Application Information for 2014/2015
Submission Deadline – 11:59 p.m. CT, March 24, 2014
In order to support school-based teacher leadership for assessing and advancing foundational mathematics
fluency with number and quantitative reasoning, the KCM will be conducting an institute during which
experienced Fluency Assessment users will gain tools and strategies for sharing with colleagues at their
schools.
Who

Participants: 25 selected graduates of a KCM program (KNPI – Kentucky Numeracy Project Intensive
Course, MRIS – Math Recovery Intervention Specialist Course, EERTI – Enacting Effective Response
to Intervention, OR at least 8 days of MaRTI – Mathematics Response to Intervention Network or
MaRTI Plus).
KCM Provider: Regional Coordinator and Fluency Assessment Developer Kris Jarboe

What
 Focus on administration and interpretation of the Fluency Assessments and using that evidence to
make effective instructional decisions.
When
 A series of three separate full-day in-person meetings—August 25 and October 27, 2014; January 26,
2015
 Two separate 1-hour online meetings—September 29 and November 17, 2014
 Independent monthly one-hour school-based Fluency Development Collegial Team Meetings

 Independent monthly Fluency Development collegial team meetings: Leaders’ Schools
Why
 To establish and sustain provision of job-embedded PD from a specialized school-based leader
focused on conducting tiered, evidence-based mathematics response to intervention in alignment with
the Common Core Standards for Mathematics, leading to improved student achievement in
mathematics

Application Instructions
1) Gather signatures on the “Expectations” page below. Signatures should include yourself, the principal, and
three of your participating colleagues. If sending electronically, save as lastname.FDLexpectations.
2) Conduct with a student (whose family has granted consent) one video-taped KCM Fluency Assessment
from any test number and any series. Write your scores and notes on a printed questions page (not online).
You may select a previously-administered video-recorded Fluency Assessment, provided the family consent is
on file. Save the video file as lastname.FDLapplication. Save the written scores/notes as lastname.FDLscoring.
3) Write or type responses on the application form below. Save the file as lastname.FDLapplication.
4) Submissions must be received by March 24, 2014, 11:59 p.m. central time. You may send the files
electronically or through the mail.

Fluency Development Leadership Program Expectations
Fluency Development Leader:
 Attendance at all scheduled meetings
 Facilitation of monthly school-based Fluency Development Collegial Team Meetings, at least one-hour
per month with at least three participating colleagues (individually or in groups)
 Collection and submission of consent forms from participating colleagues
 Completion of the “Learning Mathematics for Teaching” test (approximately 45 minutes before August
25, 2014 and again after January 2015); overall survey (approximately 15 minutes after January 2015);
the Professional Noticing Measure (approximately 15 minutes before August 25, 2014 and again after
January 2015); and the Attitudes Towards Mathematics Inventory (approximately 10 minutes before
August 25, 2014 and again after January 2015)

 Funding for the Fluency Development Leader to attend all required meetings, including travel costs and
substitute teacher/release time

 Submission of school-level student data from spring or fall 2014 and from spring 2015
 Completion of Attitudes Towards Mathematics Inventory (approximately 10 minutes before August 25,

2015)

 Administration of bi-weekly Fluency Assessment interviews with at least three students, requiring
approximately 15 minutes each
 Participation in monthly one-hour Fluency Development collegial team meetings at your school

interviewed and other students in the class; listing of student ID numbers and demographics
 Completion of the “Learning Mathematics for Teaching” test (approximately 45 minutes before August
