HURRICANE CITY COUNCIL April 7, 2014 The Hurricane City Council met in regular session on April 7, 2014, with the following members present: Mayor: Recorder: Council: Scott Edwards Linda Gibson Reggie Billups Brian Ellis Marshall Ginn Steve Goff Gerry Spears Meeting called to order. The Pledge Allegiance was led by Cub Scout Pack #36. The Mayor presented a certificate to Abby Rice who is WV State Champion 8 year old gymnast. The Mayor congratulated the Hurricane High Swim Team for their State wins and presented certificates. Motion was made by Brian Ellis and seconded by Gerry Spears to approve minutes of the March 3, 2014, regular session. Motion carried. Motion was made by Reggie Billups and seconded by Gerry Spears to approve the minutes of the March 17, 2014, Public Hearing to adopt the 2014-2015 budget. Motion carried. Motion was made by Marshall Ginn seconded by Brian Ellis to approve the minutes of the March 17, 2014 Special Council Meeting for the 2014-2015 budget. Motion carried. Motion was made by Reggie Billups and seconded by Gerry Spears to approve paying the bills from the General Fund. Motion carried. Motion was made by Marshall Ginn and seconded by Steve Goff to approve paying the bills from the Coal Severance Fund. Motion carried. Motion was made by Steve Goff and seconded by Marshall Ginn to approve the General Fund Budget Revision and submit to the State Auditor. Motion carried. Motion was made by Steve Goff and seconded by Marshall Ginn to approve the second reading and adoption of the AMENDMENT TO ARTICLE 109 CONTRACTS AND PURCHASES SECTION 109.05 UNITED STATES FLAG PURCHASE. Motion carried. Motion was made by Marshall Ginn and seconded by Steve Goff to approve the seconded reading and adoption of an AMENDMENT TO ORDINANCE 729 BUSINESS AND OCCUPATION TAX SECTION 729.06 UTILITIES TAX. Motion carried. Motion was made by Steve Goff and seconded by Reggie Billups to have the second reading and adoption of an AMENDMENT TO ARTICLE 1711 WEST VIRGINIA STATE BUILDING CODE SECTION 1711.01 (g). Motion carried. Motion was made by Brian Ellis and seconded by Reggie Billups to accept the recommendation from the Municipal Planning Commission to allow AT&T towers on Orchard Park Road and behind Copart on Route 60. The tower on Orchard Park Road will be 150’ single pole tower. The site will be enclosed with chain link fence with vinyl webbing. The tower on Route 60 will be 195 lattice tower that will be enclosed with chain link fence. After discussion motion carried. A new two lane bridge at City Park has been approved from Department of Highways. The City will receive a Federal Grant for the construction of the bridge. The City will provide approximately $60,000 in match. Motion was made by Steve Goff and seconded by Reggie Billups to approve changes to page 28 of the Employee Personnel Handbook. Motion carried. (see attached) The Mayor reported that blacktop patching has begun on City streets and that paving will begin soon on selected streets. Concrete repairs will begin soon also. The Mayor informed those present that the City attorneys are asking DEP to withdraw the MCHM permit at the landfill. Motion was made by Marshall Ginn and seconded by Brian Ellis to approve a Resolution for Land and Water Conservation Fund Grant. Motion carried. Hurricane Fire Department Report Rob Savage reported the department answered 53 calls for service. One fire call. Held safety day at West Teays Elementary. City Manager’s Report Ben Newhouse, City Manager reported that barrels at Walmart and other location throughout the city are helping the Community Cupboard. Submitted a grant to Land and Water for city park improvements. Working with Putnam County Board of Education on the Water Festival for 5th grade students in Putnam County. Police Chief’s Report Mike Mullins, Police Chief reported that the department had 350 calls for service. 20 car wrecks. Signed an agreement with Homeland Security that allows our department to assist in Tri State area drug intervention. Announcements The Mayor announced that a Special Council meeting to Lay the Levy will be April 15, 2014 @ 7:00 p.m. Main Street Spring Festival- May 3rd from 1:00 to 5:00.
