THE CONSTRUCTION OF CYCLONE RESISTANT SHELTERS

UNDP DEX Service Center is seeking services of qualified engineers speciliazed in the

Myanmar construction of cyclone resistant shelters.

The works under the services, as per the attached TOR, are to be completed within a period of three months.

The Township Shelter Engineers will be based in Bogale and Labutta Townships in the

Ayeyarwaddy Delta.

Responsibilities: Under the overall supervision of the Project Manager of the Post-Nargis Recovery Project and the direct supervision of the Yangon Cyclone Resistant Shelter Management (CRSM) Project Engineer, the Township

Shelter Engineer will:

1.

Supervise the Site Engineers and provide appropriate and applicable technical guidance, suggestions and corrective actions to comply with project standard Scope of Work (SOW) as per specification, design-drawings and estimate when required. Specifically the Township Shelter

Engineer shall:

1.1.

Review the detailed diagrams, plans and drawings of cyclone resistant shelter.

1.2.

Monitor site engineers and maintain construction standards.

1.3.

Assist Site Engineers and contractor to revise the work plan ensuring that work will be complete on stipulated time.

1.4.

Coordinate with Site Engineers and Contractor’s supervisory personnel regarding schedule, sequence and method of work and monitoring conformance with the Contractor’s schedule.

1.5.

Assist in regular quality testing on site and responsible for getting required samples and sending to appropriate laboratory for testing (i.e. strength of construction materials and concrete cube test, slump test, rebound test, etc...)

2.

Frequently monitor and visit construction sites ensuring Site Engineers and project contractor comply with project standard as per specification and design drawings and when required, ensure corrective measures and safety matters are in place in each project site.

3.

Work in conjunction with Technical Specialist (Infrastructure) so as to ensure the safety practices and the continuous operation of the site.

4.

Coordinate and support Site Engineers in the preparation and compilation of weekly and monthly progress reports. Compile these reports and furnish copies of reports to Township Project

Manager (TPM), Technical Specialist (Infrastructure), CRSM Project Engineer, Project Manager,

Programme Manager and CRSM Advisory group members.

5.

Certify works and provide required information to the Yangon CRSM Project Engineer and

Project Manager in order to ensure timely release of payments to the Contractor.

6.

Liaising closely with other professional, including AECOM technical personnel, and in-house project team.

7.

Advise CRSM Project Engineer, Project Manager and Programme Manager on technical matters and appropriate options of progress or corrections in construction.

8.

Coordinate with TPM, Technical Specialist (Infrastructure), Site Engineers and Firm/Contractor

Engineer and where necessary conduct meetings for urgent matters and submit meeting minutes to CRSM Project Engineer in Yangon.

9.

Undertake any other duties assigned by the Project Manager.

Qualifications and experience:

Applicant should have: a.

a civil engineering diploma or engineering degree b.

Minimum of 10 years previous RCC building construction experience. c.

Ability to handle multiple projects and make decisions. d.

Previous working experience of Delta region preferable. e.

Good oral and written English proficiency, able to write and send report using computer software (MSWord, Excel, email). f.

S/he should be able to work under pressure and in a physically challenging environment.
