** PUBLIC NOTICE **
To All Concerned:
1. While the greatest possible care will be executed by the management to protect patrons of the Houston County Fair,
each individual will be held personally responsible for his or her actions and the management will not be accountable or
responsible for any injury.
2. The Houston County Agricultural Society management assumes no liability for loss or damage to any property to the
concessionaire, exhibitor or patron, due to theft, fire, tornado, weather conditions or other causes. Each exhibitor is to
provide his/her own insurance coverage for possible loss or damage. Each commercial exhibitor or concessionaire
should provide the Houston County Fair a certificate of liability insurance at or prior to the time of set up.
3. No pets are allowed on the fairgrounds or in the animal buildings, however, service animals are welcome.
** PROTESTS **
Protests must be made in writing and be accompanied by a fee of $25.00. All appeals and protests will be settled by the Fair
Board at the next meeting of the Board, when all parties involved will be heard. Any person or group that conducts a
protest action must limit its activity to the location designed by the Houston County Fair Board. The designated location is
on the fairgrounds property at the east end of the grounds, north of the dairy barn and south of the infield grand stand fence.
No entrances or exits can be obstructed or limited in any way.
** MEMBERSHIP **
Purchase of a $2.00 Membership Ticket at the Secretary’s Office at the fairgrounds makes one a member of the Houston
County Agricultural Society and entitles the holder to vote at the annual meeting held in November. Open class exhibitors
must buy a Membership Ticket. There will be a 50-cent non-livestock exhibitor’s fee up to $10.00, with the $2.00
Membership Fee. Children under the age of 10 are exempt from membership fees, but are required to pay lot fees. Tickets
will be required for grandstand events.
Season Parking: $10.00
Each Entry: $ 2.00
Please abide by the “no parking” and “fire lane” signs posted throughout the fairgrounds.
A fire lane must be maintained to comply with fire code and provide access for manure handling. Illegally parked vehicles
will be towed at the owner’s expense.
** COMMERCIAL EXHIBITORS **
Commercial exhibitors should contact Emily Johnson at (507) 725-3397 or (608) 397-5992 to reserve space.
Setup is Wednesday, Aug. 13 between 9 a.m. and 9 p.m. Commercial Exhibit hours are Thursday noon - 9 p.m.,
Friday & Saturday 10 a.m. - 10 p.m. and Sunday 11 to 4 p.m. Exhibits must not be removed until 4 p.m. Sunday without
permission from the fair board officers.
** PREMIUMS **
1. Efforts will be made to mail premium checks within 30 days after the close of the fair. Claims for errors in premium
checks must be made within 15 days of the date of the check. Checks not cashed within 60 days from the date of issue
will be considered forfeited to the Society.
2. Premiums will not be paid on articles or animals removed from exhibition before 4 p.m. on the last day of the fair.
3. Where there is no competition, first premium may be awarded, but the money paid will be based on the
recommendation of the judge relative to the merit of the exhibit. No award will be made if the exhibit doesn’t merit an
award.
4. Premium checks will be mailed.
** GENERAL RULES & REGULATIONS **
1. Competition for premiums is open to everyone regardless of race, creed, sex, age or place of residence.
2. Every exhibitor in the open class shall be required to purchase a Membership Ticket when his/her entry is made.
Children under the age of 10 are exempt from membership fees.
3. The Society will not assume any responsibility for disease, sickness, injury, loss or damage to exhibits contracted
during the fair.
4. If, for any reason whatsoever, the general receipts of the Society are reduced or diminished, then the Society does not
guarantee full payment of premiums listed in this book.
5. The management will not be responsible for typographical errors in this list, but should any occur, same will be
interpreted by the Board of Directors.
6. The Board of Directors reserves the final and absolute right to interpret these rules and regulations and determine all
matters, questions, and differences in regard thereto or otherwise arising out of or incident to the fair.
7. Any person knowingly violating any of the rules of this Society will thereby forfeit all rights to any premium that may
be awarded to them.
** ENTRY PROCEDURES AND EXHIBITS **
1. Livestock must be pre-registered by Thursday, August 7, 2014 for stall assignments. Open class non-livestock exhibits
should be pre-registered by August 9 to allow time for processing entries. ALL OPEN CLASS ENTRIES MUST
BE RECEIVED NO LATER THAN TUESDAY AUGUST 12, 2014 AT 6:00 PM. Entries after that will
not be accepted in order to prepare for judging.
2. The Society reserves the right to limit the number of entries if space is unavailable. The management will
endeavor to arrange for space for all qualified exhibitors. However, if present accommodations are exhausted, the
management reserves the right to close entries at any time.
3. Exhibits shall be in place prior to the official opening of the fair, except livestock. See classes for details.
4. Stock and articles must be entered in the name of the bona fide owners.
5. No person shall enter an article that has heretofore been exhibited and a premium paid thereon in the same lot except in
certain designated classes.
6. All articles exhibited must be the property of the exhibitor and, except in designated classes, must be made,
manufactured, or raised during the past 12 months by the exhibitor. Livestock must have been owned by the exhibitor
60 days prior to the fair.
7. Not more than one entry can be made in the same lot by any exhibitor, except in designated classes. When more than
one entry is made from the same farm or by the same family, proof of ownership must be shown to the superintendent
of that division.
8. No article will be allowed to compete for cash premiums that is not named and numbered in this premium list, except
where a judge has split lots. Articles not listed may be displayed upon the approval of the division superintendent. A
request can be made to the Board of Directors to make provisions for additional classes or lots in succeeding years.
9. No article may compete for more than one premium, except livestock, which may be included in calf on foot, get of sire,
produce of dam, and best 3 head. Individual poultry cannot be used in pen lots. This rule does not bar sweepstakes or
special award competition.
10. Exhibitors will be furnished with cards containing exhibitor number, division, class and lot designation and
description of article. Such cards must be attached to or in close contact with the article to which they belong.
11. In the case of dairy, beef and sheep breeding classes, the owner must furnish certificate of registry in the respective
breed association upon request to be eligible for premiums.
12. Each person exhibiting livestock species that need health papers must have them available to give to the
superintendent at the unloading area. All animals will be checked before entering the barns. All rules and regulations
of the Minnesota Livestock Sanitary Board must be observed. No animals will be unloaded without the proper
health papers.
13. Straw and hay must be furnished by the exhibitor.
14. Grain and field seeds shall be exhibited in plastic five-quart pails free from any personal advertising.
15. All roots shall be cleaned and trimmed for exhibition.
16. Exhibits must not be removed until 4 p.m. Sunday without permission from the fair board officers.
17. All 4-H animals may be entered in open class and will be required to pay said fees.
18. All horses or other animals must be exercised in arena only.
19. All non-livestock entries must be in before 4 p.m. on Wednesday, Aug. 13, 2014. All livestock must be in place
by 1 p.m. on Thursday, Aug. 14.
20. Livestock Exhibitors: Please take note of all entry fees listed on the entry form. Fees must accompany entry to
ensure stall assignments.
Note: NO WOOD CHIPS ALLOWED AS BEDDING. WOOD SHAVINGS ARE ACCEPTABLE.
** JUDGING **
1. Judging will begin on the first day and continue until completed.
2. Awards shall be designated by ribbons or cards as follows: Championship; Reserve Champion; First (blue);
Second (red); and Third (white).
3. Judges will report to the secretary for instructions prior to beginning their work.
4. The superintendent or an assistant of a division shall assist the awarding judges as clerk and shall make a written entry
on the record of award made. This record shall be signed by the judges and returned to the secretary.
5. The superintendent of each division shall check to see that each article entered on the record book is presented
and properly arranged before the judges place the entries. If an article cannot be found, the judges shall be
informed.
6. Any interference by the exhibitor to influence or dictate the decision of the judges will be sufficient cause for excluding
his or her entry from competition and must be reported to the secretary by the division’s superintendent.
7. The superintendent of a division may request the judge in his division to state the reason for awards if such a request is
made by an exhibitor or spectator.
8. The decision of the judges shall be final in all cases except where mistake, fraud, or misrepresentation becomes
apparent. In such cases, the Board of Directors’ decision is final.
9. An exhibitor may make a written protest of a decision of a judge to the superintendent of the division within three hours
after the time the award is made.
10. All protests shall be settled by the Board of Directors at a meeting where all parties will be notified to appear.
11. No former prize winnings are to be displayed before judging in that class is completed.
12. No Champion or Reserve will be given in a class of one entry unless the judges feel it deserves it.
13. Judges have the right to split lots.
** LIVESTOCK HEALTH REQUIREMENTS **

