CPG15(15)055 Annex IV-35 CPG15-7 Porto, Portugal, 2nd - 5th June 2015 Date issued: 17th June 2015 Source: Minutes CPG15-7 Subject: Draft CEPT Brief based on Plenipotentiary Conference Resolution 185 on Global Flight Tracking Summary: Proposal: Draft CEPT Brief on GFT - Page 2 DRAFT CEPT BRIEF BASED ON PLENIPOTENTIARY CONFERENCE RESOLUTION 185 ON GLOBAL FLIGHT TRACKING FOR CIVIL AVIATION 1 ISSUE Plenipotentiary Conference Resolution 185 (Busan, 2014): to instruct WRC-15, pursuant to No. 119 of the ITU Convention, to include in its agenda, as a matter of urgency, the consideration of global flight tracking, including, if appropriate, and consistent with ITU practices, various aspects of the matter, taking into account ITU-R studies, Resolution 185 (Busan, 2014) also instructed the Director of the BR to prepare a report on this matter for WRC-15. 2 PRELIMINARY CEPT POINTS OF VIEW There are in this preliminary CEPT position four different views expressed and three common positions: View 1 no regulatory action needs to be taken by WRC-15 in respect of global flight tracking, unless new evidence from ongoing ITU-R studies emerges that clearly identifies a need for WRC-15 to take regulatory action. View 2: To support the ICAO recommendation, that necessary spectrum allocations should be provided, as a matter of urgency, that would enable global air traffic services surveillance, and the ICAO Global Flight Tracking position for WRC-15, which supports a new allocation in the Earth-to-space direction for AMS(R)S at 1090 MHz for the satellite reception of existing aircraft ADS-B transmissions, provided that it not constrain existing aeronautical safety systems. View 3 to propose a two steps approach with a secondary allocation to mss (Earth to space) decided at WRC-15 for satellite ADS-B reception recognition in the RR, to take into account its future participation to the Global Flight Tracking function, and the completion of the appropriate technical and regulatory studies for a potential primary AMS(R)S allocation at WRC-19. View 4 it is prematurely to develop any Methods to satisfy this agenda item until the completion of technical studies conducted by ITU-R CEPT is of the view that global flight tracking contributes to the concept of operations for a Global Aeronautical Distress and Safety System (GADSS) currently being developed within ICAO. CEPT supports a future agenda item that is flexible enough to address any required changes to the Radio Regulations necessary to allow the implementation of the GADSS.
