Review of student records, documentation, and interviews show that the letter to students
leaving school without a diploma is not issued annually, as required.
Description of Corrective Action:
In collaboration with the high school principal, the high school counseling department will
develop an annual notification letter to be sent annually and by first class mail to the last
know address of former students who have not yet earned their competency
determination and who have not transferred to another school. This letter will further
include a statement that the student and the parent or guardian may meet with a
representative of the school district within ten days from the date the notice was sent.
Procedures will include requirements for sending letters to all students who have left
school over the past two years and each year, for all new students leaving school. This
will be done for two consecutive years. A copy of the letters will be sent to the Pupil
Services office and placed in a ?Students Leaving School Notice? file. The ABRSD
counseling/psychological services chairperson will review these procedures with
counseling staff and office personnel in the fall of each school year and every year
thereafter.
Anticipated Results:
A letter to students leaving school without a diploma will be issued annually, as required.

Description of Internal Monitoring Procedures:
An annual list of students dropping out of school for the past two years and a list of
students leaving school this upcoming year, along with any letters sent, will be forwarded
to the Director of Pupil Services for the new previously identified file (? Student Leaving
School Notice?). Moreover, a post training administrative review of student records to
ensure the appropriate use of the Notice to students 16 or over leaving school without a
High School Diploma, Certificate of Attainment, or Certificate of Completion, will be
completed. This administrative review, coordinated by the Director of Pupil Services, will
include an examination of all applicable records, with an explanation for any continuing
non-compliance and a description of additional corrective actions if necessary. Names of
students, by school, whose parents/guardians require translation, will be submitted by
June 2, 2012. The date of the review and the name of the person conducting the review,
including title and signature will be included.

Department CPR Finding: A review of district documents submitted and on-site interviews indicated
that Acton-Boxboro does not use an ESL curriculum.
Content instruction is based on the appropriate Massachusetts Curriculum Framework; however,
English language learners (ELLs) are not receiving sheltered content instruction as most teachers
instructing ELLs have not completed their professional development in all four (4) required categories
of Sheltered English Immersion (SEI), which focuses on the skills and knowledge necessary for
sheltering instruction, as described in the Commissioner’s Memorandum of June 2004. As a result of
Acton-Boxborough collaboration, 217 teachers were trained in Category 1, 36 teachers in Category 2,
8 teachers in Category 3, and 3 teachers in Category 4. Despite some progress in the training of
teaching staff, none of the content teachers instructing ELLs have completed all four (4) categories of
SEI. For instance, ELLs in middle school are placed with content area teachers who have completed
only Category I. Of the high school content area teachers instructing ELLs, only one has completed
Category I, and two have completed Category II.
Regarding hours of instruction, documentation reviewed indicated the following: 1) the district uses
four (4) levels of English proficiency to categorize their ELLs instead of the five (5) used by the
Department. Therefore no ELLs are placed in Level five (5) and may be exited too early from the ELE
program; 2) The hours of instruction for all student is insufficient if the one-on-one work ELLs do at
the Academic Support Center (ASC) is carried out by peer tutors and not by certified ESL instructors.
In addition, even with time spent at the ASC, Level 1 ELLs in middle school, and Level1 and Level 2
ELLs in high school, do not receive sufficient hours of ESL instruction as is recommended by the
Department’s September 2009 guidance document: “Guidance on Using MEPA Results to Plan
Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited
English Proficient (LEP) Students.”
The ESL teacher has completed all four categories of SEI training and has become a trainer of trainers
for Category I, which she offers at least once a year.
The district lacks sufficient classroom teachers trained in all four categories of SEI necessary to
shelter content, does not have an ESL curriculum, and provides in insufficient hours of ESL instruction,
and therefore, ELLs are not provided with a sheltered English immersion program consistent with
Chapter 71 A.
Narrative Description of Corrective Action: In response to the Coordinated Program Review,
the District added a .2 FTE ELL Coordinator position for the 2011-2012 school year.

addition to annual training regarding forms, processes and procedures for ELL students, ELL
translation services offered by the school district will also be reviewed. Moreover, the District
has developed an internal tracking form; a checklist for each ELL student that ensures
compliance with all ELL procedures, including but not limited to progress report timelines.
This ELL reporting checklist will indicate corresponding dates for all elementary building
based report cards.

Description of Internal Monitoring Procedures: The ELL Coordinator will annually review the
student records of identified ELL students to ensure that appropriate documentation of ELL
services is included in the student record maintained by the District. On an annual basis, the
Director of Pupil Services will randomly select student records for review as well. To ensure
that appropriate staff members are trained in the maintaining of required documents within the
student record, the Director of Pupil Services will facilitate an annual Fall training for
elementary building principals, designated ELL staff and school counselors, regarding the
maintenance of ELL records and required documentation including but not limited to progress
reports. Verification will be provided through sign-in sheets.

position for the 2011-2012 school year. The district intends to conduct periodic evaluations of
the effectiveness of its ELE program in developing students’ English language skills and
increasing their ability to participate meaningfully in their educational program. The district
intends to design an ELE program Evaluation and Needs Assessment as a means to evaluate
its ELE program. Appropriate program adjustments and changes that are responsive to
program evaluation outcomes will be made in collaboration with building principals.