Livestock or poultry known by the exhibitor to have an infectious, contagious disease or to have been exposed to an
infectious, contagious disease or to be from a quarantined herd or flock may not be entered in the exhibition. Warts and
ringworm are considered communicable diseases. Livestock affected by these diseases cannot be exhibited. A statement
from a veterinarian that the animal is being treated is not acceptable.
All livestock will be inspected by the official veterinarian on opening day of the exhibition and daily during the
exhibition, including poultry and rabbits. The official veterinarian will order immediate removal from exhibition premises
of any livestock with symptoms of infectious or communicable diseases. They may not enter a show ring. This includes
livestock with warts or ringworm.
In the event that a 4-H or open class exhibitor is asked to remove their animal by the Houston County Ag Society’s
official veterinarian for health reasons, they must do so within six hours. The vet will mark the affected animal
with a marking stick. If the exhibitor fails to comply, they will be subject to the following consequences:
• the individual will lose all premiums, both 4-H and open class.
• the individual will lose any 4-H State Fair trip (livestock and non-livestock) for that year.
• the individual and his/her immediate family will be banned from exhibiting livestock at the
Houston County Fair for a period of three years following the year in question.
Non-livestock exhibiting will be permitted for the entire family during the three probationary years.
Any family exhibiting livestock needs to have their animals checked by their own veterinarian (not the Houston County
Fair Vet) prior to the fair if the animals are in question for health reasons. If the family veterinarian has a question about
any animal, he/she should contact the State Vet/Health Board or the Houston County Fair Vet. Please note that ringworm,
warts, etc., can appear even after the family vet has given approval. The decision of the Fair Vet, along with the decision of
the superintendent, to remove an animal is final.
All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health
Certificate must accompany the tested animals. Livestock and poultry entered in a petting exhibit are not exempt from the
exhibition rules if the animals are from more than one farm or there are other animals at the exhibit.
GENERAL REQUIREMENTS - Livestock and poultry that exhibit symptoms of any infectious or communicable
disease, including ringworm and warts, may not be exhibited. All animals must be examined by the official veterinarian on
the day they are admitted to the exhibition and at least once daily during the exhibition. All animals imported into
Minnesota for exhibition must be accompanied by a certificate of veterinary inspection and meet Board of Animal Health
importation requirements.
Official identification : Please note that the following types of identification are not considered official on certificates
of veterinary inspection or test records required for exhibition:
1) 4-H tags
2) Producer tags without a state or USDA assigned premises number and individual animal number preceded by
state abbreviation
3) Tattoos not registered with either a breed association or state agency

