AFC Consultants is looking to recruit a Team Leader, 3 key experts and 3 non-key experts for a Feasibility study for IGAD on a Regional Fund for Strengthening Drought Resilience in the Horn of Africa. The study will take place from September 2013 and last 2 months. The study will focus on Ethiopia and Djibouti and in particular the Dikhil and Somali clusters. Speaking French is an asset but not essential. Knowledge and experience of pastoral systems and the Dikhil or Somali regions is essential. . A. Team Leader • Postgraduate university degree related to agriculture / natural resource management (agri culture, rural development, livestock management, irrigation, land management, pastoralism or similar) and with proven work experience in this field for at least 10 years; • Experience as Team leader for Feasibility Studies and/or other studies of similar complexity; • Experience in project planning and design; • Practical sectoral experience; • Broad practical background in participatory methods and their practical application in various socio-cultural settings; • Strong background in management and financial administration of development aid projects; • International work experience; work experience in Africa and especially in the Horn of Africa is an asset; • Being permanent staff of the Consultant or having long-standing joint experience is an advantage; • Professional experience in Development Cooperation; specific knowledge of German Financial Cooperation (management procedures, reporting, etc.) would be an advantage; • Excellent oral and written communication skills; • Proficiency in the English and French languages; German skills are an asset; • Team player, who is capable of working under different and sometimes difficult conditions. • B. Key experts All key experts should have at least the following qualifications: • Postgraduate university degree related the specific field of expertise required for the study or with proven extensive work experience in this field; • Track record the specific field of expertise required for the study for at least 8 years; • International work experience and preferably in African countries of the region; • Proficiency in the English language (work language) as minimum requirement; a good com mand of the French language is an important asset; German skills are an additional asset; a) Expertise in livestock management in pastoral societies • Practical work experience in rural development with focus on pastoral societies in arid and semi-arid areas; • Specific knowledge in livestock and rangeland management including the marketing and transformation of agricultural products; • Experience in preparing participatory integrated development plans involving pastoralists; • Knowledge in the economics of rural development; • Good knowledge of legal and administrative aspects; • Good knowledge/experience in participatory methods to settle conflicting interests and fos ter development of generally acceptable compromises; • Experience with mobile veterinary systems is an asset; • Good understanding of the specific animal health challenges in the region; • Practical work experience in different socio-cultural settings (different countries) and work experience in the intervention region is an asset. b) Expertise in rural development • Expertise in resource management and agriculture; • Good knowledge in hydrology and water resource management in dry and semi -dry areas; • Good knowledge and experience in the design, establishment and operation of water (drink ing water, irrigation) facilities and practical work experience with water harvesting and water saving systems; • Practical experience with infrastructure planning such as roads (transport), schools and/or health centres is an asset; • Work experience under different socio-cultural settings (different countries) and work experience in the intervention region is an asset. c) Expertise in institutional assessments • Wide experience in conducting stakeholder and beneficiaries analyses; • Good knowledge and practical experience in assessing the capacities of institutions at various levels related to rural areas; • Methodological expertise in community-based approaches of participatory project planning and implementation; • Practical work experience with organisational development in rural areas; • Own experience in conducting participatory assessments; • Knowledge in institutional mapping; • Experience with the assessment of capacities, strengths, weaknesses and potentials of pro posed implementing agencies and partners in project implementation (including farmers as sociations which could play a role in the implementation of the project); • Practical work experience under different socio-cultural settings (different countries) and work experience in the intervention region is an important asset. C. Non-Key experts In addition to the positions listed below, the Consultant is free to propose additional non-key experts as deems necessary to achieve the objective of the Feasibility Study. The tasks of these non-key experts need to be clearly defined in the Technical Proposal. Non-key experts should have at least the following qualifications: • Postgraduate university degree related the specific field of expertise required for the study or with proven extensive work experience in this field; • Track record in the specific field of expertise required for the study for at least 5 years. Expertise is required at least for the following fields. Not necessarily one expert for each of the fields of expertise is required; one expert may cover more than one field of expertise, and some fields may also be covered by the key experts. Peace and Conflict Assessments • Expertise in conflict sensitive program design and monitoring according to the principle of do-no-harm; • Prior own experience in Peace and Conflict Assessments (PCA) is an asset; • Good understanding of the structures and decision-making processes in these pastoral and semi-pastoral societies; • Knowledge of sociological structures of pastoral societies especially the Afar society. Economic Analysis • Experience with assessments of the economic feasibility of investments for rural development; • Experience with the economic analysis of project designs, both from macro-economic point of view and a micro-economic perspective. Environment and Climate Change • Experience with assessing the environmental impact of investments in drylands and semi-dry areas; • Knowledge of the environmental impact of rural development measures on biodiversity; • Experience with assessing the relationship between climate change and the suggested project interventions (climate proofing).
