FCRAP in its 4th Quarterly Meeting, 13 December 2010 has approved and endorsed to the DA Secretary the following members to the Cattle Industry TWG (CIT) of the Cattle Industry Roadmap (CIR). Based subsequent exchanges, LDC meeting and recent submissions, we have: Chairman – Benjamin C Albarece Co-Chair – ASEC Dave Catbagan: Policy, leadership, structural reforms, agreements, and standards compliance. BAI – Dir. Efren Nuestro: Provision for cattle public-private sector partnership (PPP) and improving primary productivity programs by addressing the urgent needs for conservation and improved genetics, increasing production base, achieving a total production system, including the backyard, and allow the exports of cattle products. NMIS – Dir. Jane Bacayo: Provision for abattoir (where cattle are processed for consumption as food products), e.g. design and construction, food safety, traceability, market access assistance, and regional NMIS coordination. Importantly, the product quality and traceability of the backyard and independent producers could not easily find its way to the homogenous mass markets, which have their specific quality requirements for the consumers who want packed ready to cook or eat food. LDC – Dir. Manuel R. Jarmin: Planning, DA-RFU Livestock coordination, investments, and assistance. NDA – Rene M. De Guzman: F1 dairy animal programs and dairy production linkages. PCC/PCCARD/BAR – Application of new technologies and biotechnology, science and research. FCRAP: Nucleus farms and feedlot – Martin M. Gomez: The transformation of the remaining large and small commercial cattle ranching operations into nucleus and multiplier farms and the necessary registry operations. And, increasing finished weight per unit of production by finishing local cattle in strategic feedlot operations. Nucleus farms and backyard – Julian M. Montemayor: The integrating the backyard into the mainstream. Specifically, to improve genetics and to intensify cow-calf operations, linking the backyard to the feedlot, abattoir and marketing. Local government units, backyard and small commercial cattle operations – Eduardo D. Leyson IV: Strategies to mainstream LGU initiatives into the CIR. Genetics and technology (AI/ET) – Edwin O. Sanchez: Guidelines and set standards re application of AI/ET technology and the importation of semen and embryos. Review of the UNAIP and what it should be? Genetics and dairy animal production – Allan S. Bernales: As the Cattle Industry can dovetail its operations for the production of the F1 dairy animals, we should seriously consider NDA’s programs as integral part of the 2011-2016 Cattle Industry Roadmap. Backyard production systems – Joselito S. Sacdalan: Mainstreaming backyard cattle livelihoods, production inventory build-up (save the female program), breeder dispersal, and sustaining growth in the backyard sector. Abattoir and marketing – Allan A. Cueva: Abattoir operations, cold chain, and product separation, e.g., slaughter, cutting, and packaging, etc., and accessing local commercial markets. And, the impact of imports. Regional Development – Charles Lim: Establishment of Modern Abattoir “TRIPLE AAA” Cum Pre-Processing Equipment and Packaging Facilities and Capacity Building of Cattle Farmers. Local Trade – Dan Gomez: Short Range – Co-existence, traders have an essential role to play - as they consolidate local breeders (save the female program). (Eliminating the traders at this stage is not the answer.) Long Range – support livestock hotel concept, set trading standards and accreditation of traders. International Trade and Partnerships – Gerry Aguilar: Importation of growerfinisher, without transfer price, and re-export. Working Timelines: 18 December – Circulation of working CDR paper plus DA Sec. Meeting inputs 21 December – Deadline for submission of CIT membership inputs 27 December – Final CDR draft submission. Notes: a. Email: The CIT shall operate electronically. We can possibly just meet 1-2x a year. Once we have a CIR, the TWG should appoint an Executive Committee with an Executive Director for running the CIR [in line the discussions during the FCRAP Courtesy Call with the DA Secretary]. b. Working Paper: The working paper shall be the 2010 LDC Updated Cattle Industry Roadmap, which originated from the 2004 Cattle Industry Roadmap, which we will try to interrelate with the 2010 DA Ruminant Roadmap. c. Local government, backyard and small commercial cattle operations: Strategies to mainstream LGU initiatives, e.g., breeding centers, upgrading breeding facilities, AI program, quarantine and vaccination and animal health care program, into the CIR. d. Local Trade – Dan Gomez: Short Range – Co-existence, traders have an essential role to play - as they consolidate local breeders, supplying island born cattle and carabao, indent superior genetics, etc. (Eliminating the traders at this stage is not the answer.) Long Range – support livestock hotel concept, set training and trading standards, and accreditation of traders. e. Meat Importers and Traders - Frozen and Meat Imports: (1) ACEF cold storage is being blocked. No kickback. (2) Gradually buy local. (3) Sharing meat technology for the mass markets. (4) The Traders and Importers are in the best position to also export our beef and beef products. f. Local Agriculture and organic farming: Cow culture to help promote organic farming in line with the Organic Agriculture Act and and Retirement Act. g. The failure of livestock development, aside from corruption – (1) it’s getting their priorities and strategies wrong. Aside from being ineffective, they are also inefficient. h. Modeling: The Equity of the Incumbent – Whoever is there, as they have the working experience, we can learn from there and they should be first supported. Still, they should be able to lobby. i. High-end Mass Markets: MITA – A need to visit and observe Lisa’s operation in GenSan. Lisa has the genetics that allows them to penetrate the high-end market.