CATTLE- No specific tests or identification are required for cattle from Minnesota.
SHEEP & GOATS- All sheep and goats, including wethers, must be identified with official identification approved for
use in the Scrapie eradication program. Official identification includes USDA Scrapie identification tags and tattoos
approved by the Board of Animal Health. Sheep and goats within 30 days of giving birth (before or after) cannot be
exhibited without prior approval from the Board of Animal Health.
HORSES - All horses must be negative to an official test for Equine Infectious Anemia (EIA) within 12 months prior to
the opening date of the exhibition. A test is not required for suckling foals accompanying a negative dam.
SWINE - Swine must be individually identified with an ear tag or herd tattoo.
POULTRY - Poultry, with the exception of pigeons and waterfowl, must be individually identified with a leg or wing
band and must have had a negative test for pullorum-typhoid disease conducted within 90 days prior to the opening date
of the exhibition or originate directly from parent stock tested and found negative for pullorum-typhoid disease within the
last 12 months. In addition, turkeys must be tested negative or originate directly from parent stock that is tested negative
for Salmonella typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae. Poultry must be accompanied by a
testing or origination certificate approved by the board.
DOGS - Dogs over 6 months of age must have a certificate of rabies vaccination issued by a licensed veterinarian.
All imported animals must be accompanied by a certificate of veterinary inspection and meet the board’s
importation requirements.
NOTE: SLAUGHTER CLASSES - All cattle, swine and poultry entered in this class, which are kept isolated in a
separate building from all other livestock and poultry at the exhibition and which are slaughtered during or immediately
following the exhibition,do not require tests or individual identification.
STOP ! ! ! IF YOU HAVE RECENTLY TRAVELED TO A FOREIGN COUNTRY (RETURNING WITHIN THE
LAST 2 WEEKS), PLEASE DO NOT ENTER THE BARNS AS A PRECAUTION AGAINST SPREADING FOOT &
MOUTH DISEASE. THE BARNS WILL HAVE SIGNAGE REMINDING PEOPLE OF THE PROPER
PRECAUTIONS NECESSARY TO KEEP FROM BRINGING THIS DISEASE TO THE UNITED STATES.

