Project: MAINSTREAMING SUSTAINABLE LAND MANAGEMENT IN AGRO-PASTORAL PRODUCTION
SYSTEMS OF KENYA PROJECT

The procurement office will respond by standard electronic mail and will send the response, including an
explanation of the query without identifying the source of inquiry, to all consultants.
1. BACKGROUND
Mainstreaming Sustainable Land Management in Agro-pastoral Production Systems of Kenya Project
(SLM) is a 5 year Project financed by Global Environmental Facility (GEF), supported by United Nations
Development Program (UNDP-Kenya) and Government of Kenya (GoK) through Ministry of Agriculture,
Livestock and Fisheries. The project is financed under the Land Degradation Focal Area of GEF – hence
part of Kenya’s implementation of the UNCCD program of work and is also part of the regional Strategic
Investment Plan of TerrAfrica.
The overall goal of the project is to promote economic development, food security and sustainable land
use practices while restoring ecological integrity of the ASALs. The main objective of the project is to
provide land users and managers with enabling policy and institutional capacity for effective adoption
of sustainable land management (SLM). This will be realized by enhancing the ability of the local
communities to mitigate impacts of climate changes by adopting appropriate technologies that
promote socio-economic resilience.
Overall objectives of the Consultancy
Develop an M&E plan that will enable the project refine existing indicators and also develop new ones
for purposes of monitoring implementation progress and to evaluate developmental impacts at
midterm and terminal stages.
2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
I. Academic Qualifications:
Post-graduate degree (PhD or Masters) in Development Studies, Project Planning and Management,
Agriculture/livestock Production, Environment or Natural Resource management and other relevant
Social Science degrees.
II. Years of experience:



At least 7 years’ experience in one or more of the following areas: programme/project
management, Agriculture/livestock Production, Environment or Natural Resource
management
Previous experience in designing a monitoring and evaluation system for GOK/Donor funded
programme.
Broader experience in programme management.
III. Competencies:






Ability to work with minimal supervision.
High level written and oral communications skills in English and Kiswahili.
Must be result oriented team player
Excellent analytical skills
Recent experience with result-based management methodologies;
Must be able to communicate effectively (verbally and written) in cross cultural, politically
sensitive environment and present complex ideas to a non-specialist audience

their qualifications:
1. Proposal (IC proposal form provided)Annex II
(i) Explaining why they are the most suitable for the work
(ii) Provide a brief methodology on how they will approach and conduct the work
2. Personal History form (P11) – (template provided) Annex III
3. Personal CV including past experience in similar projects and at least 3 references
