1 EXHIBIT 1 2 RESOLUTION NO. 2013 - 3 4 5 6 7 8 9 10 11 12 13 14 15 16 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, SUPPORTING THE FLORIDA DEPARTMENT OF TRANSPORTATION’S EFFORTS TO ESTABLISH PASSENGER RAIL ON THE FEC RAILWAY CORRIDOR; AUTHORIZING THE CITY MANAGER TO BUILD UPON EXISTING EFFORTS TO MAXIMIZE TRANSIT ORIENTED DEVELOPMENT (TOD) INFRASTRUCTURE FUNDING THROUGH PUBLIC/PRIVATE PARTNERSHIPS, AND TO COORDINATE INVESTMENTS WITH KEY PARTNERS TO ENDORSE A FLORIDA EAST COAST (FEC) COMMUTER RAIL STATION WITHIN THE CITY OF HALLANDALE BEACH; PROVIDING FOR AN EFFECTIVE DATE. 17 WHEREAS, in a spirit of cooperation and partnership brought the City of 18 Hallandale Beach, the Broward County Library, Broward College, and the Village of 19 Gulfstream Park together in support of the Federal East Coast (hereinafter “FEC”) 20 Commuter Rail; and 21 22 WHEREAS, implementation of the Commuter Rail project will result in overall 23 social and environmental benefits, improve the quality of life in the City, stimulate 24 economic growth, create new employment opportunities, and serve as a positive Transit 25 Oriented Development (hereinafter “TOD”) catalyst; and 26 27 WHEREAS, the Commuter Rail project will benefit the citizens and visitors to the 28 South Florida East Coast region, and is needed in order to relieve traffic congestion, 29 provide transportation opportunities, 30 Boulevard traffic, improve the carbon footprint of the City and support the City’s green 31 efforts; and provide a relief for I-95 and Hallandale Beach 32 33 WHEREAS, the Commuter Rail project will become an integral part of South 34 Florida’s balanced transportation system and, with concurrent development of 35 improvements to roadways and bus transit, will greatly enhance the mobility of the 36 traveling public; and 37 38 39 WHEREAS, it is more critical than ever to provide the traveling public with transportation alternatives as gasoline prices are soaring; and 1 IWO NO 2013 – 032 (VLW) RESO NO. 2013 - 40 41 42 WHEREAS, the public-private cooperation will be needed to provide a sustainable funding program for transit oriented development infrastructure; and 43 44 45 WHEREAS, key partnerships will be essential in establishing sustainable longterm success of a FEC station in Hallandale Beach, Florida; and 46 47 WHEREAS, the City Administration recommends to the Mayor and City 48 Commission the support of FDOT efforts to establish passenger rail on the FEC railway 49 corridor, and request authorization to maximize TOD funding through Public/Private 50 Partnerships; and 51 52 WHEREAS, the Mayor and City Commission have determined that it is in the 53 best interest of the City to support the FDOT efforts to establish passenger rail on the 54 FEC railway, and authorize the City Manager to maximize TOD funding through 55 Public/Private Partnerships, and coordinate investments to endorse the FEC commuter 56 rail station within the City. 57 58 59 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA: 60 61 SECTION 1. City Manager Authorization. The Mayor and City Commission 62 hereby support the FDOT’s efforts to establish passenger rail on the FEC railway 63 corridor, and authorize the City Manager to build upon existing efforts to maximize TOD 64 infrastructure funding through public/private partnerships, and authorize the City 65 Manager to coordinate investments and funding with key partners to endorse FEC rail 66 station within the City. 67 68 69 SECTION 2. Effective Date.
