Letter of Agreement TPEP Evaluation Transition The Bremerton School District and the Bremerton Education Association agree to the following transition plan required by RCW 28A.405.100(7)(c). 1. For the 2013-14 school year, all provisional teachers and teachers who are on probation will be transitioned to the new evaluation system. This group will be referred to as the initial transition group. In subsequent school years, teachers in the initial transition group will receive a comprehensive or focused evaluation, as allowed by law. All other classroom teachers, including teachers on leave replacement contracts, will be on a PGP model, as described in Section 6.G of the collective bargaining agreement for the 2013-14 school year. 2. Prior to January 15, 2014, the placement of all other classroom teachers on the implementation schedule will be determined by building lottery. Teachers will be placed into Cohorts A, B, C and D. In each school year, classroom teachers on probation or in provisional status will be placed in the new evaluation model on a comprehensive evaluation. 3. For the 2014-15 school year, all classroom teachers in Cohort A will receive a comprehensive evaluation. Classroom teachers in Cohort B will receive a focused evaluation. All classroom teachers in Cohorts C and D will be on a PGP model, as described below. 4. For the 2015-16 school year, all classroom teachers in Cohorts B will receive a comprehensive evaluation. Classroom teachers in Cohort A will receive a comprehensive or focused evaluation, as allowed by law. All classroom teachers in Cohorts C and D will receive a focused evaluation. 5. For the 2016-17 school year, all classroom teachers in Cohorts A and B will receive a comprehensive or focused evaluation as allowed by the law; and all classroom teachers in Cohort C will receive a comprehensive evaluation; and all classroom teachers in Cohort D will receive a focused evaluation. 6. For the 2017-18 school year, all classroom teachers in Cohorts A, B, and C will receive a comprehensive or focused evaluation, as allowed by the law; and all classroom teachers in Cohort D will receive a comprehensive evaluation. 7. If an administrator wants to evaluate an employee using the comprehensive evaluation process and that employee has not already been designated to receive a comprehensive evaluation, the administrator must document performance deficiencies and notify the employee in writing (with copies to the Association President and the Director of Personnel). A-30 8. The comprehensive and focused evaluations referenced above shall be conducted in accordance with the statutory requirements in RCW 28A.405.100. 9. The PGP evaluation referenced above shall include a teacher self-reflection that uses a state evaluative criterion or the instructional framework to help identify professional goals related to the same. Classroom teacher shall establish one or more professional goals to support a state evaluative criterion or the instructional framework. The classroom teacher and evaluator shall meet by October 31 st to discuss and submit the Level 3 professional goals worksheet. The classroom teacher and evaluator shall meet for a mid-year check, preferably by February 15th. 10. The term “classroom teacher” used in this agreement means a certificated employee who provides academically focused instruction to the students and holds one or more of the certificates pursuant to WAC 181-79A-140(1) through (3) and (6)(a) through (e) and (g). This shall not include elementary interventionists, counselors, library/media specialists, TOSAs, ESAs and dean of students, who shall remain on the previous evaluation system. 11. For classroom teachers transitioned to the new system, the provisions of this letter of agreement and the letter of agreement regarding the evaluation procedures shall replace evaluation language in Article VI of the bargaining agreement. 12. This Agreement shall expire at the end of the 2017-18 school year when all cohorts have completed a comprehensive evaluation. The parties agree to revisit this Agreement annually to review and refine the evaluation process.
