SPECIFICATIONS
5.1 EQUIPMENT SPECIFICATIONS: Vendors are requested to propose pricing for the devices listed in
Sections 5.1.1 through 5.1.4 suitable for integration with Rhea County Schools’ existing infrastructure. Cost
proposals for all requests shall be submitted under Tab IV of the response. It is recommended that separate
cost proposals be constructed for each of the four sections.
To determine the most effective cost proposal, Rhea County Schools will evaluate the proposal by
overlaying proposed pricing to a variety of previous projects or purchases as well as compiling a traditional
individual component pricing analysis.
While the specifications in this portion of the document are based on current models of branded
components, this does not indicate that other manufacturers’ products will not be reviewed. However, all
proposed alternates must be functionally equivalent and meet or exceed the listed device specifications.
Proposers are reminded that it is the responsibility of the proposer to provide all information necessary to
fully contrast their proposal versus the specified items.
As a reminder, it is recommended that proposers compartmentalize there responses in such a way that
Rhea County can award different sections to different proposers.

5.2
CATALOG DISCOUNT FOR NETWORK COMPONENTS: Vendors shall specify a minimum
discount structure that will be offered for any/all products listed in their current catalog at the time of
purchase and not listed above. This discount structure will also apply to product line additions from
the same manufacturer proposed.
The proposer’s discount levels shall apply to single unit quantities. Vendors may indicate any
additional discounts that will apply to quantity purchases. The proposer’s discount structure will
apply for the term of the contract as defined in Section 3.5 above. Discount pricing of warranty
extensions must be included in the response for this section.
This discount structure shall be proposed as a “percentage off” of substantiated catalog or website
pricing. Vendors must be prepared to submit documentation to assert either the retail price the
request Rhea County Schools and/or Rhea County Schools.
Vendors may propose discount pricing in numerous methods. Vendors shall clearly indicate which
method they are using to propose catalog discount pricing for products not listed elsewhere in this
request for proposals.
The discount structure must include the entire network product line whether or not the product line
was included in the itemized listing.
Vendors may elect to provide either a single uniform minimum discount level or a varied minimum
discount structure based any/all on the following product classification(s) or sub-classification(s):

5.3
INSTALLATION SERVICES: According to E-rate program rules, installation, activation, and initial
configuration of eligible components are eligible if they are part of a contract or bid for those eligible
components. Such eligible services may also include basic design and engineering costs and basic
project management costs. If these services are provided as an integral portion coincident with
installation.
Installation proposals shall include but are not limited to:
1) Installations services required prior to deployment
a. Assistance with basic design & engineering considerations as necessary
b. Preparation of installation materials
c. Unboxing of E-rate eligible equipment
d. Installation and configuration of any required transceivers/modules
e. Device/component configuration
f. Delivery of E-rate eligible equipment to deployment site

Installation services to be accomplished at the assigned deployment site
a. Disconnection of existing E-rate eligible equipment at deployment site
b. Removal of E-rate eligible existing equipment from cabinetry (as necessary)
c. Cleaning and preparation of cabinetry prior to installation
d. On-site installation of device into network cabinetry
e. Provision of patch cables per Rhea County Schools specification
f. Connection of patch cables per Rhea County Schools specification
g. Mount, patch, configure, and document all Wireless Access Points
h. Configuration & documentation of VLANs, Switch Routing, Wireless Controller
Mapping, VoIP server, and other eligible services provided by a HP Certified
Master ASE Engineer or qualified equivalent technician(s).
i. Provision of appropriate authentication and encryption methodologies

