Wing Commander CIC website: Submission Agreement
In order for DSpace to ingest, preserve, and distribute your submission worldwide, reporting of
the following information is necessary. Please sign and submit this agreement to the School of
Information DSpace administrator, Dr. Pat Galloway, at galloway@ischool.utexas.edu.
This agreement is for the Wing Commander CIC Collection and all individual sub-collections
within it.

Provided below are possible files and file formats that could be contained within the DDS tapes,
based on markings on the tape labels. While the group was unable to retrieve information off the
tapes, it is likely that they contain a variety of file formats including but not restricted to the ones
listed below.

Schedule of availability of data set(s).
The digital files that comprise the Wing Commander CIC Collection are available for
submission at a schedule negotiated between the Dolph Briscoe Center for American
History and the DSpace administrator.

IV.
Proposed data transfer mechanism.
The Dolph Briscoe Center for American History received materials in the form of 36
Digital Data Storage (DDS) tapes from Ben Lesnick at the Wing Commander Combat
Information Center website in 2011. The records were transferred to the School of
Information on February 8, 2013. The digital files that the group was able to extract will
be manually ingested into DSpace under the Wing Commander CIC Collection.
V.
Significant Properties
Designated User Groups for this collection are likely to include video game players,
video game scholars, literary scholars, game coders, anthropologists and others. All of
these groups would likely need to have access to the content, look, feel and structure of
the content. Therefore the quality of audio, video, and graphics files should ideally be
preserved as well.
VI.
Level of service for on-going preservation and access.
Description of levels of service
Medium: Partially persistent materials that enable medium confidence. Preserves the
content of the material with degradation of the form allowed. For this level of service,
the repository will watch the format in order to try to maintain the data in an accessible
format. They will, however, not create their own tools for this conversion unless
absolutely necessary. For this level of service, off the shelf conversion tools will be used.
Checks will be made to verify that the intellectual content is the same. The original bit
stream will be maintained in addition to the converted file. Formats enjoying this level of
service include compression schemes and open but proprietary standards.

VIII. Authorization Policy
The following e-persons are authorized to perform workflow steps for this collection:
Dr. Pat Galloway, Zach Vowell, Samantha Bruner, Austin Hixson, Brian Thomas, Aditi
Worcester.
Workflow: There are two workflow steps: ingest validation and metadata verification.
Workflow steps should be as automated as possible, with rejection reports generated and
sent to the administrator on a regular basis. Both of these workflow steps are mandatory
for every submission.
Ingest Validation: The first step of ingest validation is checking the files for
viruses. If viruses are present, the submission is rejected. If virus are present in
the file but then cleaned, the submission is not rejected, and a note is made of the
virus formerly present in the metadata element “virus.” The second step is
confirming that the SIP matches the normative formats described above. Once a
determination of formats has been reached, a level of service is assigned to the
submission.

Metadata Verification: The metadata assigned to the item is checked to make sure
that all required elements are present and correspond to the expected content. If
the required elements are not present, the submission is rejected.
Edit capabilities: The repository will maintain the original bit stream with no editing.
The repository does, however, reserve the right to convert submissions into a new format
for viewing and preservation purposes in order to more accurately reflect the original
functionality. Metadata may be edited and added by the repository in order to reflect
changes that have occurred to the item during the repository’s custody.
Preservation rights: For items in the “medium” level of service, the repository will
maintain the intellectual content of the deposited material, with no guarantees for the
“look and feel” or additional functionality.
VIII. Intellectual Property Rights
Project documentation files created by Samantha Bruner, Austin Hixson, Brian Thomas,
and Aditi Worcester as part of Dr. Pat Galloway’s Spring 2013 course, INF392K –
Digital Archiving and Preservation, are protected under: Creative Commons AttributionNonCommercial-Share Alike 3.0 license, available at:
http://creativecommons.org/licenses/by-nc-sa/3.0/
Files and other material created for the Wing Commander video games and franchise
represent the intellectual property of Origin and/or Electronic Arts. Proprietary
application files used in the creation of the material represent the intellectual property of
the creators of those applications.
Further access restrictions may be placed on materials whose intellectual property is held
by anyone other than Origin and/or Electronic Arts. Authors of such materials include,
but are not limited to, original composers and license holders of sampled material.
The DSpace administrator of this community respects the intellectual property rights of
others. The administrator may, in appropriate circumstances and at his or her discretion,
remove certain content or disable access to content that appears to infringe the copyright
or intellectual property rights of others. All rights will revert to the creator upon the
dissolution of this School of Information institutional repository and its successors.
IX.
Access Rights
Submission is limited to e-people designated in the Submitting and Workflow Groups.
Administration is limited to the e-people designated in the Admin Group.

Distribution varies and can be limited. Access to project documentation created by
Samantha Bruner, Austin Hixson, Brian Thomas, and Aditi Worcester is global. Access
to the files comprising the Wing Commander CIC Collection is restricted.
X.
Policy
General: The materials in the Wing Commander Combat Information Center website
project are managed under the Dolph Briscoe Center for American History collection use
policies and are available on the Center for American History Policies and Procedures
website at: http://www.cah.utexas.edu/services/using.php.
Withdrawal policy: An authorized submitter is entitled to withdraw digital assets from
DSpace. An authorized member of the School of Information administration staff and the
Dolph Briscoe Center for American History archivists may request that the DSpace
administrator expunge an item from the repository. The item will be deleted from the
system, but evidence of its existence and the actions taken upon it will remain.
It is inevitable that the terms specified in this agreement will change over time. It is mandatory
that the Submission Agreement be amended to reflect any new terms of operation and signed by
the parties involved. In particular, detailed data set lists and schedules found in the Agreement
often develop over time, making these appendices "working" guidelines for archive planning.
The DSpace administrator should be notified of changes to these plans as they occur, and
document revisions should be scheduled periodically. Changes include additions and deletions of
products, changes in schedule, and changes in quantity, product content or format.
