TENDER NOTICE FOR LABOUR CONTRACT FOR THE YEAR 2015-16
Sealed tenders are invited from experienced Labour Contractors having
Labour license / ESI Registration/PF Code No. for execution of following works on per
box rate basis against the production of 36.00 Lac PLs Country Liquor at Country
Liquor Bottling Plant Mehatpur, Distt.-Una, HP and 12.00 Lac PLs at Country Liquor
Bottling Plant Parwanoo, Distt.-Solan, Hp in the ratio of 750ml-86.5%, 375ml-9% and
180ml-4.5% for a period of one year w.e.f. 01-07-2015 to 30-06-2016 so as to reach
this office on or before 25-05-2015 upto 3.00 PM along with earnest money of
Rs.50,000/- in the shape of demand draft in favour of HPGIC payable at Shimla. The
tenders will be opened at 3.30 PM on the same day and negotiations will be held with
L-1. Tendered rates should be inclusive of all taxes/service tax/ESI/EPF/Bonus etc. as
per HP Govt. Labour Rules which will be valid for one year. Detailed terms and

TERMS & CONDITIONS FOR LABOUR CONTRACT FOR THE YEAR 2015-16
1. Rate quotes should be inclusive of all taxes/service tax /ESI/PF/bonus etc as per HP Govt. Labour
Rules for different sizes separately for all the jobs.
2. The tender will be decided on the accumulative rates quoted on per box basis for filling of country liquor
in the following ratio of 750ml- 86.5%, 375ml-9% & 180ml- 4.5%.
3. That the earnest money of Rs. 50,000/- will have to be deposited with the tender which will be
converted into security on acceptance of the tender and the same shall be refunded on successful
completion of the contract.
4. The successful bidder shall have to deposit 2% of the total value of the contract as security with the
corporation and no interest on this amount will be payable to the contractor.
5. That in case contractor fails to do the job as per our satisfaction, this contract can be cancelled,
security forfeited and if the Corporation has to engage alternate contractor then the difference of
expenditure incurred necessitated due to non execution of the labour contract will be
charged/recoverable from the contractor.
6. That sufficient number of workers will have to be employed for various jobs by the contractor in the
plant at his own risk and cost and Corporation shall not be responsible for any compensation to any
person for any reason whatsoever.
7. That the contractor will pay at least minimum wages as per the Minimum Wages Act or as may be
fixed/revised by the State Government from time to time to his workers/labour engaged by him.
8. Only those labour contractors who have their own Provident Fund Code Number, ESI Registration and
Labour license are eligible to participate in the tender. Copies of these three documents should be
attached with the tender.
9. It will not be obligatory on the part of the Corporation to fill the entire quantity of country liquor as per
tender notice. The Managing Director can increase/decrease the quantity of filling of country liquor
upto +25% as per our requirement.
10. That the contractor will be responsible for providing aprons & caps and will also ensure proper hygienic
conditions in the washing/bottling & finished goods store as per requirement of FSSAI, Act.
11. The contractor will be responsible for Bonus, ESI, PF, deduction and deposit the same under PF/ESI
Act/Rules of all workers and he will maintain the proper records relating to these deductions/deposits.
This record is to be submitted to Manager Incharge of the Plant once in a month. Any lapse found in
this regard shall be entirely the contractor’s responsibility.
12. That the contractor will ensure that all the workers abide by the rules and regulation of the Excise
Department/Corporation while working in the plant(s).
13. That the contract will be valid for one year w.e.f. 01-07-2015 to 30-06-2016 and can be further
extended subject to satisfaction/discretion of HP GIC Ltd.
14. The Managing Director, HPGIC Ltd reserves the right to accept/reject any tender without assigning
any reason.
15. All disputes shall be settled within the jurisdiction of courts at Shimla.
