TRANSLATION OF THE SIMPLIFIED VERSION OF THE EAST AFRICAN COMMUNITY COMMON
MARKET PROTOCOL
1.0 Introduction
The African Women's Economic Policy Network (AWEPON) is a Pan-African, faith-based NonGovernmental Organisation (NGO) legally registered in Uganda with an active membership in 20 countries
across Africa. AWEPON owes its origin to the All Africa Conference of Churches (AACC) Women’s Desk
that initiated faith-based consultations on the impact of economic policies on women. Its formation also has
roots in the October 1993 meeting where 11 representatives of African women’s organizations that worked
on gender issues as they related to economic policy met in Washington D.C to bring together their diverse
experiences and strategies on how women could play a direct and pro-active role in increasing awareness
among policy makers on the effects of their decisions on women. The fruits of this meeting were to be
consequently realized with the AWEPON formation.
AWEPON works with coalitions and alliances. Nationally, AWEPON works through partners. These are
normally member organizations (MOs) that have similar programming and objectives as AWEPON.
Regionally, the network operates through country Focal Point Organizations.
In an effort to increase women’s understanding, the content and impact of economic policy, women are
encouraged and trained in economic literacy and advocacy. In addition, space is created for women to
directly participate in economic decision-making, debates and discussions at various fora at all levels local, national, regional and international.
The beneficiaries of AWEPON’s interventions include member organizations which comprise of Faith
Based Organizations, Women’s desk in African Church Councils ( women activities in the church),
women’s organizations working on economic justice and other CSOs and development oriented NGOs,
CBOs, Governments in Africa, Donors, the private business sector, academic and research institutions,
intergovernmental bodies like ECOSOCC, IGAD and multilateral agencies among others.

2.0 Background to the Assignment
AWEPON in collaboration with Trademark East Africa (TMEA) is implementing a two year project aimed at
increasing women’s participation in the East African regional trade. This will be done through enhancing
awareness and building business capacity of women entrepreneurs (both in formal and informal trade) in 4
districts of Masaka, Kampala, Gulu and Mbale by identifying issues that hinder women’s effective
participation in the regional trade and enabling them to understand much better the Common Market
Protocol (CMP).
The major focus of Trade Mark is to increase trade through increased market access, enhanced trade
environment, and increased product competitiveness while AWEPON’s mission is to empower women
especially at grass root level and establish Networks for economic sustainability in order to achieve
household economic integrity and sustainability.
3.0 Nature of assignment
AWEPON requires services of two consultants to translate the Simplified version of the Common Market
Protocol in two languages of Luo and Luganda.
4.0 Specific Terms of Reference
The consultant will carry out the following specific tasks:
a) Read and internalise the formal Common Market protocol and in relation to the East African
Community Treaty,
b) Read and internalise the simplified Common Market protocol,
c) Translate the simplified Common market protocol in either Luo or Luganda,
d) Submit a draft translated version of the CMP to AWEPON for review,
e) Make a final translated version of the CMP.
5.0 Deliverables
The consultant is expected to provide the following deliverables
a) An inception report- Two days after signing contract,
b) A draft translated version of the CMP to AWEPON for review by 18th April 2014,
c) A final translated version of the CMP by 30th April 2014.
6.0 Required competences
The ideal consultant should;
a) have background knowledge on the East African Community (EAC), its processes and procedures,
b) be fluent in Luo / Luganda. (AWEPON is looking for two translators one for Luganda and the other
for Luo).

7.0 Time frame
The assignment must begin before the end of March 2014, and end on 30th April 2014.
8.0 Contribution to AWEPON’s Endowment.
AWEPON’s policy is to deduct 6% withholding tax to be remitted to URA and a 10% commission for
AWEPON’s endowment / replacement.
All financial proposals MUST be submitted in Uganda Shillings.
9.0 Proposal submission
Interested individuals should submit their technical and financial proposals together with their detailed
resume and statement of capability by 12:00 noon Tuesday 18th March 2014.
Proposals should be sent by email to the Executive Director at awepon@awepon.net and copied to
ssebbowaflorence@rocketmail.com . The contract will be signed with the successful bidder by Friday 28th
March 2014.
