Sewer Plant as well as the maintenance, approximately 30 employees. Persons from Sign In Sheet Dave Boyles spoke for residents from High School Avenue against the rehabilitaion house for addicts that has located on High School Avenue. A petition was presented to council. After hearing the concerns the mayor advised that the City attorney will be addressing the issue. Announcements The Mayor stated the Main Street Spring Festival was a success. May 12th from 8:00 to 12:00 @ Valley Park – Health Fair with 52 Vendors May 12th from 1:00 to 4:00 @ Walmart – Car Show for Children’s Miracle Network May 20th from 12:00 to 5:00 @ Valley Park – Taste of Putnam 14 Vendors May 23rd approx. 5:00 p.m. @ Interstate Exit to Valley Park – Run for the Wall The mayor informed council that the opening date for the Sprayground is June 1st.
