Growing Pre-accredited Delivery Guidelines The ACFE Board is committed to expanding pre-accredited training delivery, especially in those parts of Victoria affected by significant population change. The ACFE Board is inviting Learn Local organisations aware of unmet demand and a lack of available pre-accredited training places to submit delivery plans. This additional contracting round will allow Learn Local organisations to respond to community need and expand delivery or stimulate training demand as required. All Learn Local organisations with unmet demand are encouraged to consider applying. Priority will be given to those Learn Local organisations providing training to learners in communities currently experiencing significant population growth, decline or significant change in population mix (See ‘Eligibility’ section). Taking on additional training delivery must not compromise an organisation’s ability to deliver the training they are currently contracted to deliver in 2015 and they must demonstrate a history of quality training delivery to be considered. BACKGROUND Victoria’s population is undergoing unprecedented change with population expansion in some areas and decline in others. In some areas needs are arising from different economic factors or a change in population mix. Being able to respond to these changes and the resulting impact on the needs of learners is a key challenge over the coming years. The ACFE Board, in recognition of these changing social and economic circumstances, has committed to providing $2.5 million to establish the Growing Pre-accredited Project to: oversee an additional contracting round conduct a research trial. OBJECTIVES The project’s objectives are to: explore how much demand there is and how much funding is needed to stimulate and grow demand in communities experiencing population growth and change; gather evidence to inform the development of pre-accredited delivery; increase delivery, student engagement, participation and pathways to further education and training. 1 APPLICATIONS To apply for additional hours you need to: 1. Complete the Application Form (see page 4) and the Growing Pre-accredited Delivery Plan Template outlining the training programs you wish to run (it will be funded at the current rate of $7.19 per SCH). If this is a new course, please include an A-frame Course Plan. 2. Deliver the training by the end of 2015 and report it through SVTS using the ‘GP’ code for the Growing Pre-accredited project. ELIGIBILITY All registered Learn Local organisations are able to apply but priority will be given to: 1 Learn Local organisations located in or already delivering training in the Local Government Areas (LGAs) identified below which are experiencing population growth by 10 per cent or more or population decline, or are predicted to do so over the next three to five years. Learn Local organisations with a strong history of delivering quality pre-accredited training and who have the capacity to deliver in one of the locations listed above. FUNDING & REPORTING What will be funded? Pre-accredited delivery only Expansion of delivery by existing Learn Local organisations Programs which do not compete with existing training delivery This funding is designed to stimulate the expansion of pre-accredited training and to test the extent of demand which is currently not catered for within the existing 2015 purchase of hours by the ACFE Board. By providing additional funding the ACFE Board is examining how it can better allocate funding to support programs to reach new learners and those facing significant barriers to participation. 2 What are the funding conditions? The training must be delivered in line with the conditions and eligibility outlined in the 2015 ACFE Board Pre-Accredited Training Delivery Guide. All contractual requirements under the existing Preaccredited guidelines apply. Providers must ensure they are able to meet their existing contractual arrangements for 2015. Reporting will be closely monitored and funds will need to be returned if training is not delivered. What are the reporting requirements? You will be required to enter the reporting information into SVTS ensuring you use a new code of ‘GP’ for the Growing Pre-accredited Project and following the guidelines specified on pages 17 and 18 of the 2015 ACFE Board Pre-accredited Training Delivery Guide. How and when will payments be made? Payment will be made on approval of all Growing Pre-accredited training delivery programs in April 2015. How long can a project run? Learn Local organisations can determine the length of delivery needed to suit learner needs but must be completed by the end of 2015. No extensions will be granted. Contractual requirements The training program must adhere to the contracting and reporting requirements specified on page 17 of the 2015 ACFE Board Pre-accredited Training Delivery Guide.
