MINUTES OF THE REGULAR MEETING OF THE PINCKNEYVILLE CITY COUNCIL HELD MONDAY, FEBRUARY 23, 2015 AT 7:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL The Pledge of Allegiance was led by Commissioner Leonard J. Heisner. ROLL CALL Mayor August J. Kellerman called the regular meeting of the Pinckneyville City Council to order at 7:30 p.m. in the Council Chambers, City Hall. Members present: Commissioners Leonard J. Heisner, Kevin B. Hicks, David M. Stone and Mayor August J. Kellerman. Members absent: Commissioner Samuel J. Fulk. Administrative staff present: City Clerk Frances I. Thomas and City Attorney Roger Seibert. APPROVAL OF ELECTRONIC ATTENDANCE – SAMUEL J. FULK Motion by Commissioner Stone, seconded by Commissioner Hicks to approve the electronic attendance of Samuel J. Fulk, who is away due to business matters. On roll call: Commissioners Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. PREVIOUS MINUTES Motion by Commissioner Stone, seconded by Commissioner Heisner to approve the minutes of the previous meeting of 02-0915 as presented. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. TREASURER’S REPORT Motion by Commissioner Heisner, seconded by Commissioner Hicks to approve the Treasurer’s Report as prepared by City Treasurer Arthur F. Reese and presented by Commissioner Heisner, including the Year To Date Payroll Totals YTD – 02/20/2015, Comparative Payroll For 02 Months Ending February – 2010-2015, Comparative Payroll Hours (Total) For 02 Months Ending February – 2010-2015, Comparative Payroll Overtime Hours For 02 Months Ending February – 2010-2015 and Payroll check Listing February 20, 2015. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. ACCOUNTS PAYABLE Motion by Commissioner Heisner, seconded by Commissioner Stone to approve the accounts payable as presented. CORRESPONDENCE – NONE BID – PLACE ON FILE Motion by Commissioner Fulk, seconded by Commissioner Heisner to place on file the bid for public inspection City Square Lighting Project. The bid recommended by HMG Engineers, Inc. be awarded for the base bid but not the Alternate Bid #1, to the low bidder F. W. Electric in the amount of $323,540.41. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. REPORT – COMMISSIONER HEISNER Commissioner Heisner reminded everyone to work on the 2015-2016 Municipal Budget. PAGE 2 – 02-23-15 COUNCIL MEETING MINUTES ANNUAL FIREMAN’S GOOD FRIDAY FISH FRY Motion by Commissioner Hicks, seconded by Commissioner Stone to approve the request from the Pinckneyville Fireman’s Association to hold their annual Good Friday Fish Fry on April 3, 2015 at the Knights of Columbus KC Hall. The bar area will be closed and no alcohol will be served. A certificate of insurance has been provided. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. PURCHASE OF NEW SQUAD CAR Motion by Commissioner Hicks, seconded by Commissioner Heisner to approve the request of the Pinckneyville Police Department for permission to trade two vehicles toward the purchase of a new 2015 squad car. Total amount due is $25,682.00, approved in August. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried. BEAUCOUP BAPTIST CHURCH CLEAN UP DAY On April 11th, 2015, the Beaucoup Baptist Church, in celebration of their 100th anniversary, plan a cleanup along the highways approaching the city. They will be breaking up into four groups and should be finished before noon. A contact number has been given for further questions or comments. Mayor Kellerman reported that although he is not a member of the church, he thinks this is a wonderful gesture and would like to join them during the cleanup. MISFITS AUTOMOTIVE Motion by Commissioner Stone, seconded by Commissioner Hicks to approve the request of Misfits Automotive for $500.00 to aid in advertising for a swap meet on March 29, 2015. This is to be paid from the Hotel/Motel account and is offset by his $500.00 rental for the event. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. ADVERTISE REAL ESTATE FOR SALE Motion by Commissioner Stone, seconded by Commissioner Heisner to proceed with the advertisement for the sale of a parcel of real estate in the Industrial /Business Park East. The bid notice will be advertised three consecutive weeks in the local newspaper. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. BID OUT FARM LEASES Motion by Commissioner Stone, seconded by Commissioner Hicks to authorize the City Attorney and Commissioner of Public Property to proceed with the bidding process for farm leases of City property. On roll call: Commissioners Fulk, Heisner, Hicks, Stone and Mayor Kellerman voted YEA. NAYS: None. Motion declared carried.
