Onboard Lifting Appliances and Winches (OLAW) CG Questionnaire – Round 1 Background of this issue (MSC95/22 paragraph 12.27) See MSC 95/22 paragraph from 12.23 to 12.27. 12.23 In discussing how best to proceed, the Committee, with a view to providing a clear direction of policy to SSE 3, decided to focus its discussion on the following issues: .1 scope and application of guidelines for safety onboard lifting appliances and winches; .2 the need for development of mandatory SOLAS requirements in addition to the development of guidelines for safety onboard lifting appliances and winches; and .3 whether there is a need to re-establish the SSE Correspondence Group on Onboard Lifting Appliances and Winches for progressing the matter intersessionally. Scope and application of guidelines for safety onboard lifting appliances and winches 12.24 Having considered the views expressed regarding the scope and application of guidelines for safety onboard lifting appliances and winches, the Committee agreed that IMO guidelines should be developed to cover design, fabrication and construction for new installations; onboard procedures for routine inspection, maintenance and operation of lifting appliances and winches; and familiarization of ship's crew and shore-based personnel, taking into account the data contained in document SSE 2/INF.2. Development of mandatory SOLAS requirements 12.25 In considering the need for development of mandatory requirements, the Committee agreed that a goal- and function-based SOLAS regulation should be developed to require that new onboard lifting appliances and winches be designed, constructed and installed either "in accordance with codes or standards acceptable to the Organization" or "to the satisfaction of the Administration"; and maintained in accordance with guidelines for safety onboard lifting appliances and winches to be developed by the Organization. 12.26 In this connection, SSE 3 was instructed to continue the work on this output and, in particular, to advise MSC 97 on which SOLAS chapter should be amended and to develop the list of industry codes and/or standards to be contained in a footnote or an MSC circular, as appropriate. Revised terms of reference for the SSE Correspondence Group on Onboard Lifting Appliances and Winches 12.27 Bearing in mind the decisions taken on the scope and application of guidelines for safety onboard lifting appliances and winches as well as the development of mandatory SOLAS requirements (see paragraphs 12.24 to 12.26), the Committee, having considered the draft terms of reference proposed by SSE 2 (SSE 2/20, paragraph 8.16), endorsed the SubCommittee's decision to re-establish the Correspondence Group on Onboard Lifting Appliances and Winches, under the coordination of Japan, and instructed it, taking into account the outcome of SSE 2 and comments and decisions made at MSC 95, 1 Term of reference (TOR) for the OLAW CG (MSC95/22 paragraph 12.27) .1 develop draft guidelines to cover the design, fabrication and construction for new installations; onboard procedures for routine inspection, maintenance and operation of lifting appliances and winches; and familiarization of ship's crew and shore-based personnel, taking into account the data contained in document SSE 2/INF.2; .2 prepare draft goal- and function-based SOLAS regulations requiring that onboard lifting appliances and winches be designed, constructed and installed either "in accordance with codes or standards acceptable to the Organization" or "to the satisfaction of the Administration"; and maintained in accordance with guidelines for safety onboard lifting appliances and winches to be developed by the Organization; and .3 submit a report to SSE 3." Schedule for OLAW CG to SSE3 To complete the TOR taking account of the schedule of SSE3, I consider that following schedule seems to be preferable; 1) 1st Round (Start: 10th July/End: 21th August) Contents: Request comments on the draft mandatory SOLAS requirements and the draft guidelines. 2) 2rd Round (Start: Mid in September/ End: Mid in October) Contents: Discussion on the comments. 3) Final Round (Start: Early in November/ End: Late in November) Contents: Last round for comments and finalization of the draft mandatory SOLAS requirements and the draft guidelines. 4) Confirmation of report to SSE3 (Start: Late in November/ End: 5th December) Contents: Confirmation of the reports to SDC 3, including the draft mandatory SOLAS requirements and the draft guideline Round 1: Request comments on draft of the SOLAS amendments and guideline To progress our tasks constructively, I prepared the draft text of the SOLAS amendments and guideline for the starting point of discussion.
