Student Council Constitution

Preamble
We, the Associated Student Body of Skyline High School, sending the need to establish guidelines for
our student involvement in school affairs, and to promote a beneficial atmosphere, so hereby
establish this constitution for ourselves and the future classes.
Article 1 – Name
Section 1
The name of this organization shall be Skyline Student Council, who represents
the Skyline student body.
Section 2
The colors of Skyline High School shall be Forest Green and Las Vegas Gold.
Section 3
The mascot of Skyline High School shall be the Coyote.
Article 2 – Purpose
Section 1
The object of this organization shall be to direct all the activities of the student
body within the guidelines of the school district and to promote the interest
and uphold the good name of the school.
Article 3 – Membership
Section 1
Any student enrolled in Skyline High School shall be eligible to be a member of
Skyline Student Council, and shall have all constitutional privileges unless
otherwise stated.
Article 4 – Organization
Section 1
The student body has reached a population over 2,500, the executive branch
will establish a homeroom council.
Article 5 – Amendments
Section 1
Amendments of this constitution mat is proposed by two-thirds majority vote
of student council.
Section 2
Amendments may be adopted through ratifications by two-thirds of the voting
majority of the student council, providing that the written notice of such
amendments has been posted at least one week before voting.
Article 6 – Qualifications of Officers
Section 1
Any officer of Student Council must be currently enrolled as a Skyline student
and shall not have begun his/her ninth semester at high school which includes
grades nine through twelve.
Section 2
All officers must have passed 5 classes the prior semester to election and must
maintain a 2.5 grade point average in all classes while in office.
Section 3
The Student Body President shall be a member of the senior class. The Student
Body Vice President shall be a member of the junior or senior class.
Article 7 – Election Procedures of the Student Body Officers
Section 1
All students wishing to run for an office must comply with the following
regulations:
A. File a letter wishing to run for office and comply with the board policy.
B. Obtain favorable faculty recommendations. The standards for the favorable
shall be set by the administrator assigned to Student Activities.
C. Students wishing to run for a class representative position MUST attend
pre-election meetings.
D. Students who are running for a class representative position must follow all
timelines.
E. There will be at least 15 representatives from the sophomore, junior, and
senior classes.
F. The first two appointments shall be the Student Body President and Vice
President.
G. The Student Body President and Vice President must have held an office in
student council for at least two years.
H. The Freshman, Sophomore, Junior and Senior Class Presidents will then be
nominated by a class representative and voted on by a two-thirds majority.
I. Freshmen wanting to join Student Council shall participate and be elected by
their peers in Fall elections. No more than 5 positions will be reserved for the
Freshman class.
J. All (Freshman, Sophomore, Junior and Senior) class representatives will be
required to review the constitution. Students will be required to take a quiz
over the constitution and receive a 90% or higher. If the students fail the test,
they MUST retake it until they pass--and will not be allowed to participate in
events until they pass.
Section 2
A. Prior to election, students will prepare and deliver a speech. Students will
then vote on the remaining student council positions at an agreeable date by
the Advisor, Student Body President, Student Body Vice President.
B. Students will then request up to three positions and will be voted on by the
majority of council.
C. No student shall hold more than two positions on student council (excluding
student body positions).
D. If a position is not filled or becomes vacant, the position will be opened to
the student body. The position will be filled by an interview, appropriate
grades and behavior, and teacher recommendations.
Section 3
The Student Body Vice President shall preside over the Student Council
election. An election committee shall be appointed by the advisor to help with
the voting and other duties involved with elections. The students who will
help with elections should be a senior in Student Council. And interview
committee will be developed before the election process.
Article 8 – Student Council
Section 1
The Student Council shall consist of the following elected officers, all of which
have a full voting membership:
Student Body President
Student Body Vice President
Student Body Secretary
Student Body Treasurer
Director of Spirit
Director of Dances
Director of Service
Director of Fundraising
Director of Clubs
Director of Public Relations
Historian
Four Class President
Four Class Vice Presidents
Section 2
A. Student Body President – The Student Body President of Skyline High
School must have at least two years of Student Council experience at Skyline
High School (grade 12) prior to running for office. The Student Body President
shall preside over and prepare the agenda for all council meetings. He/She
shall represent our school in inter-school activities. If the President considers
an issue sufficiently important, he/she shall call a special meeting where all
members of Student Council shall meet to decide on the issue. The President
shall cooperate with the school administration and faculty and shall assist in
maintaining friendly relations with other schools. He/She shall perform any
other duties related to this office.
B. Student Body Vice President – The Vice President shall work cooperatively
with the President and shall assume the office of president in case of absence.
The Vice President shall preside over and prepare business meetings and shall
split weekly agenda with the President.
C . Student Body Secretary – The secretary shall write personal informal
letters for council business, publish and post required minutes one day
following each meeting, and make copies of them available to all
administrators, advisors, and district student funds. He/She will be
responsible for completing workshop and convention applications and will see
to thank you notes and to letters of sympathy. The secretary shall perform any
other duties related to that office.
D. Student Body Treasurer – The Treasurer shall keep the council posted on
budgetary matters and shall keep a list of the different organizations and their
financial status. At the beginning of the school year he/she will prepare a
budget for the student activity fund. In addition, the Treasurer shall work
cooperatively with the secretary in charge of student activity accounts.
E. Director of Clubs– The Director of Clubs shall be in charge of all inter-club
meetings. He/She shall also be in charge of coordinating the Homecoming
Carnival/Bonfire, Big Man on Campus, and the Talent Show.
