Progress, interpretation and fulfillment of policies, regulatory compliance, plans and programs established by the Board of Directors for the administration of the Interlake- Eastern Regional Health Authority's operations. The creation and execution of the Interlake-Eastern Regional Health Authority strategic and operational Health Plans for achieving the mandate of the Authority, within policy parameters defined by the Board of Directors. Providing leadership, vision, support and interpretation of policies to staff and health consumers in promoting and delivering integrated community-based, needs-driven health care services. Ensuring that funding is appropriately allocated to address organizational priorities. Development and maintenance of an efficient and effective organizational structure to deliver health services and programs of the Interlake-Eastern Region. Organizational structure, management processes, human resources and general administration of health services delivered by the Region for which the Interlake-Eastern Regional Health Authority is responsible. Ensuring that effective internal and external communication strategies and structures are in place. Development of collaborative partnerships and working relationships with internal and external stakeholders in the planning and delivery of health services. Promoting partnership and cooperation with organizations and governments and maintaining strong working relationships and communications with all health providers and stakeholders in the region. Providing support, advice and reports required by the Board and Board Committees. Ensuring a comprehensive monitoring system is established, in consultation with the Board, for regular reporting to the Board to determine and assess performance of key elements of the organization. Such reports shall be inclusive of such key areas as finances, continuous improvement / risk management, patient / resident concerns, health plan implementation status, etc. Apprising the Board of Directors of regional and provincial information and developments pertinent to the delivery of health services in the Interlake-Eastern region. 1 IERHA 114/15 CEO Provision of a safe work environment by ensuring the adherence to Workplace Safety and Health Regulations and which avoids, prevents and corrects activities or actions which may result in an adverse outcome in the delivery of health services to patients and clients. In conjunction with the Board Chair, is the primary spokesperson for the organization. Effective recruitment, selection, development and evaluation of senior management and executive personnel and approval of compensation plans for all levels of the organization, within the bounds of the executive obligations. The Board operates under the Policy Governance model and expects the Chief Executive Officer to provide strong leadership within the constraints of the Executive Obligations and consistent with the health priorities and program goals of the provincial government and Manitoba Health. Qualifications: Post-secondary degree in health care or business administration combined with a minimum of five years executive management experience in a health care setting. A suitable combination of post-secondary education and health care experience relevant to the position of CEO may be considered. Commitment to the vision of improving the health system to meet sustainable, evidence-based regional health needs. Strong and effective written and verbal communication skills including experience relating to and communicating with media. Strong leadership and interpersonal skills necessary to develop effective working relationships with a wide array of internal and external stakeholders. Consultative management style with a proven ability to function effectively in a team environment. Awareness and sensitivity to cultural and ethnic differences and their impact on health services delivery. Innovative with strong analytical skills and a proven ability to function effectively in a complex integrated health care environment. Demonstrated understanding of government processes and policies, and an understanding of relevant legislation and regulations. Valid driver’s license. Satisfactory employment record required.
