STATEMENT OF WORK
Boiler/Hot Water Heater Conversion to Natural Gas at Brewster Middle and Add HVAC
Emergency Stops at Johnson Primary and Bitz Intermediate
1. Scope: The purpose of this requirement is to convert existing boilers and hot water heaters at
Brewster Middle School (Bldg. 883) to natural gas, including emergency stop switches;
provide and install emergency stop switches on: two (2) boilers and two (2) PVI hot water
heaters at Johnson Primary (Bldg. 2027), and two (2) PVI hot water heaters at Bitz
Intermediate (Bldg. 2028). This requirement includes all travel expenses, supervision,
parts/materials, equipment, piping, conduit and labor.
Brewster Middle School




Mechanical/Boiler Room #1: provide and install two (2) new Power Flame C2-G0-20B
burners with gas trains on existing HVAC boilers, Peerless Boilers Model TC-09-WP,
S/N 590451-200712 & 590452-200712, necessary to convert from #2 fuel to natural gas.
Convert recently installed dual fuel AO Smith hot water heater, Model COBT4001250000, S/N 1341R000027 from #2 fuel to natural gas.
Mechanical Room #2 (Mezzanine above Gym): provide and change Fire Power burner to
a Power Flame burner with gas train required to convert from #2 fuel to natural gas on
existing PVI Turbo Power hot water heater, Model 1000P600A-TP0, S/N0600101410.
Include piping from NG meter to boilers and hot water heaters
Provide and install emergency stop switches including aluminum electrical conduit on
the two (2) boilers and two (2) hot water heaters
Johnson Primary

Provide and install emergency stop switches including aluminum electrical conduit on
two (2) Bryan boilers, Model EB175-w-FDG0, S/Ns 91883 and 91884, and two (2) PVI
Turbo Power hot water heaters, Model 750N 225A TPG0, S/Ns 1204114675 and
1204114677
Bitz Intermediate

Provide and install emergency stop switches and aluminum electrical conduit on two (2)
PVI Turbo Power hot water heaters, Model 750 N 400A TPG0, S/N 1204114676; and
Model 750 N 225A TPG0, S/N 1204114678
Perform work in accordance with industry standards, applicable UFCs, MCIE/MCBCL
regulations, policies and procedures. Work must be inspected and approved by
MCBCL/PWD Boiler Inspector. Work shall be coordinated with Piedmont Natural Gas,
MCBCL Utilities and DoDEA/DDESS NC Camp Lejeune District Facilities Manager Sandy
Kellum. Location of gas line and meter for Boiler Room #1 at Brewster Middle has been
predetermined by Piedmont Natural Gas and School District’s Facilities Manager. A
secondary meter may be required for hot water heater in Mechanical Room #2 located in the
Mezzanine above the gymnasium. A pre-bid site visit is required. Contractor is responsible
for field verifying all measurements, requirements, and route for gas line to hot water heater in
mezzanine in accordance with laws and regulation for length of runs and running a gas line in
a school building.
Hours of Work: Work hours shall be authorized by the DDESS NC Camp Lejeune District
Facilities Manager and shall at no time interfere with educational or administration activities.
Minor work may be able to be accomplished during school hours (7:30 am – 4:00 pm EST)
such that it does not interfere with school activities. Major work and any utility outages shall
be scheduled after hours, on weekends or during winter, spring or summer breaks. The

1.1Background: In FY13 the School District began converting schools using #2 fuel to natural
gas. DoDEA/DDESS NC District Facilities Manager worked with MCBCL Utilities Director
and Utilities Engineer and Piedmont Natural Gas (PNG) to determine the feasibility of the
project. PNG provided an economic analysis utilizing actual historical data on #2 fuel
consumption and cost for three schools: Brewster Middle
2. Period of Performance: Work must begin within 30 days of award and be completed within
80 working days from commencement of work.
3. Places of Performance:
 Brewster Middle, Building 883, 883 Stone Street, Camp Lejeune, North Carolina
 Johnson Primary, Building 2027, Stone Street, Camp Lejeune, North Carolina
 Bitz Intermediate, Building 2028, Bevin Street, Camp Lejeune, North Carolina
4. Security Clearance: Contractor shall comply with all Federal/MCIE/MCBCL laws,
regulations, orders, policies and procedures in obtaining installation access/Contractor
Access Identification Badges and while working on the installation to include, but not limited
to: criminal background checks, proof of citizenship or Legal Alien Status, photo ID, proof of
insurance on vehicle(s), and proof of Government contract. Contractor personnel and
vehicles shall only be present in locations relevant to contract performance. The Contractor
shall not employ persons under this contract that the Contractor identifies, or who are
identified to the Contractor by the Contracting Officer, as potential threats to the health,
safety, security, or general wellbeing of the students, staff or others at the schools or district,
or to the operational mission of the installation. Vendor must sign in at the front office of
the school daily upon arrival to obtain a school visitor’s/contractor’s badge.