DEPARTMENT 3 - DAIRY CATTLE

Livestock must be in place by 1:00 p.m. on Thursday, Aug. 14; judging is Saturday,
Aug. 16 at 10:00 a.m.; $5.00 electrical fee will be collected for each fan used.
Grand and Reserve Champion, as well as Junior and Reserve Junior Champion, will be awarded ribbons to the best female of each
breed. A herdsmanship award will be given.
Two animals in the same lot may be shown by one exhibitor except only one group entry per exhibitor (Lots 14-19). Purebred and
grade identified cattle may be exhibited.
All animals entered in Houston County Holstein Show and Brown Swiss Canton Show
must be entered in open class.
A Supreme and Reserve Supreme Champion will be chosen from the Junior and Senior Champions of all breeds. The Supreme
Champion will be awarded $100 and the Reserve Supreme Champion will be awarded $50.
All dairy exhibitors using the milking parlor will be required to donate their milk money to a special fund used to upgrade and
maintain the milking parlor. This fund will also pay the premiums for Supreme and Reserve Supreme Champions. (All dairy
exhibitors are also responsible for the maintenance and up keep of the wash rack, milk house and parlor during the fair.)
There will be a Little Britches Class for children 8 and under sponsored by the Holstein Club. Junior calves 3/1/14 to 5/31/14 are to be
shown in this class, which may be also shown in open class competition by another exhibitor. All breeds, no pre-registration
necessary. Awards provided by Holstein Club.

DEPARTMENT 5 - POULTRY & PIGEONS

Poultry, pigeons and eggs must be in place by 11 a.m. on Wed., Aug. 13; judging at noon.
Entries limited to 40 birds per family pen entry. Exhibitors must furnish their own padlock for cages. Exhibitors are responsible for the
care of their birds. Exhibitors must provide feed and bedding. Pigeons entered at exhibitor’s risk- they do fly. Grand
Champion and Reserve Champion ribbons will be awarded to best male and female over all varieties in each of these classes: Chicken,
Duck, Geese, Turkey and Pigeons.
All poultry not entered in proper class will be disqualified. The New American Standard of Perfection will govern the judge in all
varieties recognized therein. Entries in all poultry classes shall consist of single specimens and trios. Trios shall consist of one male
and two females of the same variety. Single entries are not permitted to enter trios.
All birds will be judged by comparison.

