District Title I Parent Involvement Policy Plan
2014-15

In compliance with Whitney Point Board Policy 7661 (Title I Parental Involvement Policy) and section 1118(a)(2) of the
Elementary and Secondary Education Act (ESEA), the following Parent Involvement Policy Plan describes how the
Whitney Point Central School District will implement the Board adopted Parent Involvement Policy.
In these plans, parental involvement means the participation of parents in regular, two-way, and meaningful
communication involving student academic learning and other school activities, including ensuring:
 That parents play an integral role in assisting their child’s learning;
 That parents are encouraged to be actively involved in their child’s education at school;
 That parents are full partners in their child’s education and are included, as appropriate, in decision-making and on
advisory committees to assist in the education of their child
The WPCSD will build the schools’ and parents’ capacity for strong parental involvement, in order to ensure effective
involvement of parents and to support a partnership with the schools, parents, and community. The goal of this work is to
improve student academic achievement, through the following activities described below.
District Plan
1. The Whitney Point Central School District (WPCSD) will take the following actions to involve parents in the joint
development of its district wide parental involvement plan:
 Hold district-wide meeting(s) each year where all identified Title I parents are invited to seek collaboration and
input on the Title I Parent Involvement Policy Plan.
 Hold district-wide meeting(s) each year where all identified Title I parents are invited to seek collaboration and
input on parental involvement funds.
2. The WPCSD will take the following actions to involve parents in the process of school review and improvement:
 Hold district-wide meeting at the conclusion of the school year where all identified Title I parents are invited in
order to involve them in the process of school review and improvement.
 Involve parent(s) in the WPCSD District Strategic Planning Session(s).

The WPCSD will provide the following necessary coordination, technical assistance, and other support to assist Title
I, Part A schools in planning and implementing effective parental involvement activities to improve student academic
achievement and school performance:
 Meetings with Title I teachers and building principals
 Hold Title I parent information meeting(s)
 Support and provide family literacy/curriculum events
 Provide opportunities for parent conferences
4. The WPCSD will coordinate and integrate parental involvement strategies with parental involvement strategies under
the following other programs: Head Start, Whitney Point Day Care, and WPCSD Universal Pre-K by:
 Providing invitations to District Literacy/Curriculum Events
 Annual Celebration of Young Children Event
 Provide opportunities for parent conferences for district UPK parents
 Continue joint professional development opportunities with teachers from all sites
5. The WPCSD will take the following actions to conduct, with the involvement of parents, an annual evaluation of the
content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools.
The evaluation will include identifying barriers to greater participation by parents in parental involvement activities
(with particular attention to parents who are economically disadvantaged, are disabled, have limited English
proficiency, have limited literacy, or are of any racial or ethnic minority background). The school district will use the
findings of the evaluation about its parental involvement policy and activities to design strategies for more effective

parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement
policies.
 An on-line and paper survey will be available to all Title I parents asking their input on the effectiveness of the
year’s parental involvement activities. The survey will also include a section for suggestions for removing
barriers to greater participation and improving the quality of Title I schools.
 At the conclusion of the year, Title I teachers, parents, and building principals will meet work with the Director
of Curriculum and Instruction to assess the effectiveness of the parent involvement policy by examining
following criteria:
o Results of effectiveness survey
o Number/ type and participation in yearly events
 Recommendations will be noted and used to revise, if necessary, the parental involvement policy and plan.
6. The school district will, with the assistance of its Title I, Part A schools, provide assistance to parents of children
served by the school district or school, as appropriate, in understanding topics such as the State’s academic content
standards, assessments, data and progress monitoring, and how to work with educators by:
 NYSED State Assessment Parent Reports sent home by mail
 Maintaining a website that links to State and other educational websites www.wpcsd.org , click on Title I/AIS
button
 Presentations at family/parent meetings
 Information provide at parent conferences
7. The school district will, with the assistance of its schools, provide materials and training to help parents work with
their children to improve their children’s academic achievement, such as literacy training, and using technology, as
appropriate, to foster parental involvement, by:
 Maintaining a website that links to State and other educational websites
 Providing presentations at family/parent meetings
 Providing information at parent conferences
8. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services personnel,
principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the
value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties
between parents and schools, by providing:
 Opportunities for professional development through BOCES and other professional organizations
 Professional development offered on Superintendent’s Conference Days
 Literacy Collaborative training
 Parent/Family Meetings
 District website
 SHARE Grant
9. The school district will, to the extent feasible and appropriate, coordinate and integrate parental involvement
programs and activities with Head Start, Reading First, Early Reading First, Even Start, Home Instruction Programs
for Preschool Youngsters, the Parents as Teachers Program, and public preschool and other programs, and conduct
other activities that encourage and support parents in more fully participating in the education of their children, by:
 Working with Head Start and Whitney Point UPK and Whitney Point Day Care in common professional
development around children’s literacy development to facilitate the alignment of programs
 Plan a yearly Celebration of Young Children event
10. The school district will take the following actions to ensure that information related to the school and parentprograms, meetings, and other activities, is sent to the parents of participating children in an understandable and
uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents
can understand:
 The district makes every effort to have all written and verbal communication with parents be in “jargon-free”
and parent friendly language and formats
 At this time, no alternative formats are required but if the need exists, we would contact BETAC, State Ed,
and our world language teachers for assistance
