Summary Update
Project implementation has been slightly delayed due to Bangkok Shutdown from January – March
2014. Nonetheless, the recruitment of two additional project personnel – a technical advisor (Dr
Nattaphong Chayawatto) and LECB project coordinator (Miss Prangvalai Bouasan) was completed in
February 2014.
The joint project management unit for LECB and TNC-BUR focused the efforts on putting in place the
mechanism of communication and coordination among the team and between the implementing
partner (ONEP) and the responsible party (TGO), in the first quarter of 2014, as TNC-BUR finally got GEF
approval in the previous quarter and has been undergoing the preparation process to ge the project
document signed. The projects’ implementation plans and coordination system, have been agreed upon
to guide the next steps.
The Thailand LECB Project Manager participated the NAMA Net launch meeting in New York in February,
and convened a follow up meeting with Asiatica in March at TGO Office. The objectives of the meeting
were to introduce the team members of Asiatica to the TGO team, agree on the scope of work and
timing of the first country mission.
The selection of consulting agencies to elaborate key outputs under Outcomes 1 and 2 was completed in
March 2014.
Progresses made under each outcome are elaborated below;
Outcome 1: Strengthened institutional and procedural system for National GHG Inventory system for the
transport and waste sectors
The first kick-off meeting for Thailand Waste GHG Inventory Working Group was organized in March.
This working group was appointed under institutional framework of Thailand National Climate Change
Committee (NCCC) in early 2014. The objectives of the meeting are to strengthen institutional
coordination and improve technical capacities among line agencies on National GHG Inventory’s data
system in waste sector. The workplan, methodology as well as the experience from the preparation of
waste GHG inventory for the Second National Communication (SNC) were discussed at the meeting.
The working group agreed to meet again on 22 April to discuss the data collection and reporting system.
For transport sector, data collection and analysis for GHG inventory will start in Q2 by GHG RA Company
as the consulting agency.
Outcome 2: A portfolio of NAMA proposals and their built-in MRV systems developed for selected
industrial sector(s) to provide a ‘prototype’ for replication and inputs into the formation of a LEDS
The Iron and Steel Institute of Thailand (ISIT) was selected as a consulting agency to undertake a
baseline survey of factories using the EAF process and capture key operational data. The agency visited
three out of 14 factories to develop inventory and baseline scenario for the preparation of NAMA
Roadmap in the Steel Industrial Sector. The data collection will be completed by Q3/2014.
TGO identified an expert and consulting agency to undertake the development of NAMA baseline,
roadmap and built-in MRV in Cement sector. The recruitment process is expected to be done in
Q2/2014.
Outcome 3: Multi-source Finance and Technology Transfer Framework formulated to support
implementation of NAMAs and policies/programs in selected industrial sectors
The works under Outcome 3 will start in the next quarter, as there is a need to have the baseline
information from Outcome 2 first, before the financial options of mitigation options can be specified.
Outcome 3 will start with a review on submitted NAMA and UNFCCC NAMA template to analyse the key
features and financial sources.
Outcome 4: Knowledge platform established to ensure know-how flow among key stakeholders of
NAMAs in selected industrial sector(s)
The Project Board was appointed by Secretary General of ONEP in March 2014. The project board
comprises of 20 members from 15 agencies chaired by Secretary General of ONEP with two technical
advisors. The board will oversee project implementation. The LECB project is being implemented in
tandem with TNC-BUR, therefore, the inception and project board meeting for both projects were held
together on 4 April.
The inception meeting served as the knowledge and policy platform for institutional cooperation. An
overview and key concepts of LECB was presented at the inception meeting. The presentation was
delivered by Dr Butchaiah Gadde from UNDP ARPC on behalf of LECB GSU. TGO presented the objective
and scope of work of LECB in Thailand to the participants. More than 170 people from government
agencies, NGO, developing partners on LEDS, NAMA, MRV, private sector and academia participated in
this event. Project outreach materials such as brochure in Thai and English were distributed at the
meeting. The results and recommendations will be summarized and presented in the Inception report.
The detailed workplan and the progress made since project start up were presented to the project
board for inputs and endorsement.