F. Director of Public Relations - Public Relations shall organize publicity for the
I.C.C. activities and cooperatively work with Coyote T.V. and administration to
publicize upcoming student activities. He/She shall also be responsible for
maintaining kiosks. The Public Relations Director is also responsible for
knowing all staff appreciation days (nurse’s day, counselor’s day, support staff
day, teacher appreciation and so on) for the school year.
G. Director of Spirit - The Director of Spirit shall work cooperatively with
council members and school administration to plan and organize assemblies.
H. Four Class Presidents - The class Presidents are responsible for holding
class meetings, making agendas for the meeting, fundraising, and
communications to his/her respected class. It is also the responsibility of the
President and Vice-President to publicize for all class events.
I. Four Class Vice Presidents - The Vice-President is responsible for assisting
the President with all class activities and meetings. The Vice-President is
responsible for communicating class meetings through Coyote TV or the
morning announcements.
J. Historian - The historian shall keep the Student Council scrapbook up to
date and organized. He/She shall be the Student Council photographer at all
major events. Students must attend at least one athletic event per season and
take pictures. The Historian shall also take pictures during performing arts
events. The scrapbook must begin at the beginning of the year and continue
throughout the school year. The scrapbook should be an ongoing activity and
should be worked on in class to maintain the scrapbook. The Historian is
responsible for turning in the scrapbook to AASC each year to earn the Council
of Distinction award.
K. Director Fundraising - The Director of Fundraising shall be in charge of
setting up fundraising activities. He/She shall also be in charge of coordinating
the Homecoming Carnival.
L. Director of Dances- The Director of Dances is responsible for organizing
meetings, requesting Purchase Orders and cash envelopes for all dance related
activities. They will assign duties to freshmen/sophomores/juniors for prom
and freshmen/sophomore/juniors/seniors for homecoming. They shall also
make agendas and communicate all homecoming/prom activities to the
Student Council advisor. The Director of Dances is also responsible for inviting
the alumni students to homecoming events. They are also responsible for
informing the previous year’s royalty of events they need to attend in a timely
manner (at least 6 weeks in advance).
Article 9 Code of Ethics
Section 1
Students are expected to maintain a high moral standard. Behaviors are
expected to be within the guidelines of Mesa Public Schools expectations as
well as Skyline High School’s student handbook.
Section 2
Students are expected to participate in all student council activities unless the
activity is another school function (athletics or performing arts). Students are
expected to make up the time they miss by a council advisor approved activity
(this can be approved using the Make-Up Request Form).
Section 3
Students are expected to hold a high moral standard off campus (i.e. social
media). Students who violate standards (inappropriate behavior – drinking,
smoking, and drug use) will be brought up on charges for breaking the code of
ethics.
Section 4
Students are expected to be congenial and friendly to the student body. It is
deemed appropriate that all members of student council should accept all
members of the student body regardless of individual differences.
Section 5
Students who do not abide by the code of ethics may be impeached by a
majority vote or removed from office by administration (breaking campus/off
campus rules – see Section 1 and 3).
Section 6
Students who have excessive absences, audits or fails the class (drops shall not
be allowed) shall lose their student council position. Student council students
will begin impeachment proceedings at this time. All privileges and
responsibilities shall cease at the time of impeachment (class responsibilities
also associated with graduation).
Section 7
1. All Council members will maintain acceptable grades in all classes.
Acceptable grades are As, Bs, and Cs.
2. Council members with a D or F in any class, including Council, will be placed
on “Academic Probation”.
3. Once a Council member is placed on “Academic Probation” they will have 4
weeks to improve all unacceptable grades.
4. If after 4 weeks the Council member grades have still not improved to
acceptable, the Council member will be given 1 week of “Study hall”.
a. “Study hall” = Council member is out of StudCo. class to the library
or teacher room to make one final attempt to improve grades, Time
missed (participation) from StudCo. will have to be made up by the
Council member.
5. If a Council member does not improve their grades after 5 weeks then the
Council member will lose all Council member privileges and possibly be
removed from the StudCo. class.
6. No council member shall be placed on “Academic Probation more than
twice per school year. This is grounds for dismissal from Council.
7. Grades will be checked frequently.
8. Council member with unacceptable grades will lose attendance privileges to
Council events.
Section 9
Students who violate or break the state or federal law (felony) will be
removed from council by the advisory and administration immediately.
Article 10 – Prom
Section 1
Prom shall be planned and organized by freshman, sophomore, and junior
members of student council.
Section 2
Members of the student council who are in the freshman or sophomore class
will be allowed to attend prom. The entire freshman and sophomore class are
NOT invited to prom unless they are guests of an upper classman.
Section 3
If ANY prom business is discussed outside of prom meetings the person
(persons) responsible will be removed from prom committee IMMEDIATELY.
Student Council votes for termination.
Article 11 – Impeachment
Section 1
Any member of the student government may be impeached.
Section 2
Any actions deemed unfit by the constituents is cause for impeachment.
Constituents consist of: The Student Council, Student Council Advisor and/or
Administrator.
Section 3
The impeachment process will be carried out by an impeachment board.
1. The board will consist of the following: Student Body President,
Student Body Vice President, Activities Administrator, and 2 impartial
teachers.
2. Impeachment will pass with 3/5 vote.
3. Council advisor will provide the board with evidence to establish
negligence.
Article 12 – Business
Section 1
No class shall end the academic year with a negative balance. All accounts
must have a zero balance or hold a profit.
Section 2
If any class have a negative balance by May of the academic year then the
overall class grade of all members of that class will be negatively impacted.
