EXTRACURRICULAR PROGRAMS POLICY
FCHS – Home of the Flyer Nation
CRITERIA FOR PROGRAMS
For an extracurricular program to be continued or to institute, the program must:
1. Contribute to the following Kentucky Core Academic Standards:
 Becoming a self-sufficient individual.
 Becoming responsible members of a family, work group, or community, including
demonstrating effectiveness in community service.
2. Generate and maintain student interest as well as attract students currently not involved in
extracurricular or service projects.
3. Encourage, enhance, and maintain equity including but not limited to a wide range of
opportunities for both male and female students.
4. Have a FCBOE employed sponsor and have adult supervision (with criminal background
check) at all times.
5. Must complete the attached application and have it approved by the SBDM Council. All
student organizations must be determined to be curriculum related to qualify to meet
during the school day. Non-curriculum related organizations may meet only before or after
regular school hours. If the applicant organization wishes to be considered as curriculum
related, it must supply evidence of at least one of the following:
 A relationship between the organization’s purpose and the curriculum of one or
more courses.
 A relationship between the activities engaged in by the membership and curriculum
of one or more courses.
 The organization’s purpose and activities result in members’ acquisition of one or
more of the capacities specified in section 2, KRS Chapter 158 (KERA).
 The group’s purpose and activities result in members’ demonstrating attainment of
one or more of the goals specified in section 3, KRS Chapter 158 (KERA).

approved and instituted based on their ability to meet the criteria listed in the first section of this policy.

Student Participation
Students will be eligible to participate in extracurricular activities if they:
1. Maintain passing grades in accordance to the set criteria of the KHSAA.
 Failing one class – Must attend ESS;
 Failing two or more classes – Must attend ESS and may NOT be allowed to
participate until grade(s) raises to passing.
2. Are considered on correct grade level at start of the school year according to the school’s
current minimum credit requirements.
3. Were in attendance on the day of the activity or on the Friday before for weekend activities.
Students wishing to check in late to school must do so before 12:30 of the day of the event
to be considered “in attendance”. Special permission from the principal can be issued on a
case-by-case basis.
4. Comply with rules established by the adult coach or sponsor for the activity.
5. Where applicable, meet any requirements set by the appropriate sponsoring or governing
organization.
6. Follow the “No Alcohol/No Drug” rules set forth for student extra-curricular participants. On
the first offense of drugs or alcohol, the student will be placed on a behavior contract with
Franklin County High School stipulating but not limited to the following:
 No trafficking, possessing, selling, transferring, or using illegal controlled substances
(including alcohol) of any type, other than those prescribed by a physician for that
particular individual, on or about school property, at any location of a schoolsponsored activity or en route from school or a school-sponsored activity. (Franklin
County Public Schools Discipline Code)
 Student will be required to attend at least three counseling sessions with a school
counselor of their choice or other counselor at student’s expense. Failure to attend
counseling sessions will automatically result in a one year suspension.
 If a second offense occurs, the student will not be allowed to participate in any
extracurricular activity for one year.

COACHES AND SPONSORS
Each extracurricular activity will be led by an adult coach or sponsor who meets any applicable
requirements set in law, or by sponsoring or governing organizations. The coach or sponsor will be
responsible for personally supervising or ensuring that all students are supervised by an adult while they
are participating in an activity, including practice time and travel time where applicable.
The coach/sponsor is limited by Board policy to attending and monitoring all meetings/events. All other
participation is prohibited.
The principal will assign coaches and sponsors from our school’s current staff following our policy on
Instructional and Non-Instructional Staff Time Assignment. If it is necessary to consider applicants who
do not currently work at our school, our policy on Consultation will be followed.
PROGRAM EVALUATION
Our extracurricular program will be evaluated through the needs assessment process for updating our
School Improvement Plan.
POLICY EVALUATION
We will evaluate the effectiveness of this policy through our School Improvement Planning Process.

STUDENT ORGANIZATION APPLICATION
All student organizations wishing to use the facilities of the Franklin County Schools must complete the
following application. Please submit a proposal containing the following:
1. List the name of the organization.
2. Outline the purpose of the organization.

3. Present evidence that the organization was/is student initiated.
4. If the applicant organization wishes to be considered as curriculum related, it must supply
evidence of at least one of the following:

one or more courses.

We agree not to hold meetings without the certified staff monitor present and that we will obtain prior
approval of the time and place of the meeting from a school administrator.
Further we agree that the school and/or district has sole authority to maintain order and discipline on its
premises including, but not limited to: access to the public address system; bulletin boards; limitation on
the distribution of information (including time and location of meetings); and attendance of nonstudents.
