Mission and Goals
The mission of Baldwin College & Career Academy is to increase student achievement by encouraging
students to achieve their highest potentials through the creation of new paths of student learning to
post-secondary education and/or careers; thereby, ensuring a viable 21st Century workforce to meet
the employment needs of our county and surrounding areas.
In fulfilling its mission, BCCA will provide multiple benefits to Baldwin County students, business and
industry, and the community at large. Research shows that students most often become disengaged or
drop out of school because they do not see the relevance of their coursework to adult life and future
career goals. There is mounting evidence that career academies can improve grades and test scores and
increase attendance and graduation rates by providing a more relevant curriculum. The BCCA provides
access for all students to “state of the art” facilities and equipment. It provides advanced training in
high skill, high wage, high demand careers needed in today’s global economy, resulting in a skilled
workforce to attract high-tech industry to Baldwin County. Finally, the BCCA offers a variety of
postsecondary credit options, including articulation, dual enrollment, as well as opportunities for
industry certified credentials, job shadowing, internships, apprenticeships, and work-based learning
opportunities through rigorous and relevant career pathways that inspire relationships with their
instructors and future employers.
Partnerships
BCCA continues to develop partnerships with various entities in the community. Each CTAE program
area is actively seeking new advisory committee members for the 2012-2013 school year. (See
Community Involvement Activities below)
New partnerships have been established with Digital Bridges, Twin Lakes Library System, and
Birthflowers, Inc. The following individuals have joined our Advisory Committee: Colin Moore (Digital
Bridges), Sarah Hamil (Twin Lakes Library System), and Lin & Linda McKnight (Birthflowers, Inc.).
Community Involvement Activities
 BCCA hosted the Milledgeville/Baldwin County Workforce Development Committee meeting on
July 25, 2012.
 CTAE Director presented at the Kiwanis Club meeting held at the Milledgeville/Baldwin Country
Club on August 21, 2012.
 CTAE Director met with Matt Poyner, Executive Director of Milledgeville/Baldwin Development
Authority, on August 22, 2012.
 CTAE Director met with Colin Moore, Community Resource Specialist with Digital Bridges, on
August 29, 2012.
o In this partnership, Mr. Moore and Digital Bridges will:
 Serves as a job shadow site for business education teachers





Serve as a WBL site for BCCA WBL students
Participate in Career Day/CTAE Showcase/Mock Interviews
Assist with development of the Baldwin GIVE Center at BCCA and partnership
with www.volunteermilledgeville.org
 Assist with development of BCCA website and partnership with www.31061.org
CTAE Director met with Mrs. Sarah Hamil, Outreach Coordinator, Twin Lakes Library System, on
August 31, 2012.
o In this partnership, Mrs. Hamil and the Twin Lakes Library System will:
 Serve as a job shadow placement for students
 Serve as a possible field trip site
 Serve as a WBL site for an intern placement, or as a volunteer site for BCCA
students through our Baldwin GIVE Center
 Participate in Career Day/CTAE Showcase/Mock Interviews
 Deliver online/Galileo research training to our students
Partnership with Great Promise Program
o Three students will be placed as YAP students through the Great Promise Program.
o This opportunity is a collaborative effort between the Department of Community
Affairs, the Department of Juvenile Justice, and Baldwin County Schools/BCCA.
Budget
FY12 was the implementation year for the Baldwin College & Career Academy. The system received
funding which was applied toward the development, implementation and operation of the academy. For
FY13 year, in addition to local and state funding applied toward facilities operations, maintenance, and
personnel costs, the academy will receive the following local, state, and federal funding:







CTSO Funds raised
o CTSO advisors and students are working hard to raise funding for their organizations for
this school year. Total funding received for this school year will be reported in a later
quarterly report.
Governance & Leadership
The first BCCA Advisory Board meeting for the quarter was held on August 21, 2012. Meetings have
been scheduled for the remainder of the year. Dates for future meetings are listed below. There will be
an evaluation of the effectiveness, participation, and involvement of the current Board. Necessary
adjustments have been and will continue to be made to ensure that BCCA maintains an active and
effective Board.

New Initiatives
 Tomahawk Print Center
o Our print center will accommodate printing needs for our program areas, CTSOs, and
local school community.
o WBL Internship placement will serve as the Director of our print center.
o This will be a self-supporting initiative. Any profits from the print center activities will be
used to support the BCCA CTSO’s as well as CTSO student sponsorships for participation
in competitive events and conferences.
 Baldwin GIVES
o In collaboration with the Georgia College Give Center
o Our center will organize the volunteer efforts for the total high school community.
o This initiative will hopefully increase our participation in the Presidential Awards
program sponsored through the Georgia College GIVE Center.
 Microsoft IT Academy
o BCCA will participate in the new state initiative – Microsoft IT Academy.
o Administrators and teachers have participated in professional development regarding
the academy.
o CTAE Director and business education teachers will develop a plan for implementation
of the program in the business education classes.

Student Support
Student support at BCCA is provided by grade level counselors (9-12) inclusive of the high school
guidance department. Dual enrollment assistance is provided by the high school coordinator with CGTC.
A Career Technical Instruction (CTI) teacher is provided full-time to provide support to assist any special
needs student.
Standards & Curriculum
Teachers are participating in the school-wide professional development for the FY13 school year. For the
first quarter those activities include:

Lesson plans have been modified to include common core literacy standards. Teachers are monitored
utilizing the GAPSS Classroom Instruction Observation form. Teachers continue to participate in program
specific professional development activities.
Structure
BCCA is a newly constructed facility. BCCA opened for operation October 2011. There have been no
structural changes since that date.
Faculty and Staff
There have been no staff changes for the FY13 academic school year.
Evaluation
End-of-pathway assessments address Perkins IV Legislation, specifically, Core Indicator 2S1 which
mandates states to implement a valid and reliable assessment model linked directly to industry
validated standards. The state’s technical skill attainment inventory is comprised of several
measurement components: national industry certifications, national occupational assessments, and
state licensures and state developed assessments.

***It is evident from the FY12 results of the EOPA administration that two of the main goals for FY13
will be to increase pathway completion and to improve the pass rates of the end-of-pathway
assessments.
Charter School Law
BCCA will utilize the broad flexibility from law, rule, and regulation permitted by O.C.G.A. § 20-22065(a), and will implement the flexibility to meet or exceed the performance-based goals and to
increase student achievement.
