Minutes of the Silverton Village Council Meeting
Held Thursday, September 20, 2012
The Council of the Village of Silverton gathered for a business meeting in Council
Chambers at 6860 Plainfield Road at 7:00 pm on Thursday, September 20, 2012.
Mayor John Smith called the meeting to order.
OPENING REMARKS:
Mayor Smith led a moment of silent prayer, followed by the Pledge of Allegiance.

Mrs. Thompson motioned to excuse Mr. Sylvester. Mr. Wilson seconded the
motion. Motion carried by a unanimous voice vote.

MAYOR’S COMMENTS AND GUESTS:
1. Mayor Smith administered the oath of office to newly appointed Tax Board
Commissioner Willa Garner. Thank you Willa for your service to Silverton!
2. Mayor Smith introduced Ms. Prince from the Council on Aging. Ms. Prince
made a presentation regarding Issue 50 – the Hamilton County Senior
Services levy. The levy is the primary funding resource for the Hamilton
County Elderly Services Program and helps to keep seniors in their homes.

The levy is a renewal, and will not raise taxes. Ms. Prince urged Hamilton
County to vote yes on Issue 50.
3. Mayor Smith invited everyone to attend the 4th Annual Mayor’s
Community Brunch this Saturday, September 22 at Silverton Paideia
Academy, 6829 Stewart Road. The event runs from 11:00 a.m. to 12:30
p.m. Please join us!
APPROVAL OF MINUTES FROM PRIOR MEETINGS:
Mayor Smith presented the minutes from the August 16, 2012 Council Meeting,
the August 29, 2012 Special Meeting and the September 6, 2012 Workshop. Mr.
Jason motioned for approval of the minutes and was seconded by Mr. Quarry.
Motion carried by a unanimous voice vote.

OLD BUSINESS AND GENERAL COMMENTS:
None.
NEW BUSINESS AND COMMITTEE REPORTS:
1. Village Manager’s Report
1.1 Police Department Agreement
Mr. Brehm reported the administration has met with members of the
Police Department to work on a “memorandum of agreement” consistent
with the compromise reached. Det. Kabakoff is currently on military leave
and the discussions will resume when he returns in October.
1.2 Walking Path Route Change
Mr. Brehm noted a new proposed walking path has been submitted. The
new route is safer and more attractive. Council agreed to proceed with the
new proposed route the winds around in front of the tennis courts, rather
than behind. Mr. Quarry noted that the path should encompass the school
building at the south end of the park. Mr. Brehm stated he will confirm
that with Mr. Burson of CPS.
1.3 October4 Workshop Agenda Items
 Representatives from BMW/Mini will be present to discuss an
upcoming project with Council.
 Members of the Urban Forestry Board will be present to talk about
a residential tree replacement program.
 A representative from Habitat for Humanity will make a
presentation about their program and the possibility of doing a
project in Silverton.
 A resolution placing a lien on the property at Silverton Automotive
for the cost of removing a sign will be up for consideration.

1.4 Miscellaneous
Mr. Quarry asked if there was any update on the Red Light camera
proposal. Mr. Brehm stated there is nothing new to report. The free, nonbinding traffic survey is being organized. Mr. Quarry asked if the Village is
permitted by ODOT to perform the survey. Mr. Brehm stated the survey
can be performed, but the permanent placement of cameras is still in
question. Mr. Wilson asked Mr. Brehm to explain the program to the
audience. Mr. Brehm explained that the program provides stationary and
mobile cameras at various locations in the Village to provide traffic
enforcement. The cameras take pictures of violators which are reviewed by
the police department. If it is determined that the violation is valid, then a
citation is mailed to the violator. Mrs. Thompson emphasized that Council
has not made a decision whether or not to proceed with the program.
Council is simply investigating the process to see if it is a viable option for
Silverton. Mr. Quarry noted that he is opposed to the program in its
entirety.
2. Clerk of Court Report
Mrs. George gave the August 2012 Mayor’s Court Report. Mrs. Williams
motioned for adoption and was seconded by Mr. Wilson. Motion carried by a
unanimous voice vote.
3. Budget Report
Mr. Peterson gave the August 2012 Budget Report. Mr. Quarry motioned to
accept Mr. Peterson’s budget report. Mr. Wilson seconded the motion. Motion
carried by a unanimous voice vote.
4. Committee Reports
Mrs. Thompson gave the LSDMC report, noting that Silverton Paideia is in
need of volunteers, especially for the 5th Grade Girls After School program
every Monday afternoon. If you are interested in volunteering, please contact
the school at 363-5400. Mrs. Thompson asked Mrs. Glover, a member of the
LSDMC, to give a report on the school. Mrs. Glover reported that the LSDMC
was able to tour the new school earlier in the week. The building is coming
along wonderfully. Mrs. Glover stated Silverton School is a magnet school and
serves over 30 communities. Volunteers are crucial to the success of the
students at Silverton School. Mrs. Glover noted that the LSDMC meets the
third Tuesday of each month at the school and the meetings are open to the
public. The LSDMC is excited about the community room in the new school
which will be available for evening use by various community groups. Mr.
Jason echoed the importance of volunteers, as it only takes as little as an hour
a week to make a difference.
Mr. Wilson reported the Urban Forestry Board is working on the Growth
Award, as well as developing guidelines for replacing bad trees. DuPont
Chemical is donating 38 trees to Silverton.

MISCELLANEOUS
Mr. Quarry asked if there was any information regarding the number of traffic
accidents at the locations where the red light cameras are being considered. Mr.
Brehm stated he and Chief Molett will put something together.
Mrs. Thompson asked if the Village was still abating properties that are in
violation of our high grass ordinance. Mr. Brehm advised Mrs. Thompson to give
the Police Department the address and the property will be investigated.
INTRODUCTION AND READING OF NEW LEGISLATION:
Mrs. George gave the reading of Resolution 12-645 A Resolution Authorizing the
Village Manager to Enter into a Contract with Hylant Group, Inc., for Property
and Casualty Insurance for the Village of Silverton. Mrs. Thompson motioned for
passage and was seconded by Mr. Wilson. A roll call vote was taken. All members
present voted aye. Motion carried.
Mrs. George gave the reading of Resolution 12-646 A Resolution Authorizing the
Village Manager to Submit Application to and Enter into Contract with the Ohio
Public Works Commission for State Capital Improvement Program (SCIP) Funds.
Mr. Quarry motioned for passage and was seconded by Mr. Jason. A roll call vote
was taken. All members present voted aye. Motion carried.
MOTION TO RETIRE TO EXECUTIVE SESSION:
At 7:58 pm, Mr. Quarry motioned to retire to Executive Session to discuss
pending or imminent litigation per ORC 121.22(G). Mrs. Thompson seconded the
motion. A roll call vote was taken. All members present voted aye. Motion
carried.
MOTION TO ADJOURN MEETING:
Motion to adjourn was made by Mrs. Thompson and seconded by Mr. Sylvester.
Motion carried by a unanimous voice vote.