TIPS FOR BEST RESULTS
• Correct number of specimens required.
• Current growing season may determine maturity of specimens.
• Do not scrub vegetables; wash or brush only
• Tomato stem- remove stem.
• 1/4” stem left on cucumbers.
• Take all but the inner two husks from sweet corn.
• Kohlrabi- remove root just below ball. Remove all but 4-6 upper leaves near the upper 1/3 of ball.
• Pull onion at least 2 weeks prior to fair date so stems can be dry and twisted. Do not peel.
• Remove all leaves unless stated

Wine Specifications
1. Wine may be made from any fruit, vegetable, grain or juice commonly used in the making of wine.
2. Wines must not be more than one year old.
3. Each entry must be bottled in a clean 750 ml bottle sealed with a cork.
4. Each bottle must be labeled. The label should contain the following information:
• Name and address of maker.
• Date (month, year) fermentation was begun.
• Entrants are encouraged, but not required, to list whether fruit, dried fruit, or juice was used in making the wine, and any other
information which would be useful in describing each entry.
Rules and procedures for entering

Rules & Regulations
1. Each contestant needs to enter two bottles of beer for each entry. One bottle for the first round and one bottle for the Best of Show
round.
2. All contestants must be 21 years of age or older.
3. All beer must be homebrewed by an amateur and in non-commercial facilities.
4. Any entry brewed with the help of another brewer must be entered under the names of all brewers that helped.
5. Entries must remain in place until 4 p.m. on Sunday, August 17.
6. If less than 3 entries are submitted for a lot, that lot will be combined with another lot.
Beer Specifications
• Beer may be made from malt, hops, grain, fruit/vegetable juice, or any other product commonly used in making beer.
• Each entry must be bottled in a clean brown or green bottle with at least a 10-ounce capacity. We prefer that they have no raised

DEPARTMENT 110 - FINE ARTS

1. All exhibits should be brought to the Art Department in Floral Hall on Wednesday,
Aug. 13, and be presented to the superintendents for entry.
2. The work of art presented for entry should have been done within the last two years.
3. All entries must be the original work of the exhibitor and should not have been previously exhibited at the Houston County Fair.
No copies.
4. An exhibitor is allowed two entries per lot to be judged. Other entries will be hung to be shown without a prize or may be sold, in
which case, the price should be indicated.
5. All entries to be hung must be framed or matted and equipped so they can be hung or they will be refused.
6. No oil will be accepted if not dry. Pastels and other works easily damaged must be covered by glass or sprayed with fixative.
7. A judge will select a prize in each lot. The right to withhold any awards is reserved if, in the judge’s opinion, work submitted does
not justify an award.
8. Paintings may be offered for sale to visitors, but cannot be removed until release time on Aug. 17. If for sale, price should be
indicated on the back of the entry tag.
9. Small articles must be boxed or mounted attractively.
10. The public will select the People’s Choice Award on Sunday, Aug.17. The award is a ribbon.
11. Best of Show ribbon awarded for each Class A through E.

GENERAL RULES
1. Judging will be done in three categories: 14 & Under, Amateur Adult, & Professional.
2. Professionals are defined as persons making over quarter of their total income from the sale of artwork. Entries limited to two
entries per lot.
3. Entries must be framed or matted and equipped so they can be hung or they will be refused.
4. All photos must be the work of the exhibitor in the last year.
5. Any photograph that has been entered in any other competition and won an award is ineligible for competition.
6. Any photo of copyrighted matter is ineligible, i.e. photos of TV programs, any highly visible article showing a copyright or making
it easily recognizable.
7. A photo in which a person is 2/3 or more of the scene shall be entered as a portrait.
8. All entries in the Traditional Classes must have a description placed on the back of the framed piece stating: Type of Film, Type of
Camera, Shutter Speed, F-stop and Filter.
