Growing Pre-accredited Delivery and Research Trials
ACTIONS / CRITICAL DATES:
 Submit application or expression of interest by COB Friday 13 March, 2015.
The ACFE Board is committed to expanding pre-accredited training delivery, especially in those parts of
Victoria affected by significant population change.
For the majority of communities, Learn Local organisations offer a range of training which meets their
needs. However, the Board is increasingly hearing from providers that in some communities more
training places are needed to meet local demand.
The Board recognises that to support and facilitate this, some barriers need to be addressed and new
delivery methods need to be trialed. For example, trialling changes to the current training delivery
guidelines to address capacity constraints to ensure demand satisfies regional needs.
Growing Pre-accredited Project
The ACFE Board via the Growing Pre-accredited Project is committing $2.5 million to:


grow pre-accredited delivery by contracting additional training hours.
establish a Research Trial to trial new approaches to address current barriers to delivering preaccredited training.
Growing Pre-accredited Delivery
To support the expansion of pre-accredited training and to ensure enough places are available to eligible
learners, there will be an additional pre-accredited contracting round for 2015.
All Learn Local organisations with unmet demand are encouraged to apply. However priority will be given
to supporting pre-accredited training delivery in populations experiencing significant change, including
population growth, change in the population mix or decline.
A range of priority LGAs (listed below) have been identified where population change has meant learners
are potentially missing out on participation due to a lack of available places.

Learn Local organisations who are able to address the learning needs in the LGAs listed above are
encouraged to apply. Learn Local organisations who can identify and meet unmet learner demand in other
locations are also able to apply.
Additional funding must be used to subsidise pre-accredited delivery and will be offered using the same
hourly rate and reporting conditions as the current 2015 pre-accredited delivery round.
Delivering additional hours must not jeopardise an organisation’s ability to deliver the training they are
already contracted to deliver in 2015.

Growing Pre-accredited Research Trial
The ACFE Board is interested in developing and trialling new approaches to address current barriers
to delivering pre-accredited training.
The approaches will address current barriers in three identified research areas to test if the new
approaches increase engagement, participation and completion of pre-accredited training.
Learn Local organisations are invited to submit an Expression of Interest outlining an approach that
will be developed and trialled in one of the following three research areas:
1. Reaching learners in isolated or declining populations
2. Working with learners with multiple or complex needs
3. Engaging disadvantaged learners
The ACFE Board is funding the trials to support the expansion of pre-accredited training and
identify and test small scale approaches which have the potential to be replicated by other Learn
Local organisations.
This will build the Board’s knowledge of how to address the barriers and support the delivery of preaccredited training in the future.

The ACFE Board is investing $2.5 million to expand pre-accredited training delivery, especially in
those communities experiencing significant population change.
Learn Local organisations who have the capacity to deliver additional hours to meet unmet demand in
the identified communities above will be given priority but all applications will be considered.
The Research Trials will test new delivery approaches and all Learn Local organisation’s whose
Expression of Interest meets the assessment criteria and demonstrate a history of quality training
provision will be considered for participation in the trial.
