ICIS Release 7.2 Change Requests and Defect Request Descriptions Updated
CR-571: Upgrade State NPDES and Federal Compliance Monitoring screens to the new ‘look
and feel’
The State NPDES and Federal Compliance Monitoring screens were upgraded to improve the
usability of the screens. Included in this upgrade are the following additional changes:
- Added the ability to enter multiple non-required non-sensitive comments (for both
Web and EDT)
- Upgraded the Related Activities screen to the new ‘look and feel’
- Contacts and Addresses were removed from the NDPES Special Regulatory
Inspection screen sections and those Contact types were added to the main
Inspection screen’s Contacts and Addresses section.
CR-2619: Remove Add/Link ADR button from the Federal Compliance Monitoring screens
The Add/Link Alternative Dispute Resolution (ADR) button was removed from the Federal
Compliance Monitoring screens. This functionality is not used and can be done through the
Related Activities screen.
CR-2130 & CR-2131: Add ‘Observed By’ field to Federal Stack Tests
A new multi-select optional field, ‘Observed By’, was added to the Federal Air Compliance
Monitoring Stack Test web screen. The Federal screen will now be consistent with the Air
Delegated Agency (DA) screen. An optional XML tag (StackTestObservedAgencyTypeCode) was
also added to the Federal Compliance Monitoring EDT submission type.
CR-1782: Enhance functionality to include an ‘Add and Link’ option on all List of Eligible
Activities to be Linked screens
NPDES and Air activities can be linked to other activities through tabs. From the Edit screen of a
selected Activity, these tabs allow users to access the List of Eligible Activities to be Linked to
the selected Activity screen, where the user can link existing Activities to the selected Activity.
This enhancement provides a way for users to add new Activities on this screen, copying the
linked Facility from the selected Activity and linking the new Activity to the selected Activity
upon completion of the save. The modules enhanced include Compliance Monitoring,
Enforcement Actions, and Case Files.
CR-2202: Facility Search Screen - Add fields for Program Operating Status, Pollutant
Classification, and Facility Attainment Status
New Air Facility Search fields were added to the Facility Search screen as follows:

New fields added to the Air Programs section of the Facility Search screen to allow users
to search by Operating Status, Operating Status Start Date range, and Current Operating
Statuses Only.

New fields added to the Air Pollutants section of the Facility Search screen to allow
users to search by EPA Classification, Delegated Agency Classification, Classification Start
Date range, and Current Classifications Only.

New fields added to a new Air Facility Summary Information section of the Facility
Search screen to allow users to search by Attainment Area Classification.
CR-1101: Update Cities reference table to remove the Parenthetical County Name and State
Code
The reference table for Facility Cities was updated to remove the parenthetical county name
and state code from the City name description. A corresponding data fix was applied to all ICIS,
NPDES, and Air Facility Interests to remove the parenthetical county and state data from the
free text City field. Web screens were updated to display a concatenation of the City Name,
County Name and State Code from the source data elements. Users should not notice a
difference in the “look and feel” of the Interest records – this was primarily to clean up the
reference data and synch the Facility city data. The Facility Add/Edit and Search screen will
continue to display City Name (County Name, State Abbreviation) in the GNIS City, but will no
longer populate the parenthetical in the free text City upon save.
CR-2588: Add LCON Air Facility Screen - make LCON required
The LCON field on the Add LCON Air Facility screen will now be required. If left blank, upon
save, the system will issue an error message to the user. The LCON field will continue to be set
for LCON user. This change affects Federal users assisting LCONs with data entry.
CR-1838: Rename and Add New Final Order Types to Air DA Enforcement Actions
The list of Final Order Types that are available for Air DA Enforcement Actions has been
changed to the following list of available types.

CR-2578: Default Program Interest to NPDES for Facility, Compliance Monitoring, and
Enforcement Action searches from NPDES Global Navigation Menu
When a user accesses the ICIS Facility Search, Compliance Monitoring Search, or Enforcement
Actions Search screen from the NPDES Global Navigation Menu, the NPDES checkbox under
Program Interest will default to checked, and the user will be able to uncheck it.
DR-2589: Web Add Air Facility (State): Programmatic ID's State Code drop down is not
filtering out inactive values
On the Add Air State Facility Web screen, the list of States available for the Facility ID was
corrected to filter out inactive values.
DR-2590: Web Add Air Facility (LCON): Programmatic ID's State Code drop down is not
filtering out inactive values
On the Add Air LCON Facility Web screen, the list of States available for the Facility ID was
corrected to filter out inactive values.
DR-2569: Web Add/Edit ICIS or NPDES Facility: No error message issued for incorrect
Construction Latitude or Longitude data in Degrees Minutes Seconds format
On the Add or Edit ICIS or NPDES Facility Web screen, the Construction Latitude and Longitude
Degrees, Minutes, Seconds fields were corrected to issue an error message if invalid values are
entered by the user.
DR-2582: Search Facility to Link: System defaults both State and LCON values when logged in
as LCON User
Corrected the Search Facility to Link screen defaults so when the user is logged in as an LCON
user the screen only defaults the LCON value and not the State value. State remains blank.
DR-2680: Search Facility to Link: Disable 'Show All Related Records' checkbox on Search
Facility to Link screen for Air DA EA and CM records
For Air DA records, the only applicable facility is an Air Facility so the Search Facility to Link
screen has Air as a default for the search. The ‘Show all Related Records’ checkbox is not
applicable. This has been corrected for the DA Enforcement Action and DA Compliance
Monitoring records so that the ‘Show All Related Records’ checkbox on the Search Facility to
Link screen is read-only and unchecked.
DR-2670: Edit Pollutant Error when simultaneously editing New and Current Classification
Information
Corrected the Pollutant Classification error so that users can edit the current classification data
and add a new classification at the same time.
DR-2595: Final Order Type not filtering properly for Air DA EAs
Corrected the list of Final Order Types for Air DA Enforcement Action Final Orders so that only
the list needed for Air DA records is displayed.
DR-2690: Change screen titles to ‘Linked’ instead of ‘Related’ for all the ‘new look and feel’
Tabs and Linked Activities screens
For the new screens, the titles on screens displaying a list of linked activities were changed from
“Related to” to “Linked to”.
DR-2692: Fix Titles on List to Link Screens for the ‘new look and feel’ List to Link screens
For the new screens, the titles on the List to Link screens were changed to “List of <activity
name> Activities Eligible to be Linked to the <activity name>”.
DR-2172: EDT Air DA and Federal Compliance Monitoring Stack Test XML Submissions: Stack
Test Status Code not defaulted to Pending on Replace transaction
Corrected the error in both Air DA CM and Federal CM submission types for XML Replace
transactions so that when users submit an asterisk for Stack Test Status Code, the system will
reset the default to “Pending”.
DR-2677: EDT Federal Compliance Monitoring XML Submissions: Federal CM Submission does
not save when the Facility is not in the Facility Interest table and Universe Indicator data
exists
Corrected the error in Federal CM submissions for XML Replace transactions so that when users
submit a Facility ID that has been sent to ICIS from FRS but never used in ICIS for an activity and
Universe Indicator data exists, the record will save.