Services required post-deployment
a. Accounting of removed equipment – including site, location, serial number, etc.
as required by Rhea County Schools
b. Transfer of removed equipment to central distribution site
c. Cleaning removed equipment
d. Preparation of removed equipment for redeployment or surplus
4)
Other activities directly associated with installation
a. Documentation of all pertinent installation activities including an as-deployed
network map in both electronic and print format (if requested).
b. Basic project management costs
c. Other functions necessary to deploy, configure, complete, initialize, and
document network installations
Installation of UPS’s will be the responsibility of the proposer that is awarded the contract
for Network Switches.
Installation may be proposed per:
1) Site
2) Site Classification – the following is included as an example, proposer may define a
different method of site classification
a. Elementary Campus
b. Middle School Campus
c. High School Campus
d. Administrative Site
3) Site Size – the following is included as an example, proposer may define a different
method of site size distribution
a. <600 Student Capacity
b. 600-800 Student Capacity
c. 800-1200 Student Capacity
d. 1200-1800 Student Capacity
e. >1800 Student Capacity
4) Network Closet
5) Component
6) Hybrid – A combination of one or more of the above - the following is included as an
example, proposer may define a different hybrid method for pricing
a. Elementary School - < 600 Student Capacity
b. Elementary School – 600-800 Student Capacity
c. Elementary School – 800-1200 Student Capacity
7) Other as Defined by the Proposer
Pricing may be included for Advanced Services that are not eligible for E-rate support.
5.4
TRAINING REQUIREMENTS: On-site training is eligible as a part of installation services but only if
it is basic instruction on the use of eligible equipment, directly associated with equipment
installation, and a part of the contract agreement for the equipment. The E-rate program requires
that training occur coincidently or within a reasonable time after installation is completed.
E-rate eligible on-site training is required in conjunction with the installation of all devices and
components procured through this request.
Basic Training proposals shall include but are not limited to:
1) Overview of Necessary Features
2) Installation Training
3) Necessary Configuration Training
4) Necessary Troubleshooting Training and Resources
5) Other training necessary to effectively utilize E-rate eligible equipment
a. Documentation of Training activities
b. Basic training management costs
c. Other functions necessary to complete and document installations
As a part of the response for this section, Rhea County Schools also seeks proposals for on-site
training beyond the Basic Training that is E-rate eligible. For the purposes of this response and to
discriminate from the Basic Training described above, proposers are requested to refer to these
activities as Advanced Training opportunities. Advanced training opportunities should be made
available two or three times annually.
Advanced Training proposals shall include but are not limited to:
1) Overview and Training in Use of Advanced Equipment Features
2) Advanced Configuration Training
3) Vendor or Manufacturer’s Certification Opportunities
Training Logistics – With regard to Basic Training, the proposer shall assume the application of the
following logistical considerations:
1) The proposer should assume that Basic training functions will occur locally (within Rhea
County Schools)
2) The proposer should assume that Rhea County Schools employees will attend training
during the normal work day and at no cost to the service provider.
3) The proposer should not assume that Rhea County Schools will provide a location for
training.
4) The proposer should assume that travel costs for local training will not be the
responsibility of the service provider.
5) The proposer should assume that the service provider may at their discretion provide de
minimis refreshments for attendees per E-rate guidelines (i.e. coffee and donuts or drinks
and cookies).
6) The proposer should assume that the service provider will not be required to provide
meals. The service provider may arrange meals to facilitate training so long as these
meals either fall within the E-rate gift guidelines or that the attendees are able to purchase
these meals at fair market value.
7) The proposer should not assume that Rhea County Schools will provide any equipment or
materials necessary for training.
In Addition to the above, with regard to Advanced Training,
8) The proposer may assume that Advanced Training may be scheduled for up to three (3)
concurrent days.
9) The proposer may assume that Advanced Training may occur in locations outside of Rhea
County Schools.
10) The proposer may assume that the service provider will not be responsible for travel
expenses for training that occurs outside of Rhea County Schools.
11) The proposer will include any tuition or certification costs in the cost of the Advanced
Training.
5.5
BASIC MAINTENANCE: The E-rate program defines Basic Maintenance as those activities that
ensure the necessary and continued operation of eligible internal connection components at eligible
locations.
In this section, the proposer shall enumerate any activities that are available to facilitate the repair
and upkeep of eligible E-rate hardware, provide basic technical support on an annual basis, or
facilitate configuration changes for equipment or devices listed above.
Please note that basic maintenance is eligible for discount only if it is a component of a
maintenance agreement or contract for eligible components. It is the intent that this proposal will
result in a contractual agreement for the provision of Basic Maintenance.
Specifications:
Basic Maintenance will include begin with an on-site assessment of the equipment for the purpose
of making repairs, performing necessary upkeep, and to facilitate necessary configuration changes.
Basic Maintenance proposals must include but are not limited to:
1. Basic Maintenance Services required prior to deployment
a. Assistance with any basic design and/or engineering considerations as
necessary
b. Preparation of maintenance materials provided by Rhea County Schools
c. Installation of any required transceivers/modules
d. Device/component configuration
e. Delivery of E-rate eligible equipment to deployment site
2. Basic Maintenance Services to be accomplished at the assigned maintenance site
a. Disconnection of existing E-rate eligible equipment at maintenance site
b. Removal of E-rate eligible existing equipment from cabinetry (if necessary)
c. Cleaning and testing of all eligible network components
d. Replacement of failed or defective components
e. On-site installation of eligible replacement components into network cabinetry
f. Replacement of damaged patch cables
g. Reconnection of patch cables per Rhea County Schools specification
3. Basic Maintenance Services required post-deployment
