1. Notes from previous meeting – 14 February 2013 – as distributed were confirmed as a
true and correct record of that meeting.
Correction to Minutes of 24 January 2013 - noted that City of Victor Harbor staff also
attended the visit to Barossa Recreation Centre.
2. Business Arising:3.1 Indigenous/Heritage Site Survey – a copy of the survey document has been provided by
the Wright Family and both Councils have a copy of the documentation. The documentation
confirms there are no indigenous or heritage land use issues associated with the site.
4. Items for Discussion
4.1 Public Consultation Update
Summary of community consultation held 6 March to 4 April 2013 was discussed by the
Joint Working Party – refer attachment. Noted that the full document will be presented at
the Special Council Meeting of each Council on Monday 8 April 2013.
Percentage breakdown of type of usage from feedback received to be analysed.

4.2 Full Application for RDAF Round 4 - $8M a full a full application must be lodged by
11 April 2013 and address all RDAF Round 4 grant funding criteria.
Recommendation
Mayor Philp / Cr Gardner:
That both Councils support the City of Victor Harbor proceeding to lodge the
RDAF Round 4 full funding application –

4.3 SA Sport and Recreation Funding – deadline for funding is 15 April 2013.
Recommendation
Mayor Philp / Cr Gardner:
That the City of Victor Harbor applies for funding to SA Sport and Recreation in
relation to the project.

Special Council Meeting – Monday 8 April 2013
Mayor Philp and Mayor McHugh have confirmed their desire for a Special Meeting of their

Recommendation:
Cr Hall / Cr Gardner
That the Alexandrina Council and the City of Victor Harbor convene Special
Meetings of their respective Council’s at 4pm and 5.30pm respectively, on
Monday 8 April for the purpose of discussing the agenda items as listed.

5.1 Business Case and Section 48 Report
Recommendation:
Mayor Philp / Cr Sedunary
That the Joint Working Party recommend that the respective Councils receive
and endorse the Business Case as prepared by SGL Consulting and the Section
48 Report, as prepared by BRM Holdich.

5.2 Staff Acknowledgment

That the staff from each Council be thanked for their contribution in bringing the
project to the current stage of development.
